Closed Session a) Motion to convene in closed session under Wisconsin Statutes 19.85(1)(g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. i) Discuss Proposed Ordinance 2026-01 – discussion only (no action). 5. Return to Open Session a) Motion to reconvene in open session under Wisconsin Statutes 19.85(2). 6. Page 1 of 1 CITY OF MENOMONIE COUNCIL MEETING OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on, December 15, 2025, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Luther, Crowe, Sutherland, Yonko, Pickard, Schwebs, Gentz, Solberg, Erdman and Sommerfeld. Brennan was absent. MOTION made by Erdman, seconded by Pickard, and carried unanimously to approve the minutes of the December 1, 2025, council meeting. PUBLIC COMMENTS – Becca Schoenborn, Executive Director of Downtown Menomonie, spoke in support of agenda 5 (f). Lucas Chase, Executive Director of the Mabel Tainter Theater, spoke in support of agenda 5 (f), and asked City Council to increase their funding level to $60,000, or at minimum, keep their funding level at $45,000, reflecting the previous year’s funding. ORDINANCE – MOTION was made by Luther, seconded by Schwebs, and carried to waive the second reading of Proposed Ordinance 2025-12, an Ordinance amending portions of Section 10-4-7 Off Street Parking. MOTION was made by Luther, seconded by Schwebs, and carried unanimously to ADOPT Ordinance 2025-12. ORDINANCE – MOTION was made by Luther, seconded by Crowe, and carried to waive the second reading of Proposed Ordinance 2025-13, an Ordinance creating Title 10, Chapter 4, Section 11 Site Lighting. MOTION was made by Gentz, seconded by Crowe, and carried unanimously to ADOPT Ordinance 2025-13. MOTION was made by Crowe, seconded by Schwebs, and carried unanimously on roll call vote to approve the proposed Collective Bargaining Agreement between the MPPA Local 45 and the City of Menomonie for January 1, 2025 through December 31, 2026, as presented. MOTION was made by Sommerfeld, seconded by Solberg, and carried unanimously on roll call vote to approve the Proposed 2026 Water Utility Operating Budget, as presented. MOTION was made by Erdman, seconded by Sommerfeld, and carried unanimously on roll call vote to approve the Proposed 2026 Wastewater Utility Operating Budget, as presented. MOTION was made by Pickard, seconded by Schwebs, and carried unanimously on roll call vote to approve the Proposed 2026 Storm Water Utility Operating Budget, as presented. MOTION was made by Pickard, seconded by Sommerfeld, and carried unanimously on roll call vote to approve the Proposed 2026 Solid Waste Utility Operating Budget, as presented. MOTION was made by Crowe, seconded by Erdman, and carried unanimously to waive the rules to allow Lucas Chase and Becca Shoenborn to address the Council concerning Tax Incremental District (TID) funding levels. CITY OF MENOMONIE COUNCIL MEETING OFFICIAL COUNCIL PROCEEDINGS MOTION was made by Yonko, seconded by Pickard, and carried unanimously on roll call vote to increase the Mabel Tainter Theater budget line in the proposed TID #15 operating budget to $45,000. MOTION was made by Crowe, seconded by Pickard, and carried unanimously on roll call vote to approve the Proposed 2026 Tax Increment Financing District operating budgets for TIDs #13, #14, #15, #16, #17, #18 and #19, as presented and amended. MOTION was made by Sommerfeld, seconded by Schwebs, and carried unanimously on roll call vote to approve the Proposed 2026 Construction Fund capital budget, as presented. MOTION was made by Crowe, seconded by Sutherland, and carried unanimously to approve Resolution 2025-19, a Resolution Setting the Spring 2026 Primary Election Date to be Tuesday February 17, 2026. MOTION was made by Pickard, seconded by Solberg, and carried unanimously to approve the appointment of the 2026/2027 Election Inspector list, as presented. MOTION was made by Yonko, seconded by Sutherland, and carried unanimously to approve the Mayoral Appointment of Rebecca Thacker to the Bicycle and Pedestrian Advisory Committee. NO ACTION was taken on the memorandum regarding the Well #9 Project. BUDGET TRANSFERS – NONE MAYOR’S REPORT – The Mayor shared that skating is open on Wolske Bay and ice is being made at Winter Wonderland. The Mayor also announced that the Winterdaze Parade was well attended and a great winter celebration for the City. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Alderperson Pickard encouraged folks to invest in senior pets when considering adding pets to the family as a holiday gift. Alderperson Sutherland gave a shout out to the Menomonie Hoops Club for their volunteer involvement in training kids from grade school to 8th grade how to play and compete in basketball. Alderperson Sommerfeld shared that he was very impressed with the Winterdaze Parade. Alderperson Solberg thanked the Community Services Department for their quick and thorough work, cleaning up the sidewalk and roads, after our recent snowstorm. Public Works Director, David Schofield, shared a copy of the press release regarding the land sale to SPA Properties / Amazon. Schofield also noted that a Special City Council meeting will be held on Monday, December 22, 2025 at 7pm, to confer with legal counsel. Alderperson Yonko, reported that UW-Stout’s Graduation is occurring on December 20, 2025.
