BUSINESS DEVELOPMENT CORPORATION FOR A GREATER MASSENA BOARD OF DIRECTORS MEETING MINUTES June 15, 2016 Board Members: Larry Ralston, President Chris Herrick Ron Bacon Dave LaClair Jeff Dobbins Paul Rufa Excused: Dan Pease Staff: Tom Sullivan, Executive Director Public: Sam Carbone, Town of Massena Call to Order BDC President, Larry Ralston, called the meeting to order at 4:30 pm. Minutes of the May Regular Meeting A motion was made by Jeff Dobbins to approve the minutes of the May 2016 Regular Meeting; that motion was seconded by Paul Rufa and passed with all members present voting ‘Aye’. Financial Report for May 2016 Reports were unavailable Comparative Budget for April 2016 Report was unavailable Infrastructure Committee Tom: There was no meeting this month. Marketing Committee Tom: The meeting was cancelled Operations Committee Tom: The committee met on the 13th, discussed the Rail Spur, had an update on Alcoa, discussed the RACER Site and St. Lawrence Soyway. Mayor’s Leadership Council Tom: Nothing to report Moving Massena Forward Community Coalition Tom: The initial presentation was May 24, and the initial stakeholder meeting was held on June 8. The discussion at the meeting involved natural resources, outdoor recreation, sports, healthy living, sustainable community and clean energy. The second meeting will be held on June 15 at the JW Leary Junior High School, the third on June 22. North Country Alliance Tom: I was unable to attend this month’s meeting; they are still making some loans. North Country Regional Economic Development Council Tom: Nothing new to report this month North Country Re-Development Task Force Tom: No meeting this month RACER/General Motors Site Tom: Discussed under Operations River Valley Re-Development Agency Tom: There was no meeting this month Start-Up New York Tom: Nothing to report Staff Report Tom: Discussion continues with Venue Strategies. We discussed finalizing the paperwork for the Empire State Development grant on the Rail Spur; it was reported that the Downtown Application was submitted to the North Country Re-Development Council. We were notified that we did not receive a DOT Grant for the Matson Project. Paul Rufa, Pat Curran and myself met with Alcoa representatives at the East Plant on May 25 to look at some equipment there. I attended the first Grasse River Blueway Meeting on June 6.
