ORDINANCE, LICENSING AND PERMITS
COMMITTEE MINUTES
December 10, 2024 at 5:45 PM
303 Mansion Street Mauston, WI
1. Call to Order/Roll Call: The Ordinance, Licensing, and Permits Committee was called to order on
December 10, 2024, by Chairperson Jim Allaby at 5:45 PM. Attending members included Jim Allaby,
Courtney Ray, and Leanna Hagen. Mayor Darryl Teske, Administrator Daron Haugh, Chief Mike
Zilisch, and Deputy Clerk Nicole Lyddy were also present.
2. Approval of Minutes: A motion was made by Hagen and seconded by Ray to approve the minutes
from the November 26, 2024, meeting. Motion carried unanimously.
3. Closed Session: A motion was made by Allaby and seconded by Hagen to enter into closed session
pursuant to Wisconsin State Statute 19.85(1)(b) to discuss the appeal of the denial of Marc Laridaen's
operator's license. Motion carried unanimously.
4. Reconvene in Open Session: A motion was made by Ray and seconded by Hagen to reconvene in
open session. Motion carried unanimously.
5. Result of Closed Session: A motion was made by Hagen and seconded by Ray to deny Marc
Laridaen's appeal based on the City's point matrix system. Motion carried unanimously.
6. Ordinance 2024-2072: A motion was made by Allaby and seconded by Hagen to recommend to the
City Council the approval of Ordinance 2024-2072 regarding offenses involving public peace and order
related to camping. Motion carried unanimously.
7. Adjournment: A motion was made by Hagen and seconded by Ray to adjourn the meeting. Motion
carried unanimously. The meeting adjourned at 6:10 PM.

a. November 26, 2024.
3. Closed Session: Pursuant to Wisconsin State Statute 19.85(1)(b) Considering dismissal,
demotion, licensing, or discipline of any public employee or person licensed by a board or
commission or the investigation of charges against such person, or considering the grant or denial
of tenure for a university faculty member, and the taking of formal action on any such matter;
provided that the faculty member or other public employee or person licensed is given actual notice
of any evidentiary hearing which may be held prior to final action being taken and of any meeting at
which final action may be taken. The notice shall contain a statement that the person has the right
to demand that the evidentiary hearing or meeting be held in open session. This paragraph and
par. (f) do not apply to any such evidentiary hearing or meeting where the employee or person
licensed requests that an open session be held.
