OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on September 5, 2023, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Luther, Burstad, Sutherland, Yonko, McCullough, Schwebs, Solberg, Schlough, Erdman, and Sommerfeld. Gentz was absent. MOTION was made by Erdman, seconded by Schlough, and carried to approve the minutes of the August 21, 2023 council meeting. PUBLIC HEARING – None. PUBLIC COMMENTS – Katrina Drazkowski, representing the Menomonie High School Parade Committee, introduced herself to council for any questions related to agenda item 6(a). Sylvia Gengenbach, a committee member of Let’s Paint the Town, spoke in favor of agenda item 6(b). MOTION to approve the Menomonie High School Homecoming Parade special event request for September 22, 2023 was made by Schwebs, seconded by Yonko, and carried unanimously. MOTION to approve the Let’s Paint the Town Chris Kroeze Homecoming Concert special event request for September 22, 2023 at 4:45pm was made by Burstad, seconded by Luther, and carried unanimously. MOTION to approve the Downtown LLC Historic Beer Walk special events request for October 1, 2023 was made by Erdman, seconded by Sommerfeld, and carried unanimously. MOTION to reject the Wakanda Water Park Pool Improvements bid submitted by R.J. Jurowski Construction and rebid the project with Cedar Corporation before the end of 2023 was made by Sutherland, seconded by Burstad, and carried unanimously on roll call vote. MOTION to approve the Independent Contractor Consulting Agreement for Heidi Olson was made by Solberg, seconded by McCullough, with an amendment to the contract to adjust the hourly rate from $65/hour to $75/hour. Ayes (4): Yonko, McCullough, Solberg, Schlough. Nos (6): Luther, Burstad, Sutherland, Schwebs, Erdman, Sommerfeld. MOTION to approve the Independent Contractor Consulting Agreement for Heidi Olson at an hourly rate of $65/hour was made by Schwebs, seconded by Burstad, and carried unanimously on roll call vote. MOTION to approve the Kleven Property Assessment contract from January 1, 2024 to December 31, 2026, for the maintenance assessment of real property in the City of Menomonie was made by Erdman, seconded by Burstad, and carried unanimously on roll call vote. MOTION to approve the property damage release agreement between the City of Menomonie and David & Lynn Bonjour, for payment of property damage in the amount of $3,300, was made by Schwebs, seconded by Sutherland, and carried unanimously on roll call vote. MOTION to approve the Offer to Purchase Lot 28 of CSM 2557 from Wilkens Properties, LLC in the amount of $195,000 was made by Burstad, seconded by Sutherland, and carried unanimously. MOTION to approve the 2024 Clean Sweep Grant Agreement was made by Erdman, seconded by Sommerfeld, and carried unanimously on roll call vote. MOTION to approve the sale of a 2005 Chevrolet Colorado on the State Auction website from the Waste Water Department was made by McCullough, seconded by Solberg, and carried unanimously. MOTION to approve the termination of the City Hall lease with Artema Somatics, LLC effective September 30, 2023 without penalty, was made by Solberg, seconded by McCullough, and carried unanimously. ORDINANCE to amend Title 9, Chapter 3 Fire Code to adopt Wisconsin Statute SPS 314.01(13)(b) in its entirety into City Code 9-3-3 C was INTRODUCED by Schwebs. MOTION was made by Schwebs, seconded by Burstad and carried to waive the first reading. MOTION was made by Burstad, seconded by Luther and carried to waive the second reading. MOTION was made by Schwebs, seconded by Erdman, and carried unanimously to adopt the Title 9, Chapter 3 Fire Code ordinance amendment. BUDGET TRANSFERS – Motion was made by Yonko, seconded by McCullough, and carried unanimously on roll call vote to approve the 2022 year-end budget transfers as presented and proposed by Wipfli. Motion was made by Solberg, seconded by Sutherland, and carried unanimously on roll call vote to approve the following two budget transfers: a $770 budget transfer from the Aquatics Gas account to the Aquatics Chemicals account to cover the cost of additional chemicals needed for the pool; a $2,000 budget transfer from Parking Tickets funds to the Schools and Conferences account to cover the cost of unexpected leadership transitions in 2023 which required training. MAYOR’S REPORT – Mayor Knaack reported that he and Eric Atkinson traveled to Washington DC to take part in a forum that discussed initiatives similar to Project Hope and gained a lot of attention for the program. Atkinson reported that the League of Municipalities featured Project Hope in its most recent publication. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – City Administrator Atkinson informed the council that Amy Gjestson is no longer working for the City of Menomonie as Treasurer and Jayme Schindler has stepped up to be Interim Treasurer until further notice. Schofield reported that the west half of the Estover project is coming to completion. Maplewood Eco Cottages are coming along as projected and is going well. There will be improvements made to Heller Road in Fall 2023 or Spring 2024, starting at the Wilson Creek Bridge and extending approximately 1,000 feet east to the top of the hill. CLAIMS - MOTION was made by Solberg, seconded by Schlough, and carried unanimously on roll call vote to approve payment of the following claims: September 5, 2023 Claims Credit Card $12,958.73 Menomonie Hardware $679.58 Monarch Paving $11,048.54 MSA Professional $5,935.44 Structures Unlimited $23,253.02 TAPCO $23,673.00 Weld Riley $9,523.66 Total $87,071.97 Sewer Utility Account Total Invoice Visu-Sewer Inc $202,325.30 Total $202,325.30 LICENSES – MOTION was made by Erdman, seconded by Burstad, and carried to approve the following licenses: LICENSES – September 5, 2023 TEMPORARY CLASS “B” BEER LICENSE: Brewery Nonic – 621 4th St. Great Community Cookout – 09/14/2023 LICENSE YEAR - 2024 (expires June 30, 2024) MOBILE FOOD ESTABLISHMENT: Stacked/Brewery Nonic – 621 4th St. MOTION to adjourn was made by Luther, seconded by McCullough, and carried unanimously.
