COMMON COUNCIL MEETING MINUTES
June 10, 2025 at 6:30 PM
303 Mansion Street Mauston, WI
1. Call to Order/Roll Call: The Mauston Common Council was called to order on June 10, 2025, at
6:30 p.m. by Mayor Darryl Teske. Members present were Barb Hoilien, Jim Allaby, Rick Noe,
Courtney Ray, Kayla Thomas, Mary Bender, and Leanna Hagen. Also present: Mayor Darryl
Teske, City Administrator Daron Haugh, Director of Public Works Rob Nelson, Zoning
Administrator Val Nelson, and Municipal Court Clerk Carole Wolff.
2. Pledge of Allegiance: Mayor Teske led the Pledge of Allegiance.
3. Public Hearing: The Mayor opened the public hearing regarding the following items:
AAB Properties LLC - Request to construct a 4-unit apartment building located at 915 Division
Street. No members of the public were in attendance.
Slama Equipment - Request to construct a cold storage building located at 959 Kennedy Street. No
members of the public were in attendance.
Kriete Volvo - Request to install an interstate pylon sign located at 411 Commercial Street. Two
representatives from Kriete Volvo were present to answer questions from the committee.
4. Close Public Hearing: Motion made by Noe, seconded by Ray, to close the public hearing. Motion
carried.
5. Discussion and Action:
AAB Properties LLC: Motion made by Ray, seconded by Bender, to approve the request to
construct a 4-unit apartment building at 915 Division Street. Motion carried.
Slama Equipment: Motion made by Noe, seconded by Hagen, to approve the request to construct
a cold storage building at 959 Kennedy Street. Motion carried.
Kriete Volvo: Motion made by Thomas, seconded by Ray, to approve the request to install an
interstate pylon sign at 411 Commercial Street. Motion carried.
6. Minutes: Motion made by Noe, seconded by Ray, to approve the minutes of May 27, 2025. Motion
carried.
7. Citizens Address to the Council: None
8. Reports from Committees, Boards, and Commissions: None
9. Ordinance, Licenses, and Permits Committee Report: Motion made by Allaby, seconded by
Ray, to approve the 2025 annual alcohol license renewals. Motion carried.
10. Personnel and Negotiation Committee Report: Motion made by Hagen, seconded by Noe, to
approve the hiring of a Contract Service Member on a limited-term employment (LTE) basis at
$25.00 per hour. Motion carried.
11. Public Works Committee Report:
a. Motion made by Noe, seconded by Bender, to approve Resolution 2025-10 for the DNR
Compliance Maintenance Annual Report (CMAR). Motion carried.
b. Director of Public Works reported that the storm water permit has been issued for the Jones
Park project to proceed.
12. Finance and Purchasing Committee Report:
a. Motion made by Ray, seconded by Hoilien, to approve vouchers in the amount of
$1,370,985.43. Motion carried.
b. North Side Construction Project Loan: Motion made by Ray, seconded by Noe, to
approve converting the loan to a 15-year fixed loan through the Bank of Mauston at a rate
of 5.4%. Motion carried.
c. Tennis Court Fence Repairs: Motion made by Ray, seconded by Noe, to approve $10,800
for fence repairs and improvements to the east side of the tennis court. Motion carried.
13. Second Reading of Ordinance 2025-2077: The Council conducted the second reading of
Ordinance 2025-2077. Motion made by Allaby, seconded by Ray, to approve Ordinance No. 2025-
2077 amending Mauston-Lemonweir Extraterritorial Zoning Map (Owen Property). Motion carried.
14. City Council Report: The Fire Department will host a pancake breakfast at the Fire House on
Saturday, June 14, from 7:00 a.m. to 11:00 p.m.. The Fourth of July events (celebrated on
Saturday, July 5) are gaining traction. The parade continues to receive registrations and forms are
available on the City’s Facebook page and at City Hall. The celebration continues at Veterans
Memorial Park with food, bounce houses, carnival rides, music, fireworks at dusk, and more.
15. Mayor’s Report: Motion made by Noe, seconded by Hagen, to approve the mayoral appointment
of Daron Haugh to the Ambulance Committee. Motion carried. Motion made by Noe, seconded by
Hagen, to approve the mayoral appointment of Maryann Allaby to the Board of Parks Commission.
Motion carried.
16. City Administrator’s Report: Motion made by Ray, seconded by Thomas, to approve Resolution
No. 2025-9, authorizing the sale of vacant land adjacent to Herriot Drive and Treml Drive to
Sawyer Ridge, LLC. Motion carried.
17. Adjourn: Motion made by Hagen, seconded by Thomas, to adjourn. Motion carried. Meeting
adjourned at 7:01 pm.
