OFFICIAL COUNCIL PROCEEDINGS
A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open
session on June 5th, 2023, and called to order by Council Mayor Knaack at 7:03 p.m. in the City Council
Chambers. The following members were present: Luther, Burstad, Sutherland, Yonko, McCullough, Schwebs,
Gentz, Schlough, Erdman, and Sommerfeld. Solberg was absent.
MOTION was made by McCullough, seconded by Burstad, and carried to approve the minutes of the May 15, 2023
council meeting.
PUBLIC HEARING – Cory Buss spoke in favor of agenda item 5 (A), the rezoning of 1416 Brickyard Road from
Agriculture District (A) to Restricted Industrial District (I-1).
PUBLIC COMMENTS – Dylan Stickney and Ian Edwards introduced themselves, representing Elk Creek Solar,
regarding agenda item 6(b). Matt Regnier introduced himself to council, representing the WisDOT, to address
any questions regarding agenda item 6(f). the Broadway Street and Pine Avenue improvements. Susan
Badtke introduced herself, representing West Central Wisconsin Regional Planning Commission, to address
any questions regarding agenda item 6(h).
MOTION to waive the rules made by Yonko, seconded by Erdman, and carried unanimously to allow Cory Buss to
address council regarding the zoning ordinance amendment request at 1416 Brickyard Road. MOTION to
waive the first reading made by Schlough, seconded by Erdman, and carried unanimously to adopt zoning
ordinance amendment at 1416 Brickyard Road, changing the zoning from Agriculture (A) District to Restricted
Industrial Agriculture (I-1) District. MOTION to waive the second reading made by Erdman, seconded by
Burstad and carried unanimously. MOTION to adopt the ORDINANCE amendment was made by Schlough,
seconded by Sommerfeld, and carried on roll call vote. Ayes (8): Luther, Burstad, McCullough, Schwebs,
Gentz, Schlough, Erdman and Sommerfeld. Noes (2): Sutherland and Yonko.
MOTION to approve the month-to-month lease agreement between Cedar Corporation and the City of Menomonie, as
presented, made by Burstad, seconded by Yonko, and carried unanimously.
MOTION made by Schwebs, seconded by McCullough and carried unanimously to approve the resolution for the 2022
Compliance Maintenance Annual Report (CMAR).
MOTION was made by McCullough, seconded by Schlough, and carried unanimously on roll call vote to approve the
City of Menomonie and Cedar Corporation agreement for the Well Site Investigation Paper Study at a cost of
$24,500.
MOTION made by Burstad, seconded by Luther, and carried unanimously to approve the Community Services
Department request to sell surplus equipment as presented via Lee Auction or Wisconsin Surplus.
MOTION was made by Burstad, seconded by Sutherland, and carried unanimously on roll call vote to approve the
Menomonie Police Department purchase of two squad cars from Northtown Ford in the amount of $84,660
($42,330 per vehicle).
MOTION to waive the rules made by Erdman, seconded by Schwebs and carried unanimously to allow Matt Regnier,
of KL Engineering, to address council regarding the Broadway Street and Pine Avenue Intersection
Improvements. NO ACTION was taken on this agenda item.
MOTION to waive the rules made by Erdman, seconded by McCullough and carried unanimously to allow Dylan
Stickney and Ian Edwards present the Elk Creek Solar photovoltaic project proposed for Dunn County,
Wisconsin. NO ACTION was taken on this agenda item.
MOTION to waive the rules made by Erdman, seconded by Yonko and carried unanimously to allow Susan Badtke
present the City of Menomonie Housing Study finding and recommended solutions. NO ACTION was taken
on this agenda item.
MOTION made by Burstad, seconded by Sutherland, and carried unanimously to approve the appointment of Mark
Kalscheur to the Board of Review, with the term expiring April 2024, and Steven Lee to the Airport
Commission, with the term expiring June 2029.
MOTION made by Sutherland, seconded by Schwebs and carried unanimously to approve the rescheduling of the July
City Council meetings to July 10th, 2023 and July 24th, 2023.
BUDGET TRANSFERS – MOTION made by Burstad, seconded by McCullough and carried unanimously on roll call
vote to approve the following budget transfers: $4,500 from 01.30000.699 to 01.51412.248 to purchase four
additional servers for e-poll books (Badger Books); $1,950 from 01.60000.699 to 01.51511.714 to purchase a
for computer and hardware replacements for the Treasurer’s office; $8,450 from 01.60000.699 to
01.51320.410 for the purchase of office furniture and supplies for the City Administrator and Public Works
Director; $5,000 from 01.60000.699 to 01.51320.714 for computer and hardware replacements for the City
Administrator and Public Works Director.
MAYOR’S REPORT – Mayor Knaack announced the launch of the City’s new website on June 5, 2023. The Mayor
encouraged the community to attend the first Ludington Guard Band concert of the year tomorrow night, June
6th, in Wilson Park. Mayor Knaack also mentioned that the city is reviewing the new ATV/UTV ordinance
adopted by the County as it relates to city ordinance. Mayor Knaack thanked the Community Services
Department for their hard work to get the pool opened on time.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS – City Administrator, Eric Atkinson invited any council
members to attend the luncheon for Lowell Prange, the recipient of the Lifetime Achievement Award by the
Wisconsin City/County Management Association, on June 21st at Lambeau Field in Green Bay. Atkinson
encouraged alderpersons to attend the upcoming Local Government 101 in-person meeting on July 28 at the
Altoona Fish House. Public Works Director, David Schofield, shared that the City has implemented the
alternate side irrigation restrictions, effective June 1st, and communication has gone out to residents through
social media/education campaign. Public Works Director, David Schofield shared that the City’s water main
flushing is down to prevent tuberculation inside of the pipes which can reduce firefighting capacity.
Environmental Works Director, Megen Hines, spoke about the new City of Menomonie website launch,
reported on the success of the electronics recycling program, and shared the news of recent grant applications
she has submitted which the city has been awarded.
