Jackie passed away on October 12, 2025 at the age of 89. Jackie served on the City Council from April 1978 to April 1985, including two terms as Council Vice President and a one term as Council President. 3. Approval of Minutes Draft minutes from the City Council Meeting on October 6, 2025, are enclosed. If the Council concurs, the appropriate motion would be Approve the Minutes from the October 6, 2025, City Council Meeting (simple majority). 5. New Business a) Enclosed is a memorandum regarding the award of the ConAgra Dissolved Air Flotation Construction Contract. As a reminder, ConAgra has agreed to reimburse the City for 100% of the cost to design, construct and operate the Dissolved Air Flotation system. Public Works Director Schofield and Wastewater Superintendent Sterk will be on hand to present the memorandum and answer any questions that the City Council might have. If the City Council supports the agreement, the appropriate motion would be Award the ConAgra DAF Construction Contract to R.J. Jurowski Construction at a cost of $3,388,320.00, contingent upon recording of the land transfer (roll call vote). b) Enclosed is a memorandum regarding an Engineering Task Order for Heller Road award of the ConAgra Dissolved Air Flotation Construction Contract. This work would be funded by TID #14, which is nearing the end of its Expenditure Period. Public Works Director Schofield will be on hand to present the memorandum and answer any questions that the City Council might have. If the City Council supports the agreement, the appropriate motion would be Approve the Engineering Task Order with Cedar Corporation for Heller Road and Oak Avenue Sidewalk at a cost of $9,750 from TID #14 (roll call vote). Administrator Atkinson will be on hand to present the agreement and answer any questions that the City Council might have. If the City Council concurs with the agreement, the appropriate motion would be Approve the Tax Collection Agreement with Dunn County for the period of November 1, 2025, to October 31, 2026 (roll call vote). d) Enclosed is proposed Resolution 2025-16 regarding Support for Proposed Roof-Mounted Solar Project at Menomonie Public Library. The Library has proposed to apply for a WisDOA grant that would pay 50% of the cost of installing a roof mounted solar system, with the other 50% coming from the Helen Hulberg Gift. No City of Menomonie funds would be used for the project. Library Director Sterk will be on hand to present the proposed project and answer any questions that the City Council might have. If the City Council concurs with the resolution, the appropriate motion would be Approve Resolution 2025-16, regarding Support for Proposed Roof- Mounted Solar Project at Menomonie Public Library (simple majority). e) Enclosed is a Special Event Request for the use of City-owned land west of Brewery Nonic to hold the Winterlude Market on December 6, 2025. No street closures have been requested. City Staff recommend approval. If the City Council concurs, the appropriate motion would be Approve the Special Event Request for Winterlude Market on City-owned land west of Brewery Nonic on December 6, 2025 (simple majority). f) The 2026 General Fund Draft Budget is included for your review (discussion only, no action is needed). Budget Transfers The Finance Department has proposed an intra-fund budget transfer for the purchase of a coin counter. If City Council concurs, the appropriate motion would be to Approve the Budget Transfer, as presented (roll call vote). If any additional budget transfers are identified, a revised list will be distributed before the meeting. In that case, the appropriate motion would be Approve the Revised Budget Transfers, as presented (roll call vote). 9. Claims The Claims list is enclosed in the packet. If the City Council supports paying the claims, the appropriate motion would be Approve the Claims List, as Presented (roll call vote). If any additional claims are identified, a revised list will be distributed before the meeting. Upon completion of the closed session, the appropriate motion to come out of closed session is Motion to reconvene in open session under Wisconsin Statutes 19.85(2) (roll call vote). Page 4 of 4  CITY OF MENOMONIE COUNCIL MEETING OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on October 6, 2025, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Luther, Sutherland, Yonko, Pickard, Schwebs, Solberg, Brennan, Erdman and Sommerfeld. Crowe attended virtually via Zoom. Gentz was absent. MOTION made by Erdman, seconded by Pickard, and carried unanimously to approve the minutes of the September 22, 2025, council meeting. PUBLIC HEARING – Public Hearing regarding Ordinance 2025-07, an Ordinance rezoning certain lands along Midway Road from Agriculture (A) to Restricted Industrial (I-1). Mark Vinall, representing GFL Environmental, thanked City Staff and City Council for their work on the rezone project submitted for consideration, which has since been withdrawn by GFL Environmental. Susan Lindahl, resident on Midway Road, thanked GFL Environmental and the City Council for withdrawing the rezoning request. Michael Hofland, a resident near the GFL Environmental property and spoke in support of the withdrawal of the rezoning request. PUBLIC COMMENTS – Mark Vinall, representing GLF Environmental spoke in support of agenda item 6 (c). OLD BUSINESS – Due to GFL’s withdrawal of the Request for Rezone, there is no action needed regarding Proposed Ordinance 2025-07. Proposed Ordinance 2025-07 will not be adopted. The parcel will remain in the Agriculture (A) District. MOTION was made by Yonko, seconded by Solberg, and carried to approve the Fire Protection and Emergency Medical Services Agreement between the Menomonie Rural Fire/Emergency Medical Services District and the City of Menomonie for the Period of January 1, 2026 through December 31, 2030. MOTION was made by Schwebs, seconded by Pickard, and carried to approve the Recommended Recreation Department Program Rates, as presented, to go into effect on January 1, 2026. MOTION was made by Luther, seconded by Sutherland, and carried unanimously on roll call vote to Award the 2026-2030 Solid Waste Site Refuse & Recycling Hauling Contract to GFL Solid Waste Midwest LLC, as presented. MOTION was made by Schwebs, seconded by Sommerfeld, and carried unanimously on roll call vote to award the Evans Lane CIPP proposal from Visu-Sewer at a cost of $41,887.50. MOTION was made by Sommerfeld, seconded by Solberg, and carried unanimously on roll call vote to Approve the 2026 Safety and Health Consulting Agreement with Keeping Safety Simple, LLC at a cost of $21,000. ORDINANCE – MOTION to INTRODUCE Proposed Ordinance 2025-09, an Ordinance Reducing Single Family Residential Minimum Lot Sizes, was made by Brennan. MOTION to refer Proposed Ordinance 2025-09, an Page 1 of 2 Ordinance Reducing Single Family Residential Minimum Lot Sizes, to the Plan Commission for review and recommendation was made by Brennan, seconded by Pickard, and carried unanimously. MOTION was made by Schwebs, seconded by Solberg, and carried to clarify that the Mayor is a voting member of the Ad-Hoc Housing Committee. Yonko and Brennan were opposed. MOTION was made by Brennan, seconded by Pickard, and carried unanimously to authorize City Staff to submit the WisDOT STP-Urban, STP-Local, MSID, MSIS and TAP Grant Applications, as presented. MOTION was made by Luther, seconded by Schwebs, and carried unanimously on roll call vote to Authorize the Police and Fire Commission and Fire Chief Klass to immediately begin recruiting three additional full-time Fire Department positions to be added by the end of 2025; and direct the City Administrator to include necessary funds in the draft 2026 Budget. BUDGET TRANSFERS – MOTION was made by Schwebs, seconded by Luther and carried unanimously on roll call vote to Approve the Budget Transfers, as presented. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Public Works Director, David Schofield reported that the work on Pine Ave. is nearing completion and the final work on the pickleball and basketball courts will finish up in the spring. Communications Specialist, Zaria Whitacre, announced that planning is underway for the December 6, 2025, Shop with a Cop event. Alderperson Brennan provided an update from the ad-hoc housing committee, highlighting a rental inspection program introduced by GROWW and asked the Council to consider either extending the committee’s term or transitioning it into a community development or economic development committee. City Administrator, Eric Atkinson advised that the draft 2026 budget will be presented at the October 20 City Council meeting. Alderperson Pickard emphasized that October is Domestic Violence Awareness month and encouraged donations to Bridge to Hope’s and Savers Fund Drive with collections being accepted at Bridge to Hope. She also noted that the Dunn County Humane Society and Bridge to Hope will host “Walk for Paws” on October 12, from 12:00 PM to 3:00 PM at the Rassbach Museum (pets welcome). Alderperson Yonko reported that during a budget forum at UW-Stout today, it was shared that UW-Stout is the only UW campus with enrollment growth across all student categories. Alderperson Crowe shared that Stepping Stones of Dunn County will hold its annual “Empty Bowls” fundraiser on Oct. 18, from 11 AM-2 PM at Tanglewood Greens. The City agreed to design, construct and operate the DAF. ConAgra agreed to reimburse the City for 100% of all design, construction and operation costs. Cedar Corporation solicited public bids on the City’s behalf. Their bid recommendation is attached hereto. ConAgra’s approval of the bid (as required by the Agreement), is also attached. The land transfer has not yet been recorded. The award should be made contingent upon that occurring. City Staff concurs with Cedar Corporation’s recommendation to award the project to R.J. Jurowski Construction. If the City Council concurs, the appropriate motion would be Award the ConAgra DAF Construction Contract to R.J. All TID funded projects must be awarded by that date but can be constructed through 2027. City Staff would like to consider the following improvements to be funded through TID #14: • Reconstruct Heller Road from USH 12 to approximately 1,200 feet west. Project would include utility replacements, reconstruction of the roadway with curb and gutter, and addition of sidewalk on one or both sides of the roadway. • Add sidewalk on Oak Avenue from USH 12 to STH 25. Project would include the addition of sidewalk on one or both sides of the roadway. Project may include improvement of the eastbound right turn lane at North Broadway Street (STH 25). Due to the Expenditure Period deadline, City Staff would like to have Cedar Corporation collect the topographical survey in 2025. This would allow design to commence in Winter 2026 and allow for bidding and award by September 7, 2026. City Staff have obtained the attached Engineering Task Order for this purpose. Surveying services includes establishing existing property lines and street right-of-way through the research of existing plats and certified survey maps for these areas. Agreement – Page 1 of 2  Project No. M0055-1036 ___ Date: October 13, 2025 METHOD OF COMPENSATION: Work will be completed on a “Lump Sum” basis for $9,750 for professional land surveying services for the Project pursuant to the above Scope of Services. Any additional work not included in the Scope of Services will be invoiced to the Client on a time and material basis. The Engineer will provide the Client a written quote for any additional work at the Client's request. The Client will be responsible for all applicable governing agency fees including but not limited to permit, review, application, recording, etc., fees. Payments are due and payable thirty (30) days from the date of the ENGINEER’s invoice. Amounts unpaid thirty (30) days after the invoice date shall bear interest at the rate of one percent (1%) per month from invoice date. TIMETABLE: The Engineer’s services shall be performed as expeditiously as is consistent with the orderly progress of the Project. The Engineer shall make every effort to complete the work within the time frame set by the Client. CLIENT SUPPLIED INFORMATION: The Client will provide the Engineer with available copies of construction record plans for existing water system, sanitary sewer system, storm sewer system, water main, sanitary sewer, laterals, and storm sewer field location marking, utility systems maps, sanitary sewer televising video and reports, assessor property owner maps and parcel information, right-of-way maps, recorded easement documents, known site environmental issues and concerns, boundary survey/certified survey/plat maps, Project review input and comments, etc. for the Project. SERVICES NOT PROVIDED AS PART OF THIS PROPOSAL: Archaeological studies and investigations, environmental studies and assessments, environmental investigations, boundary survey, easement documents, certified survey map, land acquisition, field locating and marking of existing underground utility systems, governing agency permit fees, ecological studies and investigations, flood plain studies and determination, traffic impact analysis and report, WIDOT Trans 233 permits and approval request, and historical site studies and investigations are not included as part of this proposal.
