The meeting was called to order at 4:30 PM. The Supervisor led the Pledge of Allegiance. Public Hearing: 1). Motion made by Councilperson Willer to open the Public Hearing and Second by Councilperson Carvel. This Public Hearing was for the purpose of extending the Moratorium in Cryptocurrency Mining Operation’s in the Town of Massena for an additional 6 months, effective August 1, 2023 through December 31, 2023. There were no public comments and Councilperson Facteau made the motion and second by Councilperson Willer to close the Public Hearing. 2). Motion made by Councilperson Facteau and second by Councilperson Carvel to open the Public Hearing. This Public Hearing was for a moratorium on Billboards in the Town of Massena. This is tabled at this time until we receive further information. Motion made by Councilperson Facteau and second by Councilperson Willer to close the Public Hearing. 3). Motion made by Councilperson Facteau and Councilperson Carvel to open the Public Hearing. This Public Hearing was for the District Formation for the Town of Massena Water District Project. Motion made by Councilperson Willer and second by Councilperson Carvel to close the Public Hearing. Resolution 138 - 2023 Approval from the Town Board to Adopt the Order Establishing Hearing on a new Water District Pursuant to the Town Law of the State of New York subject to Permissive Referendum. Resolution 141 - 2023 Approval to establish a short-lived asset reserve fund for the East Massena Water District. The town must deposit at least $30,800.00 into the short-lived asset reserve fund annually for the life of the loan to pay for repairs and/or replacement of major system assets. This is per the USDA letter of conditions for the East Massena Water District Improvements Grant. Resolution 145 - 2023 Approval for the Town Supervisor to sign a New Contract with Trane for Service Agreement with the Massena International Airport, Massena Museum, Massena Public Library, and the Massena Town Hall. This new contract supersedes our previous contracts so that all entities are now under one contract. This contract will be in effect from August 1, 2023, through August 1, 2026. Massena Town Board meeting July 19, 2023, Highway Department, Continue working with NYPA on issues with modernization project that involves town roads. Chipped brush pile 2 times. Finished work on Highland Road from winter sewer line collapse Mowed cemeteries 2 times. Hauled stone for North Racquette Road work. Replaced driveway pipe at 386 North Racquette. Made repairs to Dump Road. Equipment Repairs Highway: #51 is still at 5th Wheel Diesel in Malone for electrical problems. #50 Replaced Rear Brake Chamber. #52 had recall work done by International. #A52 had recall work done by International. Massena Airport Boutique Air numbers for May 2023 401 Enplaned, 432 Deplaned, 833Total, 176 landings. 4 Cancelled flights for May 2023. The Runway 5/23 Rehab project is on schedule. The airport is shut down will reopen August 10th. Taxiway A East end lights are still out. Continuing to mow. Massena Library No new issues. Massena Museum, finished painting all outside window trim. Massena Town Hall No new issues. Report Submitted by Deb Willer MASSENA PUBLIC LIBRARY, The Library Board of Trustees met on July 11, 2023. The board voted to permanently appoint Krista Briggs as the new Library Director. The monthly programs and the summer reading program are all underway and well attended. The magic show had 76 children and 45 adults attending. Circulation and library visit numbers were reviewed. Krista suggested that continuing to compare current numbers to the numbers recorded “pre-COVID” may not be as useful as beginning to look at data that can be collected from the library’s social media accounts. It is understood that during COVID, people learned to use their computers for more activities, including reading books online. The board agreed to begin looking at the social media data as well as promote the library’s online presence. Krista has been in touch with the group organizing the “Rockin’ the River” event on August 19th. The library will have a table there to provide information on the services the library offers and will have a free book giveaway. Krista and staff have been working on the 2024 budget. The board reviewed the current draft and made suggestions for edits. The budget is due to the Town on July 31st. Friends of the Library continues its process to become a 501c3. The Comprehensive Capital Planning committee met on June 29th and reviewed issues and needs with highway, airport, town hall and water. They will meet for follow up on August 10th. The Chamber of Commerce again this summer has concerts at the Springs Park on Thursday nights through 18th of August. Village and Town of Massena along with Town of Louisville representatives met with SLC Chamber of Commerce Executive Director Ben Dixon for a discussion on the process, questions, expectations, and possible commitments as they proceed with the integration. Motion made by Council Member Facteau to go into Executive Session at 5:15 PM, seconded by Council Member Carvel. Returned to Public Session at 6:09 PM.
