Call to Order: Supervisor Bellor called the meeting to order at 4:30 PM and led the Pledge of Allegiance. Public Hearing: None Announcements/Notifications: Supervisor Bellor announced the resignations of Ben Murtagh from the Town Zoning Board and Jennifer Trejos, Keyboard Specialist. Presentations/Discussions: The Supervisor read a Statement of Acknowledgement commemorating 150 years of the service of the Northside Community Church. The Church’s pastor and members of the congregation were on hand to accept the acknowledgement. Standard Agenda Items: Items resolved by the Town of Massena follow: Resolution 88 - 2024 Approval of the Minutes for May 15th, 2024. Resolution 91 - 2024 Appointing Robert Sommerfield to the Town Zoning Board to complete the term formerly held by Ben Murtagh, said term to expire 12/31/2026. Resolution 93 - 2024 RESCINDED IMMEDIATELY AFTER CARRY Establishing a Public Hearing Date of July 17, 2024, to discuss the New Code Enforcement Regulation for the Town of Massena. After the motion was carried the Town Attorney stated that more time was needed for the Town Council to review and discuss the new Regulations. The Town Supervisor stated that this Resolution should be rescinded at this time and add the Resolution to the July Agenda to hold the Public Hearing for the August Board Meeting. Page 2|5 Massena Town Meeting June 26, 2024 Resolution# 94 - 2024 Authorizing the appointment of two new Trustees for the Massena Public Library. Joe Savoca, Elaine Dunn Thayer were present at the Board Meeting and expressed their feelings regarding adding two new Board Members. Mr. Savoca stated that the Town Council did not have the authority to add the positions and Ms. Thayer stated that for the Town Council to vote on adding the new members would be setting a dangerous precedent by adding more people to the Boards. Councilman Taraska stated that it was the library’s idea to add two more to the Board. The results of the vote are as shown. The Town Attorney recommended that the Town hold off for another month as there are still a few concerns to work out. The moratorium is still in effect. Also, there was discussion regarding amending Town Code Enforcement policy. Executive Session: Facteau/Baker motion for Executive Session at 5:16 PM to discuss any proposed, pending, or current litigation, medical, financial, credit, or employment history of a particular person or corporation, or relating to the appointment, promotion, demotion, or removal of a particular person with all in favor. Open Session: The Board returned to Open Session at 6:13 PM. Resolution 100 - 2024 Approving an Escrow Agreement with Air Products, said agreement subject to Legal Counsel approval.
