CITY OF MCKEESPORT REGULAR MEETING WEDNESDAY 7:00 PM May 3, 2023 The regular meeting of Council was called to order on the above-stated date at the above-stated time after the Pledge of Allegiance by President Richard J. Dellapenna and a Moment of Silence. The community prayer was offered by Council Vice President LuEthel Nesbit on behalf of the McKeesport Area Ministerium. “Eternal God, when nothing existed, you swept across the dark waters and brought forth light. Light is a reminder of your power to create and to be present with us, therefore send your light into this space. Send your light upon those who have been elected to serve over us and amongst us. God, send your light into each member and staff person of this administration, particularly this evening to our members of City Council. God, send your light so that they might be filled with your presence and your wisdom. Help them to carry out their responsibilities with wisdom and care. Send your light down upon and through our City. Help us to grieve and help us to keep the faith ... that we might continue to inspire all of us to do all we can to have a positive impact in our beloved City. For this is our prayer. Amen.” The following members of Council were present: RC-1 Present: Mr. Evans Mr. Soles President Dellapenna Mr. Brown Vice President Nesbit Absent: Mr. Barry Ms. Lape APPROVAL OF MINUTES: President Dellapenna asked for a Motion to Approve the Minutes of the regular meeting of April 5, 2023. MOTION: Mr. Evans moved, seconded by Mr. Brown, “to approve the Minutes of the Regular Meeting of April 1, 2023.” RC-2 YEAS: Five (5) NAYS: NONE (0) COMMUNICATIONS: Annette James reported that we received both the Police and Fire reports for the month of April 2023. Vice President Nesbit said thank you. MAYORS REPORT: Mayor Cherepko reported that he spoke during the Work Session. CITIZENS IN THE AUDIENCE Vice President Nesbit called for Citizens in the Audience and said, “When you hear your name called please come up to the podium, state your name and address, then proceed on with your concerns.” Terry Cooper spoke about Pinoak Drive and requested increased police coverage regarding the stop sign. NEW BUSINESS: BILL #28 – RESOLUTION 2023-021 – Introduced by Mr. Evans – A RESOLUTION of the City of McKeesport, Allegheny County, Pennsylvania, authorizing the proper city officials to extend the agreement with Property Registration Champions, LLC, for an additional term not to exceed three (3) years. MOTION: Mr. Evans moved, seconded by Mr. Barry “to approve Bill #21.” Vice President Nesbit asked for questions or comments and there were none. RC-3 - YEAS: Five (5) NAYS: None (0) BILL #29 – RESOLUTION 2023-022 – Introduced by Vice President Nesbit – A RESOLUTION ordinance of the City of McKeesport, Allegheny County, Pennsylvania, designating James Garvin to provide engineering services for all City of McKeesport projects. MOTION: Mr. Evans moved, seconded by Ms. Lape “to approve Bill #22.” Vice President Nesbit asked for questions or comments. Mr. Barry asked about the exact location, and it was confirmed that it is the old roundhouse on RIDC property. RC-4 - YEAS: Five (5) NAYS: None (0) BILL #30 – RESOLUTION 2023-023 – Introduced by Mr. Soles – RESOLUTION of the City of McKeesport, Allegheny County, Pennsylvania, authorizing the proper city officials to enter into an agreement with ACE Pyro, LLC, for the purpose of providing the fireworks displays at Renziehausen Park for July 4th (Independence Day), august 15th (International Village), and TBD. MOTION: Mr. Soles moved, seconded by Mr. Evans “to approve Bill #23.” Vice President Nesbit asked for questions or comments and there were none. RC-5 - YEAS: Five (5) NAYS: None (0) BILL #31– RESOLUTION 2023-024 – Introduced by Mr. Evans – A RESOLUTION of the City of McKeesport, Allegheny County, Pennsylvania, awarding the bid for the McKeesport CD Street Improvements Project- Phase III (CD-22-05, CD- 21-07) to El Grande Industries, Inc., and authorizing the proper city officials to execute all documents necessary to enter into an agreement with El Grande Industries, Inc. For an amount not to exceed six hundred twenty-nine thousand six hundred forty-seven dollars and twenty-five cents ($629,647.25). MOTION: Ms. Lape moved, seconded by Mr. Barry “to approve Bill #24.” Vice President Nesbit asked for questions or comments and there were none. RC-6 - YEAS: Five (5) NAYS: None (0) BILL #32 – RESOLUTION 2023-025 – Introduced by Vice President Nesbit – A RESOLUTION of the City of McKeesport, Allegheny County, Pennsylvania, approving and authorizing the filing of the Fiscal Year 2023 Annual Action Plan for funding known as B-23-MC-42-0106 under Title I of the Housing and Community Development Act of 1974 (Public Law 93-383) as amended. MOTION: Mr. Evans moved, seconded by Mr. Soles “to approve Bill #24.” Vice President Nesbit asked for questions or comments and there were none. RC-7 - YEAS: Five (5) NAYS: None (0) BILL #33 – RESOLUTION 2023-026 – Introduced by Mr. Soles – A RESOLUTION of the City of McKeesport, Allegheny County, Pennsylvania, providing for the appointment a member to the Crawford Community Renaissance, Inc., Board. MOTION: Ms. Lape moved, seconded by Mr. Evans “to approve Bill #24.” Vice President Nesbit asked for questions or comments. Mayor Cherepko stated that this contract will take the current number of homes to nearly 300, in addition to the 400 that have been taken down in recent years. RC #8 - YEAS: Five (5) NAYS: None (0) ADJOURNMENT: President Dellapenna said that concludes the Council meeting for Wednesday, May 3rd. Thank you all for attending.
