Mesquite, LLC, for a corporate aircraft hangar at Mesquite Metro Airport.

PUBLIC HEARING
19 Conduct a public hearing and consider an ordinance for Application No .
814-7-2016, submitted by Nora Beltran and Roxana Costaneda, for a rezoning
from R-3, Single-Family, to D, Duplex, for a 0.3-acre vacant lot located at 926
Carver Street.
(No opposition to the proposed amendment has been received. The Planning
and Zoning Commission recommends approval of the application.)
A public hearing was held for Application No. 814-7-2016.
Applicants Nora Beltran and Roxana Costaneda stated that they are proposing to
build a duplex on the vacant lot that they have jointly owned since 2006. A
duplex was previously located on this lot but was demolished prior to their
purchase of the property. Ms. Beltran stated that she owns approximately 20
residential rental properties in Mesquite but the proposed new duplex would be
occupied by family members.
Freddie Orr, 4416 Ashwood Drive, spoke in favor of the zoning change.
Richard Gertson, Director of Planning and Development, stated that there have
been past issues at Ms. Beltran’s rental properties.
No others appeared regarding the zoning change. Mayor Pickett declared the
public hearing closed.
Councilmembers expressed appreciation to the applicant for their desire to build
in Mesquite but expressed concerns regarding adding possible rental properties
to the neighborhood.
Mr. Archer moved to deny Application No. 814-7-2016 for a rezoning from R-3,
Single-Family, to D, Duplex, for a 0.3-acre vacant lot located at 926 Carver Street.
Motion was seconded by Mr. Tarpley and approved unanimously.

APPOINTMENTS TO BOARDS AND COMMISSIONS
20 Consider appointment of one regular member and one alternate member to the
Parks and Recreation Advisory Board/Tree Board for terms to expire October
21, 2016, and one alternate member for a term to expire October 21, 2017.
Mr. Noschese moved to appoint Keith Briggs as a regular member to the Parks
and Recreation Advisory Board/Tree Board for a term to expire October 21, 2016,
and Sheila Lynn as an alternate member for a term to expire October 21, 2017.
Motion was seconded by Mr. Casper and approved unanimously.
EXECUTIVE SESSION - EXECUTIVE CONFERENCE ROOM - 7:50 P.M.
Mayor Pickett announced that the City Council would meet in Executive Session pursuant to Section
551.074 of the Texas Government Code to consider the appointment, evaluation, employment,
reassignment, duties, discipline or dismissal of the City Manager, City Attorney, Municipal Court
Judge, City Secretary, members of the various City boards and commissions, and City officers or
other City employees (Discuss the appointment of Police Chief, Assistant City Manager and Assistant
Manager of Economic Development); whereupon, the City Council proceeded to meet in the Executive
Conference Room. After the closed meeting ended at 8:29 p.m., the City Council reconvened in Open
Session.
No executive action was necessary.
ADJOURNMENT
Mr. Noschese moved to adjourn the meeting. Motion was seconded by Mr.
Casper and approved unanimously. The meeting adjourned at 8:29 p.m.

Development); Texas Tax Code Section 321.3022 (Sales Tax Information) and Texas Government Code
Section 418.183(f) (Emergency Management).
