CALL TO ORDER Anna Slocum called the meeting to order at 6:03 p.m. Mayor Bob Pape welcomed the committee members and thanked them for agreeing to serve on the committee. The committee members introduced themselves with a brief explanation as to what inspired them to want to serve on the committee. II. Committee Chairperson This person will be appointed by the Mayor. Through the first initial meetings, staff will lead the conversations. During these meetings, committee members should be getting to know other members of the committee, determining if they themselves would like to serve as chair or evaluating who out of the group would make a good leader. Please reach out to staff or the mayor with suggestions. 2. Future Meeting Plan / Schedule The next several meetings, staff would like to coordinate field trips to various areas in the metro. These can be other city's downtowns, city / county parks, or development districts. The idea is to complete research of what the committee likes and does not like in addition help build a common vernacular among committee members. Staff will coordinate the field trip locations with the goal to have staff members from these areas available to give insight on the areas. Staff suggested areas such as: Linden Square in Gladstone, NKC container district, Chicken-n-Pickle; Downtown OP; SERV; Downtown Lee's Summit. The committee recommended Sar-Co Park; Lenexa City Center; Meadowbrooke Park; and Berkley Riverfront Park. Non-local areas included Omaha, NE and Central City, CO. As people are traveling this summer, be mindful of areas visited for other inspiration. 3. History of Project Staff shared the history of why the original committee was created and the goals and strategy used to develop the option proposed from the original 5701 committee. Since that time, there have been several other developments that have occurred. These include: the Turkey Creek Core Project, Merriam 2040 Comprehensive plan and Merriam Drive street project. The Turkey Creek Core Project has has been approved for Federal funding. The group is validating the study, that if acted upon, will take areas that are currently in the floodplain out of the floodplain. If this were to occur, that would put potential development into play. The 2040 Comprehensive Plan looked at intensive reuses of downtown with the context of "if the core funding occurs". This plan is the dream board of possible redevelopment. As has been experienced with other comprehensive plans, it allows for total transformation without any barriers preventing the plan to occur. Lastly, there is a Merriam Drive street project which is currently underway. This project looks at trying to connect with the complete streets plan that was developed with Overland Park and Unified Government as Merriam Drive transitions into these jurisdictions. With the City of Merriam being the largest land owner downtown there needs to be a plan for what happens if developers arrive when downtown is out of the flood plain. Currently, staff anticipates answers from the Core of Engineers in late summer early fall. Staff envision there will be options to the final plan the Core present, allowing the funding partners to determine what is the best option for the area. It is anticipated that whatever option is decided upon, it will take five to seven years to complete. There is currently an Page 2 of 3 5701 Committee Minutes – April 12, 2023 energized Council excited about making necessary improvements with funding available from all partners. Discussion • In the future there should be a speaker that helps educate the group on how downtowns develop. • There were comments regarding the complete streets plan that looked at Merriam Drive through Wyandotte County. Those initiatives were taken into consideration with the redesign of Merriam Drive slated to begin in the fall of 2023 from Johnson Drive to 55th and later from 55th to Antioch. • The committee should look to the neighbors for trials and tribulations that occurred with their recent projects. • The new committee has the same charge as the original 5701 committee, what is best for this area for the community. • There was clarification of what land is owned by the city in downtown in addition to 5701 and 5740. Other parcels include land where the "Old Dutchmaid" was located at 5024 Merriam Drive. • Historic Downtown Merriam is defined from Johnson Drive to 57th St. • This committee has the opportunity to propose something transformative for Merriam. 4. Site Tour To help the committee better understand the area being discussed for development, the committee members walked the Merriam Marketplace, 5701 and the property to the north at 9224 W 57th St that the city acquired in 2023 when it became available.
