STUDY SESSION Mayor Rossman called the study session to order in the Council Chambers at 5:06 p.m. PRESENT Mayor Jessica Rossman Deputy Mayor Randy Reeves Councilmember Joseph Brazen (arrived at 5:12PM) Councilmember Michael Luis Councilmember Heija Nunn ABSENT Councilmember Harini Gokul Councilmember Mac Johnston STAFF Swanson, Osada, Wilcox, Wagner, Sass, Nations, Robertson 1.1 Vegetation Management Reimbursement Policy Ryan Osada, Public Works Director presented the draft policy and renderings to council for review. The policy will be discussed at a future meeting. ACTION: Discussion only; no action taken. 1.2 Gas Powered Leaf Blowers Ryan Osada and public works staff gave a demonstration for gas powered vs. electric leaf blowers for council to evaluate. Resolution No. 435 was discussed. Council asked questions and staff responded. ACTION: Discussion only; no action taken. 2. APPROVAL OF MEETING AGENDA By consensus, the meeting agenda was approved as presented. 4. PUBLIC COMMENT PERIOD Mayor Jessica Rossman opened the public comment period. The following individuals addressed the Council: Rebecca Johnston (resident) addressed the council regarding gas powered leaf blowers in the community and the impact of the noise at her residence. She stated statistics regarding noise levels of gas-powered leaf blower’s vs air conditioning units, gave examples of usage of the equipment she has observed and offered suggestions on time limits. She stated she is in favor of the ban of gas-powered leaf blowers in the city. Steven Breyer (resident) addressed the council with his strong support for enacting a phase out of gas-powered leaf blowers in the community and the impact for a better quality of life for the residents. He encouraged council to take action to show other communities what can be done. Steve Burns (resident) addressed the council regarding his concerns against the ban of gas-powered leaf blowers. He uses both electric and gas for different purposes. He proposed that the city works together with residents to come to common place to make it work for everyone. 5. PRESENTATIONS None. 6. CITY BUSINESS 10.1 Small Works Roster Policy Update Recommendation: Adopt Ordinance No. 1038 and Resolution No. 452. Staff Contact: Ryan Osada, Public Works Director Ryan Osada, Public Works Director gave a brief update on the Small Works Roster Policy Ordinance. He presented the proposed Ordinance No. 1038 related to Public Works Contracting, repealing chapter 2.52 of the MMC. Council discussed, asked questions and staff responded. ACTION: Motion made to adopt Ordinance No. 1038 relating to public works contracting, repealing Chapter 2.52 of the Medina Municipal Code; providing for severability and corrections, and establishing an effective date. by Deputy Mayor Reeves, Seconded by Councilmember Luis and carried by a vote of 5-0. Ryan Osada, Public Works Director gave a brief update on the Small Works Roster Policy Resolution. He presented the proposed Resolution No. 452 relating to Public Works Contracting, adopting procedures for a small works roster and authority to use the roster for general consulting and other professional services, and a vendor roster for goods and services consistent with state law. City Attorney Jennifer Robertson gave explanation on the Ordinance to repeal chapter 2.52 and why the city is moving to a resolution to be in line with state law. Council discussed, asked questions and staff responded. ACTION: Motion made to adopt Resolution No. 452 approving the updated Small Works Roster Policy as presented, establishing procedures for contractor selection, rotation, and documentation consistent with state law by Councilmember Nunn, Seconded by Deputy Mayor Reeves and carried by a vote of 5-0. 10.2 Gas Powered Leaf Blowers Draft Ordinance Discussion Recommendation: Discussion and direction. Staff Contacts: Jeff Swanson, City Manager; Ryan Osada, Public Works Director; Jennifer Robertson and Randi Shaffer, City Attorney’s Office Mayor Rossman gave a brief overview from previous meetings and a motion from city councilmembers to have further policy discussion on gas-powered leaf blowers. In the Agenda Bill there is a list of directions requested from the city and councilmember Johnston’s email with questions as well. Staff and council discussed each line item of the outline provided by Mayor Rossman who worked with the city manager to create discussion points to allow for a structured discussion. Resolution No. 435 passed in September 2023 was a starting point and provided direction and a timeframe for ending use of GPLs in Medina by January 2028. Council discussed, asked questions and staff responded.  ACTION: Council directed the city manager to work with the city attorney to create a draft ordinance using the feedback and discussion with council of how they would like to proceed. Council directed staff to develop a community outreach plan to facilitate the changes and get feedback from the residents and business owners. The updated research information, education, agenda bill, draft ordinance will have framework to continue the process. The updated materials will be presented to the council at the November 19th council meeting with further discussion. 11. REQUESTS FOR FUTURE AGENDA ITEMS a) Requests for future agenda items. Councilmember Nunn asked if the city could hold a food drive in November and December in coordination with other points communities to benefit a local organization. This is a way to bring neighbors together. ACTION: Council directed Councilmembers and staff to work together to develop a plan to develop a food drive program. 12. PUBLIC COMMENT Mayor Rossman opened the public commented period. Resident Steve Burns commented that he appreciated council and the city’s actions regarding gas powered leaf blowers and working together with the community to be successful. There were no additional speakers, and the public comments was closed. 13. EXECUTIVE SESSION The Council entered Executive Session at 8:15 pm for an estimated duration of 20minutes pursuant to RCW 42.30.110 (1)(g). No action was taken following the Executive Session, and the council adjourned from the Executive Session. 14. ADJOURNMENT Council adjourned from Executive Session.
