CITY OF MCKEESPORT REGULAR MEETING WEDNESDAY 7:00 P.M. MARCH 4, 2020 The regular meeting of Council was called to order on the above- stated date at the above-stated time after the Pledge of Allegiance and Moment of Silence by President of Council Richard Dellapenna. Prayer was led by Ms. Gladys Hunt-Mason. MAYOR’S REPORT: President Dellapenna asked for the Mayor’s Report. Mayor Cherepko said thank you Mr. President. A few things tonight. I am not sure if you have had a chance, if you’ve been down by the Tube City Beer Distributor, caddy corner from there you will see we [1] are welcoming a new business where the building is going up. I believe that’s KSA Construction so we are excited to get them. They’ve kind of been there for roughly a year with just doing some equipment and it’s all working out well for us. We are happy to welcome them into town and I know Mr. Dellapenna assisted with that as well. So, thanks for your help with that as well. We are excited to welcome them. The new building across from Natale’s will be happening this year. We pretty much got about a 95% confirmation that everything is falling into place pretty well. So, we are excited about that and the new development that will be there. The East 5th Avenue project that we’ve been dealing with has been one that’s been a lot of obstacles to make this happen and a large part is because of the significant amount of traffic that goes through that intersection. So, we are really meandering around every obstacle that we could work through to make this happen. I will be honest and tell you that a few months ago I was losing my faith in it happening but I will tell you as we stand here now I feel very optimistic that it is going to happen. It’s falling into place. Things are back on and like I said we had to work through a lot. So, we will get into more details on that when it happens. But, when you deal with an intersection like that I don’t know 25, 30, sometimes upwards of 40,000 vehicles that go through on a 24 hour period you don’t realize the amount of traffic. So, when they come out and they do the traffic studies in the intersections as it sits right now it does not have a very good rating. So, to bring another development in they believe is just going to cause more congestion and issues unless you restructure the way it is set up so that the developer I think we were working with is going to make the financial commitment that they need to make some adjustments for now and in the meantime we are going to be applying for funding through the State to come up with a long-term solution. Because, in my mind, by no means am I going to say anything negative because we are working with everybody on this but you know it’s a little bit puzzling when we put [2] all that money in a few years back and the state came in and we redid all of Lysle Boulevard, all new traffic signals, sidewalks, you know the lights are synchronized for the most part. All those things happened yet you have four lanes for the most part all the way from the bridge down West 5th up Lysle Boulevard and then you come together and bottle-neck for probably 500 yards or whatever it is right there from Pennzoil to Blooms. Then you go right back to four lanes again all the way up to Route 30. So, it never really did make much sense so with that I think I feel pretty positive that we may be able to secure some funding for a long-term solution there but we do believe the developer is going to, we still have to work with some things and there’s a couple more meetings have to take place with PENNDOT but I think the developer is at least willing to commit what they were going to do at the beginning to make the development happen. So, we are excited about that and hopefully. But, when you are dealing with those and highway occupancy permits and things like that, redirection just takes times. But, if all works out well I would say that the new development would be completed probably within the first half of next year so probably a year from now. They will be starting well before that but because of the extra work. We will get into more detail with that down the road. But we are excited with that. And we are excited with the opportunity of a lot of things taking place. I had the opportunity to walk into the Peoples Building this morning and I stopped by there because I was down there doing something else and I just saw the door open and walked in and it’s unbelievable how nice it looks. When you really look at that first floor and the marble and the unique architecture and everything that is in there and you really look and see how a lot of things like restaurants and a lot of the types of buildings that you see some of these places coming into it’s amazing what you can really visualize of what can happen in that building, especially with some of the other things we are lining up, the different services and things coming in. The Daily News, you know, we received another tenant, what is it, [3] Cam’s Closet, Craig’s Closet. That’s through Cam Hayward and his foundation and they are kind of partnering with the LaRosa Boys & Girls Club with what they have going on over there but it’s another tenant. We have some things lined up, a possibility in the new building, some things lined up that most likely take place into the Peoples Building. So, what we are trying to do is really look into this downtown area as being a destination point for many different types of services and needs that we need, not just here in the City but throughout the entire Mon Valley. I don’t want to get into details of what those are right now but there’s, it seems to be taking a snowball effect, it really does. There’s a lot of things out there, some are true, rumors are getting back to me and I can tell you some are true, some are half true, some are just absolutely false. But the good news is there’s a lot of excitement about the downtown area. As I said, as optimistic as I am I am realistic, if you asked me two years ago about what I thought about the downtown I would have never thought we would have been moving so quickly as what we are today. We had a chance, last week I went down to Rivers Materials and looked at what they are doing down there. You can see off the Duquesne Bridge and the paved road they have down there and the scales for their trucks and we are excited about what that is going to bring to us this year as well. Pure Penn is looking to expand their operations. They are looking to almost triple in size. Not almost, basically triple in size as far as square footage goes to their facility and amongst many other things throughout the City as well, I don’t want to go through everything. I know many of our same people are here each and every month and I can’t thank you enough for coming, for being here, so there’s really no need to repeat all the things. Some announcements, we will be going out to bid very shortly to upgrade our walking trail in Renzie. I think RAD is extremely impressed with the efforts we put forth over the last several years. [4] We’ve had a very good working relationship with them and this year’s project was the walking trail and we actually got everything we asked for. So, we are excited to get moving with that. Demos are still moving along. So, you will see houses coming down, some buildings. Our Community Development demo list this year is going to focus on all of the properties where you see things happening, like where Vegely Welding is, the new business by Tube City, we are basically looking to get rid of all of the blight along Market Street there and we are trying to get ownership of all those properties so that when we have someone come knocking on our door because that is happening now, we will continue to market our City but we have people knocking on our door and I can’t tell you how unfortunate it is on many occasions when we have people come and say listen we really want to, we are hearing things about McKeesport, what do you have to say? We go through everything, we talk about everything, we get them excited about it and then we just can’t we don’t have the property they need or we don’t have this or we don’t have that. So, the goal is to pretty much just to try to own all of that property from 13th Street all the way to 9th, all the property that is not being utilized, and we can bring in businesses. So, you will see demolitions coming down on that end of things as well. Rebuilding together, you may have heard rebuilding Pittsburgh, you’ve heard us talk about it, we are excited to partner with them. We are excited, they are going to be on the 3rd floor, they are going to have an office at City Hall and they are going to be not only running with the programs that we have applied for, to help those on fixed incomes, owner-occupied houses, to help them remodel and renovate the houses but to also be looking to do some of the service that McKeesport Housing Corporation was doing a few years ago. I want to thank Luethel for all of her efforts. We’ve been working for a few years now. Not only to get that house that you see built in that area but to literally, there’s going to be a second house built in that area as well. In addition to that we are going to have funding [5] available on fixed incomes. So, we are excited about that development, not just in that area but all over. But you should still continue to see houses, and we are going to continue to do what we can with the resources that we have. Some announcements, the Easter Egg Hunt will be Saturday, April 4th at 10:00 a.m. and that will be at the Jacob Wahl Social Hall, which is the main social hall in Renzie Park and, of course, Mr. Soles who chairs the Rec Board, along with many others that were on it, and today I gave everyone a copy, most of them are reappointments, but these are individuals that have been involved with the Recreation Board, helping out with these individual events and today I am going to ask for an appointment on that. I guess I could do that now, huh Jason? If you want to take a look at that. We are going to spend the next couple of months trying to get all of our boards up to date. Some of them are dealing with expired terms. The way our Boards work is that if someone has an expired term, they continue to serve even with an expired term until they are replaced. Keith Soles who chairs it. Jennifer Vertullo, Cheryl Cotter, Jennifer Shields, Chuck Jarrell, Jeannine Dellapenna, Brenda Sawyer, Ernie Oatneal, Harold Allen, Brian Evans and Lisa Heinz, and we staggered the terms and that would at least update that. Anybody else that wants to help out on our Recreation, and we have many that do, that aren’t on a Board, they say well I don’t want to be committed to a board, but they show up to our events. Once again it’s the part of the job that I get to see that I most certainly don’t take for granted, the amount of volunteers that we have to make all these events take place. But, I guess we can ask for a Motion. Can I have a Motion for Council to reset these terms and reappoint these members. MOTION: Mrs. Nesbit moved, seconded by Mrs. Brewster-Filotei “to reset the terms and reappoint the members nominated by the Mayor to the Recreation Board.” President Dellapenna asked for questions or comments and there were none. [6] RC-3 YEAS: BROWN, NESBIT, BREWSTER-FILOTEI, EVANS, DELLAPENNA, BARRY (6) ABSTAIN: SOLES (1) – Solicitor Elash said he is abstaining because he is on the list to be reappointed and to avoid the appearance of impropriety. Some other things we have MMGSA 2020, Spring sign-ups. If we are able to get that we will probably put it on our Facebook page. It starts Saturday, March 7th, March 8th, the following week the 14th, 15th, noon to 3 p.m., and they will be signing up at the Renzie Park Recreation Office, that’s the little building out there in the Park. That’s also going to be just to say something else, we are also going to utilize that building this year, Chief Alfer approached me with the idea of kind of having a little Police Station, sub-station out there. So, it will be good to have an officer out there. We are really looking at it the way we see it is a chance for talk about community policing to get out at the Park, a lot of kids use the Spray Parks, they use the playgrounds, things like that, so when they are crowded on those days, those hot summer days, we look at it as an opportunity to have a police officer swing by there, go over and see the kids, pass out popsicles, whatever the case may be as we continue to try to do what we can to try to build on those community relations. But, I thank the Chief for doing that as well. Dock hockey, the same thing, we will have things. There are adult leagues, there are free youth clinics. We will have that on our page as well. Last, but finally not least, you’ve heard me talk for months now about efficiency, about accountability, about doing everything we can internally to make sure that we are leaving no stone unturned to generate all of the revenues throughout the City that we possibly can. You know, we’ve come at a time where we continue to do more with less. I am fortunate to have Tommy as the City Administrator and Tasha as our Finance Director and they are doing what they can but I think what people don’t realize is we are in a situation in our [7] Finance Department where we are literally down about a dozen, and I am not talking about a dozen from 30 years ago, we are probably down two dozen from 30 years ago. I am talking about roughly 10-12 employees just from the time I have been Mayor, and we will be down around a dozen by this year because we have three more retiring in 2020. So, with that being said we are trying to really restructure the way we do everything. The women in our Finance Department, I cannot even begin, I speak volumes about what they do. I can’t give them enough praise about taking on more with less. The next consolidation is not going to be any different. As we restructure there are some individuals that are doing things that I feel should be in Administration and we will continue to do what we are doing in-house but we need to take it to another level. We turned to the taxpayers twice now under this Administration. The popular choice is not always, the right choice is not always the popular choice. We, as Council, we made those decisions. We didn’t do it without carefully watching where our money is going; where we are spending, things like that. We did it for many reasons. One because people prior to us, for the most part, were always scared of the political ramifications of these types of things. We went 25 years without a tax increase. I can assure you there’s probably not a municipality in Allegheny County that can say that, up until we did that one three years ago. There’s probably not another County in Allegheny County, let alone a City that is trying to stay out of Act 47. We bought us time with the sale of the Authority; we made some major infrastructure improvements with that sale, I thought it would be financially irresponsible to not invest in our City, but we need to continue. We can’t continue to go at our residents with these significant tax increases. So, with that comes the focus of what we can do internally and keep in mind we are dealing with a lot less bodies. That’s when we sat down, we came up with the idea of ok, we just lost one, we are losing three more, we are down another six over the length of the Administration, what can we do, and it’s to focus on the revenues. So, we had an opportunity to really try to bring someone into the City that sat right here with us, right here [8] with me, and knows the operations of the City. So, when we had that opportunity to talk to Mr. Gergely about coming back as our Chief Revenue Officer it was not done for any other reason except making sure that we are not leaving any stone unturned. Making sure that when people move into our City and don’t do what they are supposed to, such as file for an Occupancy Permit, pay the unpaid taxes and municipal service fees that are on there, that we are more proactive to get out there. It’s not that anyone in this administration wasn’t trying to do these things, I can’t praise Tommy and Tasha enough for what they are trying to do on the finance end of this Administration but these are things you don’t realize. We need someone to be in that newspaper every week making sure that we know who is in there; making sure that we don’t have landlords that are purchasing properties and not filing for Occupancies that have dilapidated houses all through our City. That’s why we passed that Ordinance a few months ago, to make sure that it doesn’t continue. You have people that literally purchase new homes, rent them out, and they have six vacant that they think the taxpayers should be tearing these houses down. These are things we can’t do, to go into many of our taxes, our municipal services fees, internal collections, we need to make sure we are doing everything, every single thing we can to because it is easier to get at someone when they owe a couple hundred dollars, even if you have to put them on a payment plan. It’s much easier to do that than to wait until they get to Keystone and they owe a couple thousand. It’s like the little kid that digs themselves in a hole and thought I don’t care what it is we always say a little kid dig yourself in a hole and you can’t get out. One step forward, two steps back. We have many different types of taxes in this City, fees, parking taxes, electronic devices, business privilege tax, bed tax, there’s a lot of these taxes that for the most part we’ve always run on an honor system. There’s really no auditing. Someone comes in and says these are the amount of parking spots that I have rented out this much, we take it and that’s it. It’s time to start holding people accountable. We are not trying to take, chase anyone out of town, we are just trying to make sure that we get what is [9] rightfully ours through fees, pay your fair share. It’s something that goes on all the time in the City. It’s amazing how people will pay everything, they don’t want to give the City their fair share but the minute something is wrong they turn to well I do this, I do that, but ultimately, this was an opportunity, these are things that we’ve been bothered with for years. Tasha will tell you, Tommy, Matthew before he left, I mean these are things that we’ve needed to work on and you just don’t have enough hours in the day to do it. We did this whole regulated Rental Ordinance thing under wraps, get that all straightened out. We are going to need somebody to go out and hold somebody that is not in compliance with it. Hold them accountable and get them to the magistrate. There are so many things that I could go on and on and on. I think you are getting the gist, Earned Income Tax, we need to make sure that we are holding our Tax Collector accountable that when someone moves in our town I wonder if an employer doesn’t call Keystone who is our whole Southeast Region and tell them so and so now moved to McKeesport, are we actually getting that tax? I would hope we do but at what point? So, these are things we need to do as well. We need to have a good relationship with our delinquent collector as well, to hold them accountable. To make sure that they are doing everything, and we do these things, please understand, that these are things we try to do, but we don’t put enough effort into it, not enough effort, but we don’t have the time to put the necessary time, the required time in to actually get to where we need to be. So, I could go on about this and on, but I could tell you right now, I am excited about this because I look myself in the mirror, sometimes not a pretty thought I understand, a pretty site understand that, but at the end of the day I have to look, it’s all on me, the people believe ultimately in me and I could tell you after eight years we are fixing everything I can come up with. You have to crawl before you walk and walk before you run. We fixed a lot. A lot of strides with the Unions and I give them credit from not paying anything toward healthcare to paying something towards it, to having deductibles, I [10] mean we’ve made giant strides and I thank our employees for understanding the situation so that we can come up with amicable, don’t get me wrong but there’s a lot more to do. There’s things, certain things, but not to get into everything, there’s certain things and it might be in different departments in the City, I am not talking about City hall, but certain things have been done certain ways for 40 years but there’s more efficient ways to do them. I am not talking about the actual work, I am just talking about the way things are done. There’s going to be a lot of people unhappy but we are changing them. This third term, I can tell you right now, the train is pulling out of the station, we are going full speed ahead, and those that can’t keep up are going to be left behind. I am going to ruffle some feathers but that’s ok because I am never scared to make the right choice, never back down from a challenge, that’s why I took this whole endeavor of being up here. It’s not fun being the Mayor, let me tell you, don’t get me wrong I love what I do because I have a passion but anyone that thinks it’s fun sitting here with a bullseye on your back all the time and critical and everything else, I don’t worry about that, I know what we do, it’s not fun but I enjoy what I do, I love what I do. The minute I lose this passion I promise you this much, I will resign, I will not serve this City. If the passion goes away I am done, I will not do it, I signed up for this, I know what I signed up for and I couldn’t be happier to serve our residents but we now have to start protecting them and to use every resource and I think that’s where Matthew is going to really come in, not only when we restructure everything, but you know to be able to work in that position and then make sure we are maximizing these revenues because we can’t continue to turn to our taxpayers. It’s not going to happen either as long as I am here I can tell you that you are not going to ever see any more significant tax increases, I hope none, and that is the truth. But, we are trying to stay out of Act 47, let’s be clear. I have always said that all along, anyone that ever thought the Authority was our solution to forever, I never gave them that impression, never told them, you know, enough to fill voids in the [11] Budget, enough to buy us time to try to fix things and we are making progress. With that I want to formally welcome Matt Gergely, thanks to Council for their approval in Personnel, but I do want to welcome you Matt and I look forward to working with you! Welcome back, welcome home I should say! But, we are excited. Other than that Mr. President, if you don’t have any questions for me, that will be all, that concludes my report.
