Chipped brush pile 1 time. Mowed once. Started using the new Kaufman Trailer Finished all North Racquette road work. Fixed 5 waterline breaks on East Massena water line. Completed sand haul. Equipment Repairs Highway: #51 electrical problem was fixed at Allegiance trucks. #50 is at Allegiance trucks. Started servicing trucks and preparing for the winter season. Massena Airport Boutique Air numbers for September 2023 419 Enplaned, 438 Deplaned, 857 Total, 180 landings. 0 Cancelled flights for September 2023. The Runway 5/23 rehab project is continuing. Runway 5/23 re-opened on 9/28. Taxiway A east end lights are still out. Servicing plow equipment. Massena Library The boiler has been serviced and turned on. No new issues. Massena Museum Repaired parking lot around new storage building. No new issues. Massena Town Hall The boiler has been serviced and turned on. No new issues. Report Submitted by Mary Ellen Casselman Report-October 2023 I spent most of the month researching, developing, and setting up exhibits in the new addition. The exhibits included the history of the hearse and the funeral business in Massena to its inception; history of the Kirkbride family to complement their chairs which were recently donated; early Massena Fire Department history based on the first fire engine. I spent a day cleaning the hearse with David Frary and Nancy LaFaver, the County Historian to whom I gave a detailed tour of the Museum. We collaborated regarding my hosting our Spring Historian’s meeting in the Massena Museum. I opened the Museum for the Pumpkinpalloza on Saturday October 14th and received well over 30 visitors. On October 21st I went to Canton to meet with the St. Lawrence County Historian, Nancy LaFaver and many other local historians to listen to a wonderful talk by the NYS Historian, Devin Lander regarding the direction the State is headed to celebrate our 250th Anniversary. At that time, I received a Certificate of Recognition from the St. Lawrence County Legislators for my work as a Historian. CELINE G. PHILIBERT MEMORIAL CULTURAL CENTER AND MUSEUM OCTOBER 2023 ARCHIVAL REPORT I entered the after Board Meeting President signed accessions into the Past-Perfected Program and inventory. This month we had 10 new accessions with 57 different parts. Items were researched as per date and approximate value. One outstanding donation was the gift of two wrought iron chairs from the Kirkbride Estate - the James W. Philips Estate – brought in by David Frary. I made arrangements with Jim Kenny for the Town Employees to bring the SeaComm donated Fire-Proof Cabinet to the museum. This was done on October 11th. Pictures were taken and sent to Bob Beckstead. A thank you card was sent to Scott Wilson. A letter was prepared for the newspaper. I am still working on the photo file for restaurants and theater pictures from prior requests. I made up baskets and set up the raffle table for a fundraiser. Massena Electric Board Meeting November 16, 2023, MED has been 510 days without a lost time incident and 873 days without a reportable injury. The line crew completed OSHA required training for using fire extinguishers and Page 7|8 Town Board Minutes November 15, 2023 hearing conservation techniques. Total customer impact minutes for October were 15, 582 (significant decrease from August and September). 6 calls contributed to this number. The largest impact was from an incident on the Browning Crossroad when a tractor trailer hooked a Verizon phone line causing the 2 adjacent poles to break; 44 customers with without power for 1 hr 35 minutes, 32 customers were without power for 5 hours 45 minutes. Purchased power was up slightly in October with max demand on Oct 31st when the temperature dipped below freezing. This will affect the PPAC charge in the November billing cycle. Finances: year to date total cash receipts from customers is running under budget. YTD cash expenditures are running under budget, but there are several remaining “one time” expenditures in November and December that will impact this line. MED has received a new supply of weatherization kits that will be made available to residents needing assistance with better insulating their windows and doors for the winter. The DOT will be working on raising the height of the traffic light at the intersection of South Main and East Hatfield. MED will have to change out several poles to accommodate this project.
