Village Board Meeting Minutes October 10, 2024 1213
The Village Board met at the Merrillan Village Hall October 10, 2024 at 6:39 p.m. in person and via
Google meet.
Present: President Chris Wruck, Jane Fehrman, Jordan Powell, Heather Sprinkle, Clerk Penny
Danielson, Deputy Clerk Mem-Gween Lunderville, PWO Griffin Abbott, PWO Mike Garbers. Attorney
Radcliff participated by phone. Absent: Sally Madsen
1. President Wruck called the meeting to order at 6:30 p.m.
2. President Wruck certified open meeting law requirements were met.
3. Roll Call was taken by President Wruck.
4. Public Comment – There was public comment on the fence ordinance in reference to a
neighbor dispute. One resident invited board members to see for themselves the line of sight
by using her driveway.
5. Attorney Radcliff-
a. MSA Project- Mill/Hayden/Center: NO Updates
b. SW’s Corner Bar – parking lot (Discussion and/or action): NO Updates
c. Abandoned Dilapidated Buildings - (Discussion and/or action): President Wruck will
update after review.
d. 107 E Clark Street - (Discussion and/or action) – Attorney Radcliff will send a seven-day
notice to the landowner referencing safety violations. After the 7 days, the Village is
entitled to bring the property up to code and will then bill the landowner with the option
to place on the property’s tax roll.
e. Resolution 17-2024 Regarding amending setbacks on Ordinance 12-1-142(d) –
(Discussion and/or Action) – After much discussion, Sprinkle moved to table this issue
for further research and discussion. 2nd by Fehrman. Motion carried.
6. Fire District and FD Billing – Jordan gave updates.
7. Police Report/Contract – (Discussion and/or action): Lt Mazur provided updates. The village
representatives are encouraged by the changes being made and how they are reflected in
positive outcomes for the village as a whole.
8. Maintenance Report was submitted and reviewed. Street Repair Quote (Discussion and/or
action): Discussion on the inevitable need of a new bucket/Line truck. Discussion on the cost
to repair the sinkhole on Charles Street. Wruck moved to outsource the street repair not to
exceed $6000, 2nd by Fehrman. Motion carried.
9. Vouchers- reviewed & signed.
10. Delinquent List – reviewed

11. Approval of September Minutes- Moved by President Wruck 2nd by Sprinkle. Motion carried.
12. Approval of Financial Report- Moved by Fehrman 2nd by President Wruck. Motion carried.
13. Approval of Operator License- No applicants
14. Cemetery Report and updates – Uploaded to drive. Motion to accept by Sprinkle 2nd by
Fehrman. Motion carried.
Unfinished Business- Discussion and/ or action
15. Comprehensive Plan/Flood Mitigation Plan – Tom Cooper shared updates which include the
hazard mitigation plan integrating with Jackson County’s plan.
16. Outdoor Rec Plan - Updates presented by Tom Cooper. The plan has been completed and
Tom was able to share with the board that he has a group of interns UW Platteville willing to
make a concept drawing for free.
17. Waterfall-Historical Landmark - Updates presented by Tom Cooper. Tom shared he had pre
approval to apply with the goal to have it submitted by spring.
18. Broadband updates – No Updates
19. Hydro repair quote – No Updates.
20. Black River Falls Ambulance Service Fees/Contract – Following some discussion, President
Wruck will email questions needing clarification to BRF and update by next meeting.
21. Generator for the Hall – No Updates
New Business- Discussion and/ or action
22. Resolution ELK 19-2024 – Discussion of the crop damage issues.
23. Resolution Railroad 20-2024 – Sprinkle moved to adopt Resolution 20-2024 2nd by Fehrman.
Motion carried.
24. Teamsters Local 662 (Union) – Motion by President Wruck to add office personnel, 2nd by
Fehrman. Motion carried.
25. WRS – Motion by Sprinkle 2nd by Fehrman to approve adding WRS for all current and future
employees. Motion carried.
26. Village President – Nice Neighbor Award and updates: No Nice Neighbors this month.
27. Motion to Adjourn made by Powell 2nd by Sprinkle. Motion carried.
