COMMON COUNCIL MEETING MINUTES
May 13, 2025 at 6:30 PM
303 Mansion Street Mauston, WI
1. Call to Order/Roll Call: The Mauston Common Council was called to order on May 13, 2025, at
6:30 p.m. by Mayor Darryl Teske. Attending members were Barb Hoilien, Jim Allaby, Rick Noe,
Courtney Ray, Kayla Thomas, Mary Bender, and Leanna Hagen. Mayor Darryl Teske,
Administrator Daron Haugh, Rob Nelson Director of Public Works, and Accounting Assistant Sadie
Ravenscroft were also present.
2. Pledge of Allegiance: Mayor Teske led the pledge.
3. Minutes: Motion made by Noe, seconded by Ray, to approve the amended minutes of April 15,
2025 and the minutes of April 22, 2025. Motion carried.
4. ATC Transmission Line regarding Guying Easement: Greg Belanger with ATC reviewed that
letters were sent out in 2024 introducing project. Belanger provided overview of fixing the
transmission lines, the easement requirements and noting that dead or decaying trees will be
removed.
5. Citizens Address to the Council: No one appeared
6. Reports from Committees, Boards, and Commissions: Nothing to report
7. Public Works Committee Report:
a. ATC Transmission Guying easement: Motion made by Noe, seconded by Bender, approval of
ATC information. Motion carried.
b. Director of Public Works: No Report.
8. Finance and Purchasing Committee Report:
a. Motion made by Ray, seconded by Noe, to approve the vouchers of $1,681,279.37. Motion
carried.
b. Motion made by Ray, seconded by Hoilien, to approve the purchase of two Thermal Imagers
from Dinges Fire for $8,181.00 each, totaling $16,342, plus shipping. Motion carried.
9. Ordinance, Licenses and Permits Committee Report
a. Heinie’s Tavern Request: Motion made by Allaby, seconded by Ray, to approve Heinie’s
Tavern request for a Temporary Amendment to Premises to include a fenced in 10x20 tent in
the back parking lot for the May 17, 2025 event. Motion carried.

10. Judge Mike Taake Municipal court Report: At the March 12, 2025 Indigency Hearing, 13
defendants appeared to address and resolve their past due fines. Youth Justice Services has
provided great juvenile support regarding truancy and identifying school attendance barriers.
11. Fire Chief’s Report: 13 structure fires. Received $1,000 donation from Midwest Fire for the new
tanker to attend the Fire Chief Conference in Wisconsin Dells. Open house was well attended
welcoming approximately 150 people from the community, reflecting strong community interest and
support. The city honors the life and service of Elwood Syverson, a 50 year dedicated firefighter. A
memorial service will be held on Saturday, May 17, 2025 from 10:00 a.m. to 12:00 p.m. at the
Mauston Fire Station.
12. City Council Report: The city opted not to participate in No Mow May this year, July 5th parade
registration is open on the City of Mauston website. Suicide Prevention walk scheduled for
Saturday May 17, 2025 and is open for everyone to participate.
3. Mayor’s Report: Motion made by Noe, seconded by Hagen, to:
a. Reappoint Brian McGjuire to the Juneau County Agricultural Industrial Recreation Society
b. Reappoint Josh Walkington to the Mauston Ambulance Association
c. Appoint Phil Harrison and Brandy Ellsworth to the Plan Commission
d. Reappoint Vern Lang to the Joint Extra-Territorial Zoning Committee
e. Appoint Meredith Sornsin to the Greater Mauston tourism Committee
Motion carried by unanimous roll call vote.
f. Mayor Teske read the Police Week, May 11-17, Proclamation
g. Mayor Teske read the Public Works Week, May 18-24, Proclamation
h. Mayor Teske read the Emergency Medical Service Week, May 18-24, Proclamation
14. City Administrator’s Report:
a. Vibrant Spaces Grant Award – notified in March 2025 that grant was awarded for $28,250. Work
has begun to create an outdoor gathering space.
b. Police and Fire Commission will proudly recognize Detective Rick Lueneburg for 20 years of
outstanding service in law enforcement and his commitment to the City of Mauston on May 21, 2025 at
5:30 pm at City Hall.
c. Motion made by Noe, seconded by Thomas to authorize the City Administrator to proceed with
the Developer’s Agreement with Pelton Builders. Motion carried.
d. The City and the Mauston Area Girl Scout Troop discussed a partnership to support our scouts
in earning their next badge. As part of this effort, the scouts will create and display messages around
town encouraging residents to keep the city clean. Additional garbage cans will be added to parks and
other key locations throughout the city for the troop to beautify.
15. Adjourn: Motion made by, seconded by Hoilien to adjourn. Motion carried at 7:30 pm.
