COMMON COUNCIL MEETING MINUTES December 09, 2025 at 6:30 PM 303 Mansion Street Mauston, WI 1. Call to Order/Roll Call: The Common Council meeting was called to order on December 9, 2025, at 6:35 p.m. by Council President Leanna Hagen. Members present were Jim Allaby, Leanna Hagen, Kayla Thomas, Barb Hoilien, Mary Bender, and Casey Radcliff. Also present were City Administrator Daron Haugh, Director of Public Works Rob Nelson, and Deputy Clerk Carole Wolff. Absent were Vivian Gabower and Mayor Teske. 2. Pledge of Allegiance: Hagen led the Pledge of Allegiance. 3. Minutes: Motion by Allaby, seconded by Bender, to approve the November 25, 2025 minutes. Motion carried by voice vote. 4. Citizens Address to the Council: None 5. Reports from Committees, Boards, and Commissions Alderperson Hagen reported that the Spruce Up Mauston event was well attended (approx. 200). The Holiday Parade is scheduled for this Saturday, and the City float is ready for Council participation. 6. Ordinance, Licenses, and Permits Committee Report a. Ordinance 2025-2081: Motion by Thomas, seconded by Bender, to approve Ordinance 2025-2081, amending Chapter 26, Offenses Involving Public Safety, Article II, Sec 26-28: Camping on Public Property. Motion carried by voice vote. 7. Public Works Committee Report a. Pay App #18: Motion by Thomas, seconded by Allaby, to approve Pay App #18 to Olympic Builders in the amount of $229,588.40. Motion carried by voice vote. Hagen abstained b. Pay App #19: Motion by Allaby, seconded by Hoilien, to approve Pay App #19 to Olympic Builders in the amount of $98,056.49. Motion carried by voice vote. Hagen abstained. c. Pay App #20: Motion by Allaby, seconded by Radcliff, to approve Pay App #20 to Olympic Builders in the amount of $261,321.47. Motion carried by voice vote. Hagen abstained. d. Change Order: Motion by Allaby, seconded by Bender, to approve the change order to BKC Construction in the amount of ($4,577.34) for the South Side Utility Extension Project. Motion carried by voice vote. Hagen abstained. e. Final Pay App: Motion by Allaby, seconded by Bender, to approve the final Pay App for the South Side Utilities in the amount of $215,383.04. Motion carried by voice vote. Hagen abstained. f. Director of Public Works: Nelson reported that snow removal is progressing smoothly and the new snow blower is working well. 8. Finance and Purchasing Committee Report a. Vouchers: Motion by Radcliff, seconded by Thomas, to approve vouchers in the amount of $982,288.94. Motion carried by voice vote. Hagen abstained. b. Transfer of Funds: Motion by Radcliff, seconded by Hoilien, to approve the transfer of funds in the amount of $77,250.00 from Sewer ERF to Streets ERF to Purchase a Bobcat UW53. Motion carried by voice vote. c. Bobcat Purchase: Motion by Thomas, seconded by Radcliff to approve the Bobcat UW53 purchase in the amount of $77,250.00 from K&L Bobcat, Inc. Motion carried by voice vote. Hagen abstained. 9. Fire Chief's Report: Assistant Fire Chief Rob Nelson reviewed November activity. a. November Reports: Reviewed with no questions. b. Fire Call - November 28, 2025: An individual started an illegal burn, without a permit and brandished a firearm at firefighters when they arrived. SWAT was called to the scene, resulting in an arrest. New guidelines and a Standard Operating Procedure (SOP) will be developed as a result of this incident. 10. City Council Report: Nothing to report. 11. Mayor's Report a. Chief Election Inspectors, 2026-2027 Term: Motion by Thomas, seconded by Radcliff, to approve the Chief Election Inspectors for the 2026-2027 term. Motion carried by voice vote. b. December 23, 2025 Meeting: Motion by Thomas, seconded by Bender, to cancel the December 23 meeting. Motion carried by voice vote. 12. City Administrator's Report a. City Administrator's Annual Report: Administrator Haugh reviewed his annual report. 13. Adjourn: Motion by Thomas, seconded by Hoilien, to adjourn. Motion carried by voice vote.
