Called to order at 5:30 PM Public Hearing: Board Member Miller and Board Member Facteau motion to open the public hearing. The public hearing opened at 5:31 PM. Public hearing to extend the Moratorium on Cryptocurrency Mining until January 31, 2023. Public Comments David Fenton voiced many concerns as to why he believes that instead of extending the Moratorium once again that the Town Board vote to prohibit any further mining operations in the Town of Massena. Supervisor Bellor, Attorney Eric Gustafson, and Councilperson Miller all spoke on their thoughts. It was decided that we will do the extension until the end of January 2023. Attorney Gustafson is hopeful that there will be regulations in place at that time and the Town Board will decide the best course of action at that time. Board Member Facteau and Board Member Willer motioned to close the Public Hearing at 5:45 PM. Announcements / Notifications Supervisor Bellor extended her congratulations to Deb Willer and Francis Carvel on their recent election to the Town Board. Supervisor Bellor announced that the December 21, 2022 Board Meeting will be at 3:30 PM and not 5:30 PM. Presentations / Discussions. Museum Report submitted by Deb Willer UPDATES FROM NOVEMBER 3, 2022 MUSEUM BOARD MEETING October activity: 5 accessions, no deaccessions. 25 visitors. $30 donation received. Josh will address the Village Board on November 18th to get approval for placing the historical marker for the power canal at the park by the Alcoa bridge. There was discussion about the status of the addition and when objects can be moved in. Board agrees that they should not move anything until all of the outstanding issues have been resolved. Deb will speak to Frank Diagostino regarding our next steps. We cannot file for our grant reimbursement until all issues are taken care of and a final contractor invoice received. Motion made to invest in a Roku stick so that the Museum can connect with ZOOM meetings/presentations. All in favor. Board asked if the Town credit card could be used for the online purchase of this item and then the Museum would reimburse the Town. Deb will check. The board believes they will need to obtain stanchions to secure the antique hearse when it is moved into the new addition; they will contact Bill Denney regarding production. Deb relayed messages she had received from the public regarding hours the museum is open/wondering if there could be any later hours. Board members stated that they have previously tried later hours and there were no visitors. Afternoon hours are covered by a small group of volunteers, and they are not available for later hours. Board encouraged the public to make appointments for times outside of the normal operating hours and the staff will arrange to be there. In following this line of thought, Deb mentioned that WMSA would be interested in doing some on-air segments with the museum staff/board to give some free advertising for all the things the museum has to offer. This participation is recommended by the Town Board. Next meeting is December 1st. Report submitted by Susan Bellor Sue’s Committee Reports November 2022 1. The Chamber of Commerce Board of Directors met on October 20th .President Eowyn Doud reported that she is starting both grant and contacting of bands for next summer’s Concert in the Park Series. She is also in contact with Victor Perry about the next golf tournament. SLC Chamber Exec. Director Ben Dixon provided an update on the integration process of chambers and also described the job locally and the new job of tourism manager for the county. He will be planning a meeting for chamber members to explain the process and voting to become integrated with county; once the legal aspects are completed with NYCON. The next meeting is November 17th. The Ethics Board met on October 31st and continues work on revision of the Handbook. Specifically addressed were pages 82-111 of current handbook; with questions and revisions expected to follow our local policies. They plan to meet again on December 5th.
