MAUMELLE CIVIL SERVICE COMMISSION MEETING MINUTES February 13, 2023 COMMISSIONERS PRESENT: Billy Herrington, Chairman Harvey Durham, Secretary Sheila Sharp, Commissioner Sam Williams, Commissioner OTHERS PRESENT: City Attorney Andrew Thornton, Chief Beau Buford, Police Chief Cory Pickard, HR Director Doreen Mattes. Absent: Commissioner John Wells (Absent Commissioners are automatically counted as a “no” vote for all motions). Chairman Herrington opened the meeting at 6:00 PM. Public Comments: NONE Old Business: Chairman Herrington ask for approval of Commission’s meeting minutes for December 12, 2023. Commissioner Sheila Sharp moved to accept the minutes as written, seconded by Commissioner Sam Williams. Motion passed by 4 – 1 vote. The January 9th 2023 meeting was cancelled due to a lack of agenda items. New Business: • Update on the Fire Department’s eligibility test, Chief Buford and HR Director Doreen Mattes. Chief Buford reported that they have hired one Firefighter, have made an offer to another candidate from the eligibility list. They currently have 4 openings and are reviewing the other candidates on the eligibility list. HR Director Mattes reported that for the 2023 budget City Council approved 3 additional positions for the Fire Department and 2 for the Police Department. • Update on the entry police written exam administered on 01/28/2023, HR Director Doreen Mattes. HR Director Mattes stated that 15 candidates took the entry level test, 9 passed. They are currently in the process of taking the physical ability test and background checks. Chief Pickard stated that they currently have 7 openings. Also, they will contact the people who failed to show for the test and see why they never showed. 1 With no further business, Commissioner Herrington ask for a motion to move from Regular Session to Executive Session to formulate Promotional Oral Interview Questions. Commissioner Sam Williams made a motion to move to Executive Session. Motion was Second by Commissioner Sheila Sharp. The motion passed by a 4 – 1 vote at 6 :14 PM. With business completed in Executive Session a motion was made by Commissioner Sam Williams to move back to Regular Session. Seconded by Commissioner Sheila Sharp. The motion passed by a 4 – 1 vote at 6 :56 PM. With no further business Commissioner Sam Williams moved to adjourn the meeting, seconded by Commissioner Sheila Sharp. The motion to adjourn passed by a 4 - 1 vote at 7:03 PM. The next regularly scheduled Commission meeting is scheduled for 6:00 PM, March 13, 2023. 2
