OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on May 1st, 2023, and called to order by Council Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Luther, Burstad, Yonko, McCullough, Schwebs, Gentz, Solberg, Schlough, Erdman, and Sommerfeld. Sutherland was absent. MOTION was made by Erdman, seconded by Luther, and carried to approve the minutes of the April 17, 2023 council meeting and the April 18th, 2023 special council meeting. PUBLIC HEARING – No one spoke on the public hearing for agenda item 3 (A), zoning ordinance amendment for Cedarbrook Church. John Dawson, representing Habitat for Humanity, spoke in favor of agenda item 3 (B), the zoning ordinance amendment at Brickyard Road from General Industrial (I-3) and Single Family Residential (R-1) Districts to Limited Multiple Family Twin Home Residential (R-4) District. Peter D’Souza introduced himself to learn more about the proposed rezoning of the property for the Habitat for Humanity project, agenda item 3 (B). Rinda Bahr spoke about concerns regarding agenda item 3 (C), the proposed zoning ordinance amendment at 1416 Brickyard Road; Rinda has concerns regarding the survey of her land adjacent to 1416 Brickyard Road. Cory Buss spoke in favor of agenda item 5 (A), the rezoning of 1416 Brickyard Road from Agriculture (A) District to Restricted Industrial (I-1) District. No one spoke on the public hearing for agenda item 3 (D), the proposed preliminary special assessment report for sanitary sewer and water extension on CTH B. PUBLIC COMMENTS – None MOTION to waive the first reading made by Erdman, seconded by McCullough, and carried unanimously to adopt zoning ordinance amendment at N6714 470th Street, changing the zoning from temporary Agriculture (A) to Agriculture (A) District. MOTION to waive the second reading made by Burstad, seconded by Yonko and carried unanimously. MOTION to adopt the ORDINANCE amendment was made by Schlough, seconded by Schwebs, and carried unanimously. MOTION to waive the first reading made by Erdman, seconded by Schlough, and carried unanimously to adopt zoning ordinance amendment at 1202, 1208, 1220, 1224, 1232, and 1240 Brickyard Road changing the zoning from General Industrial (I-3) and Single Family Residential (R-1) Districts to Limited Multiple Family Twin Home Residential (R-4) District. MOTION to waive the second reading made by Solberg, seconded by Schlough and carried unanimously. MOTION to adopt the ORDINANCE amendment was made by Erdman, seconded by Schlough, and carried unanimously. MOTION was made by Schwebs, seconded by Yonko, and carried unanimously on roll call vote to accept the Preliminary Special Assessment Report for sanitary sewer and water extension on CTH B. MOTION designating the Dunn County News as the official newspaper for the City of Menomonie was made by Burstad, seconded by Solberg, and carried. Erdman opposed. ORDINANCE to amend zoning ordinance at 1416 Brickyard Road for Cory Buss from Agriculture (A) District to Restricted Industrial (I-1) District was INTRODUCED by Schwebs. MOTION was made by Schwebs, seconded by McCullough, and carried unanimously to refer the 1416 Brickyard Road rezoning ordinance to the Plan Commission. NO ACTION was taken on the 2023 DNR recycling program report review. MOTION made by Schwebs, seconded by Solberg, and carried unanimously to approve the re-appointment of Tom Miller to the Police and Fire Commission, with the term expiring April 2028. MOTION made by Solberg, seconded by Erdman, and carried unanimously on roll call vote to approve the Cedar Falls Road Traffic Study by MSA Professional Services in the amount of $14,132. MOTION was made by Erdman, seconded by Sommerfeld, and carried unanimously on roll call vote to approve the purchase (and installation) of a radar speed sign from TAPCO in the amount of $4,631.25. MOTION made by Schwebs, seconded by McCullough, and carried unanimously on roll call vote to purchase from Keyes Chevrolet, a 2023 one half-ton crew cab pickup for $47,491. BUDGET TRANSFERS – None MAYOR’S REPORT – The Menomonie Youth Baseball Association and Menomonie Junior Mustangs had 70 volunteers help with the Wakanda Park cleanup on Saturday, April 22. The Urban Forestry Board hosted their annual Arbor Day Celebration on Friday, April 28th at 11 am at the Dunn County Historical Society with a group of 4th grade students. UW-Stout will have graduation on May 6 – heavy traffic anticipated. The City will be hosting an electronics collection on Thursday, June 1 from 3 – 7 PM at the Community Services Department shop. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Public Works Director, David Schofield, shared that the City has received 242 applications for No Mow May. Schofield also talked about the recently adopted resolution regarding alternate side irrigation restrictions and that notices have gone out to major irrigation users. Administrator Atkinson shared that Menomonie’s high school prom was a success. Atkinson also shared that the Menomonie Police Department does collect any used needles found on public/private property and can be reached for assistance by calling the non-emergency police department phone number. CLAIMS - MOTION was made by Solberg, seconded by Burstad, and carried unanimously on roll call vote to approve payment of the following claims: May 1st, 2023 Claims Cedar Corp $81,118.30 First Supply $1,363.31 Total $82,481.61 2023 Parking Utility Claims Total Invoice City Treasurer $9,040.91 City Treasurer $10,907.04 Rydin Solutions $2,531.03 Total $22,478.98 LICENSES – None MOTION to convene in closed session under Wisconsin Statutes 19.85 (1)(e), for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, was made by Erdman, seconded by Burstad, and carried unanimously on a roll call vote. MOTION to reconvene in open session under Wisconsin Statutes 19.85 (2) was made by Burstad, seconded by McCullough, and carried unanimously on a roll call vote.
