JOINT REVIEW BOARD MINUTES
September 04, 2024 at 3:00 PM

1. Call to Order/Roll Call- The Joint Review Board met on Wednesday, September 4, 2024, in the
Council Chambers of Mauston City Hall. Administrator Daron Haugh called the meeting to order at
3:00 p.m. Present were Western Technical College representative Christina Heit (who appeared by
phone), Mauston School District representative Sue Goyette (who appeared by phone), Juneau
County representative Denise Giebel, Member at Large Leonard Kluge, and City of Mauston
representative Administrator Daron Haugh. Also present was Josh Low from Ehlers and Deputy
Clerk Nicole Lyddy.
2. Appointments- Public Member- The motion was made by Haugh and seconded by Goyette to
reaffirm Kluge as the member at large. Motion carried. Chairperson- The motion was made
by Giebel and seconded by Goyette to appoint Haugh as chairperson. Motion carried.
3. Review Annual PE-300 Reports- Josh Low went through both tax district reports. TID #4 was
created on September 29, 2022, as a blight elimination district, it was amended on September 12,
2023, in order to add territory to the District for a new multi-family apartment building and
development incentives. TID #5 was created on September 29, 2022, as a mixed-use district. He
explained that revenue for the districts will not happen until the third year after any construction
(the second year is a valuation year). Overall he stated that both TIDs are in good shape.
4. The motion was made by Haugh and seconded by Kluge to approve Resolution 2024-11
Acknowledging Filing of Annual Reports and Compliance with Annual Meeting
Requirement. Motion carried.
5. Adjourn- The motion was made by Haugh and seconded by Goyette to adjourn. Motion carried at
3:20 pm.
