CITY OF MCKEESPORT
REGULAR MEETING
WEDNESDAY 7:00 P.M. NOVEMBER 2, 2022
The regular meeting of Council was called to order on the above-
stated date at the above-stated time after the Pledge of Allegiance
by President Dellapenna and a Moment of Silence.
The following Members of Council were present:
RC-1 PRESENT: TIMOTHY BROWN, LUETHEL NESBIT, JILL
LAPE, BRIAN EVANS, KEITH SOLES, RICHARD DELLAPENNA, JIM
BARRY
APPROVAL OF MINUTES:
President Dellapenna asked for a Motion to Approve the Minutes of
the regular meeting of October 5, 2022.
MOTION: Mr. Evans moved, seconded by Mr. Soles, “to approve
the Minutes of the Regular Meeting of October 5, 2022.”
RC-2 YEAS: BROWN, NESBIT, LAPE, EVANS, SOLES,
DELLAPENNA, BARRY (7)
NAYS: NONE (0)
COMMUNICATIONS:
Secretary James reported that we received the reports from
both the Fire and Police Departments for the month of October 2022
and also an invitation to the event for Veterans Day at the High
School.
President Dellapenna said thank you Annette.
MAYOR’S REPORT:
President Dellapenna asked if the Mayor had anything else for the
Mayor’s Report?

Mayor Cherepko said thank you for granting me the time during the
Work Session at which I did offer my Report so with that being said I
have nothing further.
President Dellapenna said thank you.
CITIZENS IN THE AUDIENCE:
President Dellapenna called for Citizens in the Audience, there’s only
one, so Mr. Pintye, you have three minutes sir.
John Pintye, Jr., 522 Spring Street, McKeesport, spoke about a garage
across the street from him in a dilapidated and dangerous condition.
President Dellapenna then asked for New Business from Secretary
James.
NEW BUSINESS:
RESOLUTION NO. 2022-047 – Bill #56 - Introduced by Jill Lape – A
Resolution of the City of McKeesport, Allegheny County,
Pennsylvania, Authorizing the Amendment to Automated Red Light
Enforcement Program Project Funding Agreement – Individual
Projects for Signal Upgrades at Versailles Avenue and Evans Street,
Coursin Street and Lysle Boulevard, and Traffic Signal Safety
Improvement.
MOTION: Mr. Brown moved, seconded by Mrs. Nesbit “to approve
Bill #56.”
President Dellapenna asked for questions or comments and there

RESOLUTION NO. 2022-048 – Bill #57 –Introduced by Brian Evans – A
Resolution of the City of McKeesport, Allegheny County,

Pennsylvania, Awarding the bid for the McKeesport Rising: Cultural &
Educational Sector Enhancement Project (2021-BRP-015) to
Minniefield Demolition Services, LLC, and Authorizing the Proper City
Officials to Execute All Documents Necessary to Enter Into an
Agreement with Minniefield Demolition Services, LLC for an Amount
Not to Exceed $171,370.
MOTION: Mr. Barry moved, seconded by Mrs. Lape “to approve Bill
#57.”
President Dellapenna asked for questions or comments and there

RESOLUTION NO. 2022-049 - Bill #58 –Introduced by LuEthel Nesbit
– A Resolution of the City of McKeesport, Allegheny County,
Pennsylvania, Authorizing the Proper City Officers to Execute All
Documents Necessary to Accept the Proposal of Amasti, Inc. for the
Lease of a Postage Machine and Scale.
MOTION: Mr. Barry moved, seconded by Mr. Soles “to table Bill
#58.”
President Dellapenna asked for questions and there were none.

ORDINANCE NO. 22-010 – Bill #59 –Introduced by Timothy Brown –
An Ordinance of the City of McKeesport, Allegheny County,
Pennsylvania, Declaring the Naming of a Previously Unnamed Street
in Renziehausen Park as Palm Street, Between Eden Park Boulevard
and Tulip Drive.

MOTION: Mr. Evans moved, seconded by Mr. Soles “to approve Bill
#59.”
President Dellapenna asked for questions or comments and there

RESOLUTION NO. 2022-050 – Bill #60 –Introduced by Keith Soles – A
Resolution of the City of McKeesport, Allegheny County,
Pennsylvania, Approving a Reverse Subdivision Request from Mildred
Callahan d/b/a The Lighthouse Personal Care Home to Combine Lot &
Blocks 307-S-327, 307-S-330, 307-S-332, 307-S-333, 307-S-334 and
307-S-335. The Combined Parcel will Become 1005-1007 Park Street.
The Property Exists in an R-4 Zoning District.
MOTION: Mr. Brown moved, seconded by Mrs. Lape “to approve
Bill #60.”

RESOLUTION NO. 2022-051 – Bill #61 –Introduced by Timothy Brown
– A Resolution of the City of McKeesport, Allegheny County,
Pennsylvania, Approving a Subdivision Request from Bonnie and John
Remus Sr. to Subdivide One (1) Parcel into Two (2) Parcels at 2510
Cronemeyer Street (Lot and Block 379-S-216). The Property Exists in
an R-3 Zoning District.

MOTION: Mr. Evans moved, seconded by Mr. Barry “to approve Bill
#61.”
Mayor Cherepko said just as a discussion, as we talked in the Work
Session, being you have a Motion and Second, we are going to vote,
which is fine, the recommendation of the Planning Commission was
to deny it because of what we talked about during the Work Session
so that is also my recommendation to Council.
President Dellapenna said thank you Mayor and asked for roll call.
