CITY OF MCKEESPORT REGULAR MEETING TUESDAY 7:00 P.M. SEPTEMBER 4, 2019 This Meeting of Council was called to order on the above-stated date at the above-stated time after the Pledge of Allegiance and Moment of Silence by Vice President of Council Jamie Brewster-Filotei. Prayer was led by Reverend Jim Leuenberger from McKeesport Presbyterian Church. MAYOR’S REPORT: President Dellapenna asked for the Mayor’s Report. Mayor Cherepko said thank you Mr. President. I will be somewhat brief. I just want to re-hash some of the things that have taken place over the last couple of months and reiterate some of the things that are going on here in the next couple of months. [1] First off, International Village, to the Committee, Mr. Keith Soles who serves as the Chairman of International Village as well, can’t thank them enough for all of their efforts. It was once again a very successful event. It was nice for the 60th Anniversary as well. I will say you know, unfortunately, Mother Nature always has to rain at least one day and it got us pretty good on the first day. The second day was an excellent day and the third day was pretty good as well, a little rain early on from 3-4 and then it was pretty much cleared up the rest of the day. The same thing to the Rib Fest, to all the organizers and the Lions Club and everything they do for the Rib Fest. Without question, this was our best Rib Fest. I had the opportunity to go down there, everyday I stopped by and spent a couple hours on Friday and Saturday and the crowd was unbelievable. The lines waiting to get ribs, vendors sold out on Friday, Saturday some were sold out early and had to get more. The food was good, good company, great entertainment and once again it is something that we take for granted but it doesn’t just happen. These types of particular events these are individuals that volunteer their time. They just truly want to see, give us a reason, give people a reason to come to McKeesport and I am very appreciative of all of their efforts and I can’t thank them enough for what they’ve done to make the Rib Fest a success as well. We also had the opportunity to rename the upper part of Tulip right next to the bandshell, Jimmy Beaumont Boulevard, and I couldn’t think of anything more fitting. One thing about Jimmy is as famous as he was and many of us may have taken it for granted that we had a star right here in town as we have others as well, but I think it was very fitting to acknowledge him and remember him, and honor him and to rename that Street and Council I know was very supportive of that as well. Some of the demolition projects are still going on. We are still taking houses down. We will probably have a total of 400 homes between last year and into next, pushing that number. The asbestos issue with the County has without question significantly slowed the process down and it also becomes a lot more expensive too which we have talked about in the past. Our contractor, Minniefield Construction, anytime we have any issues we get in touch with Jadell or his brother and they are good, first class, and they are quick to try to remedy any situations that we may have. [2] The paving projects, our guys are still out there paving. We will continue to try to get to what we can. We are behind this year, I will tell you that on our in-house paving. We are trying to get everything that we can get done. We will be putting out a bid soon that we will be bringing in front of Council that will be Union. We did the lower part of Union, this will be the upper part. This will also be Library Street, this will also be Bailey Avenue, and we have a couple streets, Beech Street, parts of Jenny Lind that will be going out and we had to change our plans in a couple because American Water is actually doing line improvements next year and we didn’t want to overlap with them. If they have to dig up a street for a line we will let them dig that street up and then they repave it. So, we are working with them to figure out until we can get our paving fine tuned and definitively as to what we are doing. From the development of things, I started a little bit earlier and I won’t rehash everything but you can see what RIDC is doing. Jon Stark is here with the Peoples Building. The Daily News, you now very quickly have with the Boys & Girls initiative and what they are going to do, New Century Careers. Flash-over, Tube City On-Line, and Mon Valley Independent, the District attorney’s Office, Steve Zappala, who is servicing 30 plus communities right here in his local Warrant Office. So, our tenants are filling up very quickly to the point where for practical purposes we have now kind of directed some potential tenants over to take a look at the Peoples Building and without getting ahead of ourselves we feel pretty confident that we are going to be able to look forward to it rented, hopefully rather quickly, once Mr. Stark and his team gets the building up and running. Let’s not forget downtown also you have the money we are going to be renovating the parking garage on Lysle Boulevard, renovating that, that’s part of the multi-modal funding that we are able to secure. We also had a meeting with the Port Authority the other day, Phase II of the Transportation Center, they are hoping at this time next year it’s done. So, in less than a year you are going to see Phase II of the Transportation Center being completed over there as well, trying to increase their Park-N-Ride and the goal is to have overflow Park-N-Ride and maybe carry into our new parking garage, our renovated parking garage that will be open if all goes well at that point in time. In addition to the downtown area, we were able to apply for the MVP Funding of about $450,000 a year for 6 years and we have funding partners to match us for that amount of money and we are [3] hoping to secure that Grant which would be roughly two and a half to three million dollars over the next 5-6 years and a lot of that focus is going to be down in the downtown area, trying to revitalize, whether it’s to demolish some buildings, revitalize others, but it’s to clean up the business corridor downtown on Fifth Avenue all along Fifth Avenue, all the way up to the hospital for that matter. We are looking to, we are inquiring about the possibility of paving from the hospital up to Coursin as well in next year’s plans. But, there’s a lot of activity downtown. Vegely Welding is officially relocated over here. Tri-Wire, I still don’t think they filled all their jobs, they are looking for 60—70 new jobs, and I still don’t think they filled them so if you know if anyone looking for a job they can go to Tri-Wire which is located on Market Street, pretty much for the most part the vicinity of Isbir Manor, Peebles Road, down there next to Vegely, and that’s pretty much an area of where we are focusing on as well, as our Redevelopment Authority is looking to really acquire property to really develop on that Walnut Street corridor. We do have another party interested now in purchasing the entire block for that matter from 10th to 11th, basically where the old Kiwanis Garden was. We had another individual that was going to do that and it fell through. We have someone right now, they are pretty much working on a Sales Agreement to purchase that and we are looking to really develop all along that Walnut Street corridor. Someday you are going to see that Walnut Street from the Daily New Building all the way up into Christy Park, in my opinion in the long-term vision, because you know how we look at things, some people think we are just looking to survive today and looking for next year but truth be told we have a vision that is not just now, it’s not just next year, it’s not just five years down the road, but what is the City going to look like 20 years down the road, 30 years down the road. I think what you are seeing now is a lot of these businesses coming along that Walnut Street to Christy Park Section and that in the Walnut Street Christy Park Section, with the new light that’s come in, that light is increasing traffic flow through there. It also, once the owner of that development gets all of his things in order, Highway Occupancy Permits, things like that he is required to do for the State because that is a State Road, and that will be a four-way. Someone was asking about that development, but just the increase of traffic of people coming down to Route 48 and coming into that area, rather than cutting up Ripple Road if you are coming from White Oak or coming [4] from Olympia Shopping Center for that matter. So, I think that’s going to really start spurring development not just in the Christy Park area but around the corner and down 48 and we have buildings and people inquiring about businesses all the way down to Riverview Chevy. So, there’s a lot of potential. The unfortunate part is some of it’s privately owned and when it is privately owned then, and that’s what a big issue is in downtown as well, is when things are privately owned then a lot of times you have developers that, some of them seem to be holding out hoping to hit the Lotto and someone big come in and offer them a boatload of money and they hold out and all we can do from our end is continue to enforce our Ordinances and try to let them know that you can’t just let a dilapidated building sit and not be in Code. So, we will continue the Code Enforcement of trying to make sure that these buildings are in Code but it’s a battle. I will tell you, you know sometimes people think that it’s a matter of our end not doing things but it’s just the system and there is a process you have to follow and it’s no different than a grass complaint. There’s a process, by the time you get a letter out, you follow up and you get a Court date and you get in front of a Magistrate and if you get in front of the Magistrate and someone cuts the grass right before that then it’s all dropped and you start the process over and that’s not just for one house but it’s hundreds. So, I mean it’s an ongoing issue but we will continue to push forward. Of court we have the development on East Fifth Avenue that we are really looking forward to and we still can’t get into details of that. Today in your City, I don’t know how many Cities can say this but you literally had the Governor of the State of Pennsylvania and the President of Penn State University in your City for two different events on one day. So, you know, I don’t know how you turn that into a negative. There’s people out there that tend, manage to somehow turn everything into a negative, but you had two events today where Governor Wolf, one came to the School District, Twin Rivers, talked about Charter School Reform and about just making sure everyone is playing on a level playing field is the big thing because right now there are a lot of funds that are out there, taxpayers money and the Charter schools, for the most part, don’t follow the same rules and are not held to the same standards. So, it’s a level of accountability that they are looking to do through the reform. [5] Penn State is something that we are very proud of, you know, Penn State being my former alma mater, being an alum there and even the Penn State McKeesport Campus, Greater Allegheny, always McKeesport to me, I can’t tell you how proud I am of the partnership we are forming with them. When you talk about having, they are kicking off their launch box, and President Baron was in today and he was talking about you know it’s initiative they have through all their Universities, through all their branches, and it’s something that kicked off pretty much in 2015 and he said today, which made me proud, of all the ones that he has been to, this was probably the largest turnout of any of them. We are looking to help entrepreneurs, help individuals that have a dream of opening up a business, trying to guide them, trying to provide them with a foundation to give them the tools and resources necessary to make sure you set them up for success. I think that’s the big thing is sustainability and setting up for success. Dr. Edmundson, I can’t say enough about, from day one, since she has taken over there as Chancellor, she has been nothing but extremely energetic and enthusiastic. She is a person that really means what she says and she follows through. Everything she has ever said she has pushed forward and followed through. The campus is extremely lucky to have her. Cliff Wise, who is on the many hats he has, is on the Greater Allegheny Advisory Board as well, I can tell you she is something special, you have a true gem in Dr. Edmundson and the partnership that we have, when you talk about working together for a better McKeesport, when you look at Penn State and what they are trying to do in our community right now, it truly exemplifies just what that means. So, we are very excited to be working with them. Right now, you have Vicky’s Soul Food who we are trying to get off the ground and she’s had a lot of obstacles ahead of her and challenges and we are trying to get some of those things straightened out. You know, not to get into all the details, we are trying to help her because we don’t want to see her just jump out at it and fail. If she does that then how does that help the program and the Launch Box at Penn State and the City of McKeesport and the collaborative effort of what we are doing. How does that help? Someone failing is not going to help any of us. So, the idea is to make sure that we set her up and set her up for success and I have told her that’s one of the things where many of us when you have these goals, she’s an enthusiastic person, you need to meet Vicky, you just [6] want to come out sprinting but unfortunately, you have to crawl before you walk and walk before you run. I know many of you have heard me say that numerous times and this is another example of a time where you have to do that. So, we have had good conversations with Vicky and we are trying to get up and running. There are others as well taking part in this Launch Box. So, whether it’s helping them up with those types of things, business incubator type, whatever part and impact that Penn State can have, and working with us here in the City, as I said before it’s just a matter of working together for a better McKeesport and it’s not just an invitation. You know, it’s not just a slogan, it’s an invitation and I commend Penn State and Dr. Edmundson for everything they are doing and Erin for doing a tremendous job for really getting things off the ground. So, we look forward to continuing that partnership and what it can bring to us down the road. But, when you really start thinking now, all within the last 12 months, some of the things that have happened, between the Penn State, between the program of the Boys & Girls Club, we are talking about the Daily News and what they are doing for the young men and woman and the impact that they can have of job writing this training, life skills and what else they can do, between them and New Century Careers, and you know some of the other programs. There’s a great need for this and what we need to do as residents, as community leaders, as Council, but even as community leaders and spread the word out and make sure that individuals are taking advantage of these programs because I believe there is a need and I think everyone in this room believes there is a need. We need to make sure we get people registered and make sure we get them out and I think the important thing is, you know, these are programs that I believe for the most part if we can take advantage and utilize them I think the sustainability of these programs going forward are pretty good. I know, the Penn State one, they are committed, they are all in. You know, they are going to be there. The program that Jim Barry was talking about and what they are going to do with the Boys & Girls Club, that’s a few years grant, I mean they are in here for a few years at a minimum. So, the goal is to keep that sustainability to be there for a very long time. So, we are excited about these opportunities as well. But, uh, as we go into Fall here, winding down as far as the City events, once again I just, I know I thanked them a couple of times but to the volunteers and to Council, you know the efforts that you put forth, I can’t thank you enough but [7] there’s a lot of good things happening and we need to keep focused on the positive. We need to move forward because if you are not focused on the positive you are not talking about the positive you are not part of the solution you are part of the problem. Don’t get me wrong, we have our, we have obstacles, each and every day that we are spending time and we are fighting things and we are working for things, but at the end of the day, there’s a lot of good things going on and as I said about Vicky, it’s no different for our City. After a 30 plus year decline, we are rebuilding now and you are not going to do that overnight. You have to crawl before you walk and walk before you run. RC-15 YEAS: NESBIT, BARRY, EVANS, DELLAPENNA, BREWSTER-FILOTEI, SOLES (6) NAYS: NONE (0) Solicitor Elash said before we move on, the City’s Pension Boards, in conjunction with the Administration, conducted an exhaustive search of Pension Managers and Custodians and have concluded that with a selection and we need a couple Motions to get the ball rolling to transfer those duties. So, we are asking for a Motion to Terminate Heffron, Tillitson & Aligned Partners as Managers and Custodians of the City’s Various Pension Funds and Appoint PFM, Inc. and US Bank as Managers and Custodians Going Forward. [13] MOTION: Mr. Evans moved, seconded by Mrs. Brewster-Filotei “to terminate Heffron, Tillitson & Aligned Partners as Managers and Custodians of the City’s Various Pension Funds and Appoint PFM, Inc. and US Bank as Managers and Custodians Going Forward.” President Dellapenna asked for questions or comments and Mayor Cherepko said just so you guys are aware this process was members of the pension boards, interviews, all that, and Randy Rhoades was the firm, he’s the pension firm attorney, he’s the one that pretty much quarterbacked everything and that was the conclusion that the Board came to. Solicitor Elash said that’s the letter that was on everybody’s desk. We got this from the Pension Counsel yesterday and it has everything laid out that was presented to the pension boards, the analysis. The second Motion we are asking for is a Motion Empowering the City Administrator and Pension Counsel to execute all documents and take all actions required to effectuate the transfer of the management and custody of the City’s various pension plans from Heffron Tillitson & Aligned Partners to PFM, Inc. and US Bank.
