CITY OF McKINNEY, TEXAS Minutes - Final Friday, March 27, 2020 10:00 AM EMERGENCY MEETING Council Chambers 222 N. Tennessee Street McKinney, TX 75069 City Council Special Meeting City Council Special Meeting Minutes - Final March 27, 2020 This emergency meeting is called seeking to slow the spread of the Coronavirus (COVID-19) in accordance with Governor Abbott’s Executive Order No. GA-08 of March 19, 2020. The meeting is being called in accordance with the Texas Open Meetings Act and subject to the suspension of certain requirements of said Act as requested by the Office of the Attorney General and approved by Governor Abbott on or about March 16, 2020. CALL TO ORDER PUBLIC COMMENTS ON AGENDA ITEMS (For Non-Public Hearing Agenda Items) If you wish to address the City Council on a posted item on this agenda, please fill out a "Request to Speak" card and present it to the City Secretary before the meeting. Pursuant to Section 551.007 of the Texas Government Code, any person wishing to address the City Council for items listed as public hearings will be recognized when the public hearing is opened. Speakers wishing to address the City Council regarding any non-public hearing item on this agenda shall have a time limit of three (3) minutes per speaker, per agenda item. The Mayor may reduce the speaker time limit uniformly to accommodate the number of speakers or improve meeting efficiency. EMERGENCY AGENDA ITEM This portion of the agenda consists of items requiring individual consideration by the Council. Consider/Discuss/Act on an Ordinance Ratifying, Continuing and Renewing the Third Revised Mayoral Declaration of a Local State of Disaster Due to a Public Health Emergency in Response to the COVID-19 Virus Outbreak, Pursuant to the Texas Disaster Act of 1975, Chapter 418, Texas Government Code; Providing a Penalty; Providing for the Publication of the Caption of this Ordinance; and Providing for an Effective Date A motion was made by Council member Philips, seconded by Council member Franklin,that this Ordinance be Approved . The motion carried by the following vote. CITIZEN COMMENTS REGARDING MATTERS NOT ON THE AGENDA If you wish to address the City Council on a matter not posted on this agenda, please fill out a "Request to Speak" card and present it to the City Secretary before the meeting. Speakers shall have a time limit of three (3) minutes. This meeting segment is limited to thirty (30) minutes. ADJOURN A motion was made by Council member Elliott, seconded by Council member Rogers,that this be Adjourn . The motion carried by the following vote.
