Trustee Simpson moved to dispense with the regular agenda. Trustee Winston seconded the motion with unanimous Board approval. PUBLIC COMMENT : Margaret Demo concerned parent & citizen speaking on behalf of all kids who benefited greatly from fluoride in water in the community but also the kids with no access to fluoridation. Dr. Charles Negus (DDS) Fluoride has been added to water for 57 years. It is a recommended treatment by the American Dental & Medical Association, World Health organization, etc. WHO has said it has been the most important health gain in forty years. When first proposed it was 1 ppm and revised recently to 0.7 which is a 30% reduction but still effective at reduced levels. Reputable sources have shown no adverse effects but if fluoride additions are discontinued the poorest socio economic groups are the ones who suffer the most, Mostly due to most dentists do not accept Medicaid therefore not able to prescribe fluoride for kids which is beneficial for their teeth starting at a young age for prevention of cavities. Dr. Johnny Johnson (President of Non-profit American Fluoridation & Dentist) believes it is a fantastic public health benefit. Additions of fluoride in drinking water had an impact over decades. Numerous studies have shown reduction in cavities, which has been backed by leading health and scientific organizations. Resident Richard Marshall researched that the leading cause of hospitalizations in Britain (Europe) is cavities. Europe is starting to incorporate Fluoride additions to H2O. Robert LeBouef believes fluoride is a medication, not a nutrient according to Dr. Paul Connat. He asked the board if any of them were in favor of medicating residents without their permission. He urged them to research and to act without forming opinions with emotions but stated this is not a personal issue for him because he has a reverse osmosis system currently in his residence. Susan Warren shared her thirty years of practice as a dental hygentist referring to kids who benefited from Village water as opposed to others in outlying areas relying on well water. Francis Marcil a retired St. Lawrence County Public Health Employee who was part of the Dental Sealant program examined thousands of kids over the year’s citing the difference between kids with access to fluoride in water and those without was incredibly favorable for those with. DISCUSSION : FLUORIDATION Trustee Ken McGowan compared the cost of the annual fluoride additions being $22,000 roughly asking if could utilize those funds somewhere else. He believes the Village is mandating fluoride additions to the water supply against the users will, partly because if you live within the Village limits you must be hooked into the water supply with no options such as drilling your own well, etc. Trustee Winston questioned the adverse effects and how can control the dosage per each person to know how much fluoride is ingested on a daily basis between water, food, etc? Mayor Paquin stated he has learned more about Fluoride than he has ever cared too. He questioned several local senior practicing dentist and most stated in the past twenty years plus they 2118  BOARD OF TRUSTEES MEETING June 6, 2023 ---------------------------------------------------------------------------------------------------------------------------------------------------- have never seen any cases of fluorosis except in the cases where well water was main source. He also pointed out that 90% of fluoride leaves the body within 90 minutes through saliva, sweat, etc. He concluded by reading off a portion of the agency’s that support the addition of fluoride into the water supply. RESOLUTION#31-20 23: AUTHORIZATION TO PURCHASE HYDROFLUOSILICIC ACID (FLUORIDE) FY2023/2024 A motion was offered by Trustee Simpson, seconded by Trustee Peets, and carried, to adopt the following resolution to wit: RESOLUTION#31-2023 AUTHORIZ ATION TO PURCHASE HYDROFL UOSILICIC ACID (FLOURIDE) FOR FY2023/2024 BE IT RESOLVED that the Village of Massena Board of Trustees hereby authorizes between the Village of Massena and Slack Chemical the purchase of Hydrofluosilicic Acid (Fluoride) for the Water Treatment Plant, dated June 6, 2023; and NOW, THEREFORE, BE IT FURTHER RESOLVED that Greg Paquin, as Mayor of the Village of Massena, is hereby authorized and directed to execute Purchase Agreement. Question of the adoption of the foregoing resolution resulted as follows: AYE: Mayor Paquin, Trustee Winston, Trustee Peets, Trustee Simpson NAY: Trustee McGowan Mayor Paquin declared Resolution #31-2023 duly adopted (4:1). DISCUSSION/ESTABLISH PUBLIC HEARING DATE: CDBG GRANT APPLICATION PRELIMINA RY ENIGNEERING REPORT A motion was offered by Trustee Peets, seconded by Trustee Simpson to schedule a Public Hearing for a CDBG Grant Application (Preliminary Engineering Report) on June 20, 2023 @5:30 p.m. Motion Carried 5:0 (AYE=(Paquin/Winston/Peets/Simpson/McGowan). APPOINTMENT : WATER/WWTP OPERATOR TR AINEE- CARLOS HOLCOMB JR. A motion was offered by Trustee Winston, seconded by Trustee Peets to appoint Carlos Holcomb to the position of Water/Wastewater Plant Operator/Trainee (eff. 06/14/2023) Motion Carried 5:0 (AYE= Paquin/Winston/Peets/Simpson/McGowan). AUTHORIZA TION TO CANVASS : A motion was offered by Trustee Simpson, seconded by Trustee McGowan to authorize DPW Supt. Marty Miller to begin canvassing for Motor Equipment Operator (Street Department) position as a result of the appointment of Carlos Holcomb to Water/WWTP Operator Trainee. RESOLUTIO N#32-2023: EXECUTE EPG AWARD FOR W WTP FACILIT Y EVALUATION At a special meeting of the Village of Massena Board of Trustees held on June 6, 2023, at 5:30 p.m., a motion to adopt the following resolution was made by Trustee Simpson and seconded by Trustee McGowan, to wit: RESOLUTION # 32-2023 AUTHORIZATIO N FOR ENGIN EERING PLANNING GRANT P ROGRAM Wastewater Treatmen t Plant Facilit y EVALUATI ON EPG NO. 120941 WHEREAS , the Village of Massena proposes to complete engineering planning activities of the Wastewater Treatment Plant Facility to produce an engineering report; and WHEREAS , the Village of Massena was awarded $50,000 through the Wastewater Infrastructure Engineering Planning Grant Program administered by New York State Environmental Facilities Corporation; and WHEREAS , NYS Environmental Facilities Corporation requires the applicant to provide a resolution that authorizes a representative to execute the Grant Agreement and document and authorize project costs and local match funding requirements; and WHEREAS , the Wastewater Infrastructure Engineering Planning Grant Program requires the local match to be a minimum of 20% of the EPG grant award.  BOARD OF TRUSTEES MEETING June 6, 2023 ---------------------------------------------------------------------------------------------------------------------------------------------------- NOW THEREFOR E, BE IT RESOLVED, that the Mayor of the Village of Massena, New York, is authorized to execute a Grant Agreement with the NYS Environmental Facilities Corporation and any and all other contracts, documents, and instruments necessary to bring about the project and to fulfill the Village of Massena’s obligations under the Grant Agreement; and be it FURTHER RESOLVED, that the Village of Massena authorizes and appropriates a minimum 20% local match as required by the Engineering Planning Grant Program for the WasteWater Treatment Plant Facility Evaluation. Under the EPG program, this local match must be at least 20% of the EPG grant award of $50,000. The source of the local match, and any amount in excess of the required match, shall be provided through in-kind services of the Technical Force Account and Administrative Force Account. The maximum local match shall not exceed $10,000 based upon a total estimated project cost of $50,000. The Mayor may increase this local match through further use of in-kind services without further approval from the Village of Massena. RESOLUTION#3 2-2023: EXECUTE EPG AWARD FOR GRASSE RIVER SEWER SHED EVALUATION At a special meeting of the Village of Massena Board of Trustees held on June 6, 2023, at 5:30 p.m., a motion to adopt the following resolution was made by Trustee Simpson and seconded by Trustee Winston, to wit: RESOLUTION # 33-2023 AUTHORIZATIO N FOR ENGIN EERING PLANNING GRANT PROGRA M GRASSE RIVER SEWER SHE D EVALUATI ON EPG NO. 12070 5 WHEREAS, the Village of Massena proposes to complete engineering planning activities of the Grasse River Sewer Shed to produce an engineering report; and WHEREAS , the Village of Massena was awarded $50,000 through the Wastewater Infrastructure Engineering Planning Grant Program administered by New York State Environmental Facilities Corporation; and WHEREAS , NYS Environmental Facilities Corporation requires the applicant to provide a resolution that authorizes a representative to execute the Grant Agreement and document and authorize project costs and local match funding requirements; and WHEREAS , the Wastewater Infrastructure Engineering Planning Grant Program requires the local match to be a minimum of 20% of the EPG grant award.
