Village Board Meeting Minutes March 14, 2024 1190
The Village Board met at the Merrillan Village Hall March 14, 2024 at 6:30 p.m. in person and via
Google meet. In person were President Chris Wruck, Jane Fehrman, Sally Madsen, Jordan Powell,
Heather Sprinkle, Clerk Penny Danielson, Deputy Scott Thorson, Dan Borchardt-MSA, Bill Laurant,
Tom Cooper, Toni Olver, Pamela Olver, Stacy Menning and Via Google Meet Jennifer Trader from
MSA.
1. President Wruck Called to Order @ 6:30 p.m.
2. President Wruck Certified the open meeting law requirements were met
3. Roll Call by President Wruck
4. Public Comment-none
5. Attorney Radcliff-
a. MSA Project- updates-Mill/Hayden/Center St- Dan gave updates on the project.
b. Resolution 03-2024 to adopt a Citizens Participation Plan- Moved by Powell seconded by
Fehrman. Carried
c. Creation of a Citizens Participation Plan Committee- Moved by Sprinkle, seconded by
Powell to approve President Wruck’s appointments the Citizens Participation Plan
Committee-Chris Wruck, Jordan Powell, Jane Fehrman, Heather Sprinkle, Sally Madsen,
and Toni Olver. Carried
d. Resolution 04-2024 to adopt the Policy to Prohibit the Use of Excessive Force and to
Enforce Applicable State and Local Laws Prohibiting Physically Barring Entrances/Exits for
Non-Violent Civil Rights Demonstrations- Moved by Wruck, seconded by Sprinkle .

e. Adoption of the Wisconsin Residential Anti-Displacement and Relocation Assistance Plan
(RADRAP)- Moved by Powell seconded by Fehrman. Carried
f. Resolution 05-2024 to Submit the CDBG Application- Moved by Fehrman seconded by
Powell. Carried.
g. AET Proposal No. P-0031399 Mill & Hayden St Project- Moved by Sprinkle seconded by
Fehrman, to approve the proposal for bore testing in the amount of $8240.00 to be paid for
out of the CCU loan/line of credit. Carried
h. Ordinance 06-2024 amending Chapter 7, sections 7-1-1, 7-1-3 and 7-1-6. Moved by
Fehrman, seconded by Powell to approve Ordinance 06-2024 amending Chapter 7,
sections 7-1-1, 7-1-3 and 7-1-6. Carried
i. Mobile Home Park- Burnt trailer has been removed
j. Air B&B’s-table
k. Vacation of an alley way- table
l. Zoning Changes- table
6. Fire District Report- no report
7. Police Report- Deputy Thorson submitted his monthly report.
8. Maintenance Report- Superintendent Chris Danielson submitted his report
9. Water Tower Inspection Quote- Moved by Sprinkle, seconded by Fehrman to
approve the quote from Lane Tank in the amount of $1950.00 Carried
10. Dam Repair Quote-Chris is looking to get quotes
11. Well Inspection/Cleaning Quote- Chris is looking to get quotes
12. Vouchers- reviewed & signed
13. Delinquent List-reviewed
14. Approval of All Minutes- Moved by Powell seconded by Fehrman Carried
15. Approval of Financial Report- Moved by Fehrman seconded by Madsen. Carried
16. Approval of Operator License- Moved by Sprinkle seconded by Powell to
Approve the Operator License for Jessica Rogers. Carried
17. Fundraiser-Discussion
18. Lions Club- Street use permit- Moved by Powell, seconded by Sprinkle to approve the Lions
Club street use permit for May 5, 2024 from 2p.m. through 9p.m.. Carried

a. Flood Mitigation Plan- no updates
b. Outdoor Rec Plan-Tom Cooper gave updates
c. Corner Bar -Chris is working on a quote as he has not heard back from Steve’s Plumbing
20. New Business- Discussion and/ or action
a. Police Equipment acct-Moved by Fehrman, seconded by Madsen to have President Wruck
and
Clerk Danielson, close the Police Equip Account at SFB, and put the funds into the
Checking
Account at SFB. Carried
b. Kennel License Renewals-Moved by Powell, seconded by Fehrman to approve Kennel
License
to Bill Johnson continent on payment and licensing of all animals. Carried
Moved by Madsen, seconded by Sprinkle to approve Kennel License to Angelique Sebatian.
Carried.
Moved by Powell, seconded by Sprinkle to approve Kennel License to Lori Paar, continent
On the application being signed by Lori. Carried
Moved by Madsen, seconded by Fehrman, to approve Kennel License to Harry Dougherty,
Carried.
21. Cemetery Report and updates
a. Yearly Cemetery Report- Moved by Fehrman seconded by Madsen to approve the yearly
report. Carried.
22. Village President-Nice neighbor award and updates- President Wruck submitted his report,
Moved by Powell, seconded by Fehrman to nominate Tom Cooper. Carried Moved by
Fehrman
Seconded by Powell to nominate Bill Laurant. Carried 23. Moved by Powell, seconded by
