BUSINESS DEVELOPMENT CORPORATION FOR A GREATER MASSENA BOARD OF DIRECTORS MEETING MINUTES May 17, 2017 Board Members: Paul Rufa, President Dan Pease Jeff Dobbins Anthony Viskovich Dave LaClair Excused: Ron Bacon Chris Herrick Staff: Tom Sullivan, Executive Director Linda Williams, Secretary Call to Order BDC President, Paul Rufa, called the meeting to order at 4:30 pm. Minutes of the December Regular Meetings A motion was made by Jeff Dobbins to accept amendments of date errors on the March 2017 minutes, that motion was seconded by Dan Pease and passed with all members present voting ‘Aye’. A motion was made by Dan Pease to approve the February 2017 Minutes, that motion was seconded by Dave LaClair and passed with all members present voting ‘Aye’. Financial Reports for February, March and April 2017 A motion was made by Dan Pease to approve the February 2017 Finance Reports, that motion was seconded by Dave LaClair and passed with all members present voting ‘Aye’. A motion was made by Dan Pease to approve the March 2017 Finance Reports, that motion was seconded by Dave LaClair and passed with all members present voting ‘Aye’. A motion was made by Dan Pease to approve the April 2017 Finance Reports, that motion was seconded by Dave LaClair and passed with all members present voting ‘Aye’. Comparative Budget for February, March and April 2017 The reports were discussed and it was decided to move funds from Travel to Legal to cover the overage in Legal for the Industrial Park. Operations Committee The committee met on Monday and discussed budget sessions with the Village. Infrastructure Committee No meeting was held this past month. Marketing Committee Tom: The Committee did not meet this month, but does plan to meet with the County soon. Alcoa Update Tom: The local plant is in the process of demolishing buildings that are not in use. Arconics has met regarding the Grass River project. Dave: At the present time the Alcoa sector is doing well. Community Revitalization Committee Tom: The group has a meeting scheduled for May 18. Grasse River Blueway Corridor Tom: There was no meeting this month, one is planned for June. Industrial Park/Rail Spur Tom: The easements for the road are still not complete and we have not received CSX’s insurance information yet. Massena Core of the Community Tom: We received several applications; the awards have been determined and we have heard from all but one of the applicants regarding their plan to go ahead with their project. There was very little interest in another Main Street program. Mayor’s Leadership Council No meeting this month Moving Massena Forward Community Coalition Tom: There was a meeting on April 24, with fifty or so people attending. This is basically a revitalization of the committees that had been formed with the NYS Main Street Program a few years ago. New York Power Proceeds Tom: These are funds from the sale of unused Power Authority megawatts, and is earmarked for the local communities. NYPA is the administrator of the fund, and is encouraging the eligible municipalities to apply. North Country Alliance Tom: I was unable to participate in the conference call this month North Country Re-Development Task Force Tom: We have a meeting of this group tomorrow. North Country Regional Economic Development Council Tom: This is scheduled to meet on Friday May 17, 2017 Minutes - BDC Board Meeting Pg 2 of 3 RACER/General Motors Site Tom: RACER has requested a meeting with Tom and Joe Gray; they are still endeavoring to find someone to provide water at the site. They still plan to have the site ready for occupancy by the end of 2018, but don’t seem to be getting much interest in it. Restore New York Grant Tom: This is still in process for the Slavin’s building, but we don’t have any current updates. River Valley Re-Development Agency Nothing new St. Lawrence County Economic Advisory Board Tom: There was a conference call today; they are still working on the comprehensive study. St. Lawrence Soyway Tom: We are now anticipating a June 2017 closing for this. Theatre Tom: The BDC will be the applicant for them with the NYS Main Street program; they have hired an independent grant writer. Staff Report Covered in the above items. New Business/Other Business • None to be discussed this evening. Consultant & Liaison Reports No attendance at this meeting Questions from the Press No attendance at this meeting Adjournment A motion was made by Jeff Dobbins to adjourn at 5:45 pm, that motion was seconded by Dave LaClair and passed with all members present voting ‘Aye’. The next meeting of the Board of Directors of the Massena Business Development Corporation will be held on Thursday, June 15 at 4:30 pm, in Room 30 of the Town Hall.
