COMMON COUNCIL MEETING MINUTES October 28, 2025 at 6:30 PM 303 Mansion Street Mauston, WI 1. Call to Order/Roll Call: The Common Council meeting was called to order on October 28, 2025, by Mayor Teske at 6:33 p.m. Members present were Jim Allaby, Leanna Hagen, Kayla Thomas, Barb Hoilien, Mary Bender, Vivian Gabower, and Casey Radcliff. Also present were Mayor Darryl Teske, Deputy Clerk Carole Wolff and Matt Miller from Vierbicher. Absent were City Administrator Daron Haugh and Police Chief Mike Zilisch. 2. Pledge of Allegiance: Mayor Teske led the Pledge of Allegiance. 3. Minutes: Motion by Hagen, seconded by Thomas, to approve the minutes of October 14, 2025, and October 21, 2025. Motion carried by voice vote. 4. Citizens Address to the Council: None 5. Reports from Committees, Boards, and Commissions: Alderperson Hagen updated on The Spruce up Mauston event, highlighting that all 58 trees were sold. She thanked everyone who purchased and decorated a tree. Trees will be set up at Riverside Park this weekend between 10:00 a.m. and noon. Organizers are hoping to add festive lighting and have a community lighting ceremony to kick off the holiday season. Hagen also mentioned the Holiday Light Parade will take place on Saturday, December 13, the weekend after the Holiday Train visit. Parade registration is required and is open until the Friday before the event. 6. Municipal Court Report: Judge Taake reviewed the court’s performance noting that everything is running smoothly and that their focus is on working with the school districts to improve habitual truancy. 7. Plan Commission Report a. Economic Development Plan: Matt Miller from Vierbicher reviewed the plan with the Council, summarizing the same plan recommended by the Plan Commission. This plan is primarily intended for properties within TID #4 and the downtown area, offering grants ranging from $500 to $5,000 for up to 50% of eligible project costs, with applicants required to match funds. Eligible projects include exterior renovations, while activities such as new building construction or property purchases are not eligible. Motion by Thomas, seconded by Bender, to approve the plan. Motion carried by voice vote. b. Public Participation Plan - Resolution 2025-14: This program provides assistance for single- family and duplex homes where housing costs exceed 30% of household income as outlined  on page 11 of the plan. Income eligibility will be based on HUD limits for Juneau County, managed annually. Eligible uses include material home updates, while new construction, appliance purchases, and projects started prior to plan implementation are ineligible. Projects must be completed within six months of approval. Renters may participate with landlord or property owner authorization. Motion by Hoilien, seconded by Gabower, to approve Resolution 2025-14. Motion carried by voice vote. 8. Ordinance, Licenses and Permits Committee Report a. Exemption of Key Lock Box System for Richards-Bria Law Office – Tabled for further discussion. b. Exemption of Key Lock Box System for J & S Liquor – Tabled for further discussion. 9. Finance and Purchasing Committee Report a. Vouchers: Motion by Hoilien, seconded by Gabower, to approve the vouchers in the amount of $827,267.13. Motion carried by unanimous roll call vote. 10. Police Chief Report a. September Report – No discussion. 11. City Council Report: Alderperson Hagen encouraged participation in the upcoming Holiday Light Parade, noting that the Council will have a float in this year’s event. The parade theme is “Home for the Holidays.” She emphasized the importance of showing community involvement and helping residents get to know their Council members. She invited members and their families to join in the festivities. 12. Mayor's Report a. Mayoral Appointment of Leanna Hagen as Council President: Motion by Thomas, seconded by Gabower, to appoint Leanna Hagen as Council President. Motion carried by voice vote. 13.
