Citizen members are appointed annually by the Mayor with Council confirmation. Employees of the Community Development Department are responsible to the Mayor; however, the policies and control of funds of the program are the exclusive responsibility of this commission. Such purposes are declared to be a public purpose for which public funds may be expended. Through the Economic Development Revolving Loan Program the City may provide long-term, below-market interest rate loans to qualified borrowers for specified eligible projects. EVERGREEN CEMETERY BOARD Mary Solberg (Ad-hoc member) 2025 April DUNN COUNTY TRANSIT COMMITTEE (3 Yr Terms) Expires William Hogseth 10/1/2020 Robin Sweeny 10/1/2020 Darin Witucki 10/1/2023 HISTORIC PRESERVATION COMMISSION (LANDMARKS COMMISSION) (3 YR TERM) Any site or area of historic, architectural or cultural significance may be designated as a landmark, landmark site or Historic District. Once such designation has been made, the commission can regulate construction, reconstruction, exterior alteration and demolition within such locations. Exercise of this authority must be preceded by development of a historic preservation plan approved by the City Council. Six members are appointed by the Mayor with Council confirmation for three year terms with terms expiring April 1st. Of the members, one must be a registered architect, one a historian qualified in the field of historical preservation, and one a licensed real estate broker. Authority operates according to federally approved rules and rental rates. Employees consist of a part-time director, a full-time secretary, a part-time secretary, and two full-time maintenance workers. Sixty dwelling units (two, three and four bedroom) in 32 buildings are operated for low income tenants. Sixty units for elderly persons and 26 units for elderly or handicapped persons are also in operation. (5) Five citizen members appointed by Mayor with Council confirmation and oath. Terms expire in October and are for five years. Also authorized to establish loading zones in this area. Property acquired and money borrowed for Utility can only be accomplished by City Council even though Utility funds may be used for these purposes. The Utility hires a meter collector (part time) and hires maintenance work from the Street Department. Meter enforcement is a Police Department expense and fines go to the General Fund, not the Utility Fund. Terms expire in December 31st of year indicated, for three year terms and with Council confirmation. All matters of land use, improvements and capital expenditures must be in conformance with Commission plans and gain its approval before adoption by Council. Commission should have plans and programs affecting all aspects of City development: Utility plans, transportation plans, land use plans, subdivision control plans, beautification plans, etc. Because we do not have the staff to service a Commission capable of this extent of planning, we have not delegated to it the full role provided under statute, and it acts merely in an advisory role to the Council. All members except the Council representative are appointed by the Mayor with Council confirmation for Three year terms with the exception of the Mayor's designee which is a 2 year term and the Council Representative term in 1 year. The Board acts as an appeal-hearing body on any grievance about a personnel action. Appointed by the Mayor with Council confirmation. Terms expire on April 30th and are staggered the indicated year and a term is for five-year period. A common council member. 3. One representative from the tourism industry and one at large member. 4. The mayor or his or her designee as confirmed by the common council. 5. Each member's term will be for a one (1) year period and each member may serve multiple terms.
