COMMON COUNCIL MEETING MINUTES
August 12, 2025 at 6:30 PM
303 Mansion Street Mauston, WI
1. Call to Order/Roll Call: The Common Council Meeting was called to order on August 12,
2025, by Mayor Teske at 6:35 p.m. Members present were Jim Allaby, Leanna Hagen, Rick Noe,
Kayla Thomas, Barb Hoilien, and Mary Bender. Also present were Mayor Darryl Teske, City
Administrator Daron Haugh, Public Works Director Rob Nelson, and Deputy Clerk Carole Wolff.
2. Pledge of Allegiance: Mayor Teske led the Pledge of Allegiance.
3. Oath of Office: Haugh administered the Oath of Office to incoming Alderperson Vivian Gabower,
representing Aldermanic District #1.
4. Minutes: Motion by Noe, seconded by Hoilien, to approve July 22, 2025 minutes. Motion carried
by voice vote.
5. Citizens Address to the Council: None
6. Reports from Committees, Boards, and Commissions: Nothing to report.
7. Personnel and Negotiating Committee Report: Motion by Allaby, seconded by Bender, to
approve the hourly crossing guard rate from $12.00 to $15.00. Motion carried by voice vote.
8. Ordinance, Licenses, and Permits Committee Report: The first reading of Ordinance 2025-
2076, amending Chapter 36 - Traffic and Vehicles, Article IV, Sec. 36-122(a)(4): No Parking Areas
was completed.
9. Public Works Committee Report
a. Olympic Builders Pay App #14: Motion by Noe, seconded by Bender, to approve Pay App
#14 in the amount of $442,757.00. Motion carried by unanimous roll call vote.
b. Olympic Builders Pay App #15: Motion by Noe, seconded by Thomas, to approve Pay App
#15 in the amount of $926,131.25. Motion carried by unanimous roll call vote.
c. Olympic Builders Pay App #16: Motion by Noe, seconded by Bender, to approve Pay App
#16 in the amount of $475,874.00. Motion carried by unanimous roll call vote.
d. BKC Construction LLC: Motion by Noe, seconded by Thomas, to approve the South Side
Utility Extension Project bid to BKC Construction LLC in the amount of $697,168.66. Motion
carried by unanimous roll call vote.
e. Director of Public Works: Nelson reported that the State Street Plaza and the Jones Park
projects are complete and operational. He also noted that Verizon is working on the water
tower.
10. Finance and Purchasing Committee Report
a. Vouchers: Motion by Hoilien, seconded by Noe, to approve the vouchers in the amount of
$1,163,937.97. Motion carried by unanimous roll call vote.
b. MSA Pro Fees: Motion by Hoilien, seconded by Noe, to approve the fees of $9,500.00 for the
Stewardship Grant Application. Motion carried by unanimous roll call vote.
11. Fire Chief's Report - July 2025: Assistant Fire Chief Rob Nelson reviewed the July 2025 report,
noting that they are still seeking additional firefighters. Interested individuals can apply at Mauston
City Hall. Discussion followed regarding raising the current hourly pay rate of $14.00 per hour.
12. City Council Report: Councilmember Thomas thanked the office team and Chill’n Sweets for
providing the recent meal during the planning session, noting the effort is appreciated when an
extra evening away from home is required.
13. Mayor's Report: Mayor Teske discussed the recent National Night Out event held at Veterans
Memorial Park on August 5. He highlighted fire and police demonstrations, the opportunity for
children to explore equipment, and interactions with multiple law enforcement agencies. Portions of
the event were streamed live on Facebook for those unable to attend.
a. Fair Housing Proclamation: Read by Mayor Teske
b. Ordinance, Licenses, and Permits Committee Appointment: Motion by Noe, seconded by
Hagen, to appoint Vivian Gabower to the committee. Motion carried by voice vote.
14. City Administrator's Report: Haugh noted work has begun on the equipment replacement
forecast for 2026 budget year, with more details forthcoming.
a. Employee Picnic to be held on August 21, 2025, at Veterans Memorial Park.
b. Purchase of Vacant Land on Water Street from Alliant Energy for $5,500.00 – tabled pending
soil test inquiry.

16. Reconvene in Open Session: Motion by Allaby, seconded by Hagen, to reconvene. Motion
carried by voice vote.
17. Discussion and Action as a Result of Closed Session Matters: Nothing to Report
18. Adjourn: Motion by Hoilien, seconded by Bender, to adjourn. Motion carried by voice vote.
