If the Committee concurs, the appropriate motion would be Approve the May 26, 2026 Bicycle & Pedestrian Advisory Committee meeting minutes (simple majority). Agenda Item #4: City Staff received word that the Bicycle Friendly Community Application has been accepted and is under review. The next step is for the City to share the Bicycle Friendly Public Survey Link (https://www.surveymonkey.com/r/BFC_2026) on our social media which will be done during the week of July 27. Committee members should take the survey and spread the word to their friends, neighbors and family. For discussion only, no action necessary. Agenda Item #5: Please find attached a memorandum from David Williams summarizing the discussion regarding electric motorcycles at a recent Bike Federation meeting. City Staff observe that the committee is very heavily tilted toward bicycling and suggest consideration of someone with an interest in pedestrian matters, including accessibility. Agenda Item #12: If the Committee concurs, the appropriate motion would be Adjourn (simple majority). 2  MENOMONIE BICYCLE/PEDESTRIAN ADVISORY COMMITTEE (BPAC) May 26, 2026 Chairperson Williams called the Menomonie Bicycle/Pedestrian Advisory Committee to order on May 26, 2026 at 5:30 PM in the Council Chambers (800 Wilson Ave). Committee members in attendance included: David Williams, Rebecca Thacker, Justin Schenck and Burton Barnard. Randy Eide was absent. Also in attendance: David Schofield and Megen Hines. Barnard moved to approve the April 27, 2026 minutes. Second by Schenck. Motion carried. Williams invited public comments. No comments were received. Thacker and Barnard summarized the Wakanda Elementary Bike Club event. 20-30 children participated. Eide, Barnard and Thacker volunteered. Wakanda Elementary plans to continue the program in the fall, likely on a weekly basis. No action taken. Schofield indicated that the City has received word that it was one of the communities selected for TAP funding, which will be used to improve pedestrian and bicycle safety at Oaklawn Elementary and River Heights Elementary. Formal announcement will occur at a later date. Project will be constructed in 2029 or 2030. No action taken. Committee Menomin Meander Event. No sponsor has been identified at this time. Schofield indicated that an informal ride, without street or park closures, would not require a Special Event Permit from the City. Informal ride will start on August 15 at 9am at the Fanetti Center at the Dunn County Fairgrounds. No action taken. Schofield noted that there is a vacancy on the committee and suggested someone that was passionate about accessibility. Several names were discussed and Committee members indicated they would talk with folks before the next meeting. No action taken. Williams asked for items of concern. Schenck noted a lack of traffic control signage in the Elmwood Addition area. Williams indicated that the Bicycle Federation would be discussing e- bikes at their next meeting. Barnard indicated that he planned to speak with the Dunn County Fair organizers about providing rides on his trishaw. Hines indicated that the Bicycle Friendly Application was submitted and that awards will be made in the Fall. Thacker indicated that the Dunn County Playground will be hosting a bicycling event on August 28. No action taken on any item. Thacker moved to set the meeting for July 27 at 5:30pm. David Schofield  Bicycle Federation of Wisconsin Council of Advocates May 28, 2026 Discussion About E-motos The Bicycle Federation of Wisconsin convened its Council of Advocates to discuss the rapidly growing issue of what to do about e-motos, electrically powered vehicles which are closer to motorcycles than bicycles, according to staff at the Bike Fed. The meeting was to share what the Bike Fed is doing about the proliferation of e-motos and hear the experiences of Council members from around the state. Since the state legislature has adjourned until next January, we should not expect any legislation to come from Madison to regulate these high-powered and often very fast e-motos until at least 2027. Currently the cities of Manitowoc, LaCrosse, Madison, Wausau and Horicon, and some Fox Cities, have in place or will soon have regulations in place regarding e-motos. E-motos are not bicycles. Electric bikes are rated at three levels, but all have pedals and limits on size of motor and speed. Class 3 e-bikes, the fastest electric bikes, require users to be at least 16 years old. E-motos often don’t even have pedals, and are often capable of speeds in the 30-40 mph range. Driving the likelihood of state-wide regulation are two things, Bike Fed staff noted: Safety and the volume of complaints, and Liability concerns. Some discussion focused on whether cities might be liable if they lack regulations of e- motos. The Bike Fed’s position is that e-motos need to be on streets, not on bike trails or sidewalks. As such, they should be regulated by the National Highway Transportation Safety Administration, and users should be licensed much as motorcycle riders are licensed. Ultimately, enforcement becomes a prime issue. One state representative Bike Fed staff talked with, suggests that penalties for misuse of e-motos need to be severe—immediate impoundment of the e-moto, and a $750 fee to get the e- moto out of impoundment. Bike Fed staff will be providing more guidance in the future, but suggested we may wish to contact the cities noted above to ask them to share their ordinances or regulations to help us create our own local regulations until statewide guidance becomes available. In drafting our own local ordinances, it’s important to keep in mind accessibility issues for people needing electric wheelchairs, for example. Submitted by David K.
