SPECIAL ANNOUNCEMENTS
(1) Mr. Aleman congratulated the Poteet High School football team for advancing to the State
semi-finals competition. He encouraged community support this Friday night.
(2) Mr. Aleman announced that the Seventh Day Adventist Church will host a block party for the
Mesquite Park neighborhood on Sunday, December 11, 2016, from 11:00 a.m. to 3:00 p.m. He invited
all residents to meet at the corner of Paza Drive and Wilkson Drive for this event.
(3) Mr. Aleman stated that a crime watch meeting for the Creek Crossing South neighborhood will be
held on Monday, December 12, 2016, at 7:00 p.m. at the Landmark Family Church, 2523 Clay Mathis
Road, and invited citizens to attend.
(4) Mr. Archer encouraged citizens to participate in community-wide events.
(5) Mr. Archer announced that a “Celebration of Success Cook-Out” will take place on Saturday,
December 10, 2016, at Tisinger Park, at the corner of Hillcrest Street and Northridge Drive, from 11:00
a.m. to 1:00 p.m. to thank citizens for their patience during the various phases of the neighborhood
street improvements through the Real. Texas. Roads. program. A free lunch will be provided along
with games, street bond fun facts and City Council meet and greet. He invited the community to
attend.

Mr. Tarpley moved to approve the items on the Consent Agenda, as follows.

restrictions along Front Street.

Ordinance No. 4462, AN ORDINANCE OF THE CITY OF MESQUITE, TEXAS,
AMENDING CHAPTER 9 OF THE CODE OF THE CITY OF MESQUITE, TEXAS, AS
AMENDED, UNDER SECTION 9-200 TO REFLECT PARKING RESTRICTIONS
ALONG FRONT STREET; PROVIDING A REPEALER CLAUSE; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING FOR A PENALTY NOT TO EXCEED FIVE
HUNDRED ($500.00) DOLLARS FOR EACH OFFENSE; AND PROVIDING AN

MESQUITE, TEXAS, ADOPTING A TAX LIEN FORECLOSURE POLICY.

5 A resolution endorsing the 2016-17 Impaired Driving Mobilization Grant for the
Selective Traffic Enforcement Project (STEP), approving the contribution of
City funds in the amount of $2,617.51 and authorizing the City Manager to
execute the necessary documents with the Texas Department of
Transportation.

Resolution No. 52-2016, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MESQUITE, TEXAS, ENDORSING THE 2016-17 IMPAIRED DRIVING
MOBILIZATION GRANT FOR THE SELECTIVE TRAFFIC ENFORCEMENT
PROJECT; APPROVING THE CONTRIBUTION OF CITY FUNDS IN THE AMOUNT
OF $2,617.51; AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENTS WITH THE TEXAS DEPARTMENT OF

DIR-TSO-3652, in the amount of $144,697.50.)

8 Authorize the City Manager to execute a Professional Engineering Services
Contract with Binkley & Barfield, Inc., to prepare construction plans and
specifications for the reconstruction of Gus Thomasson Road from US
Highway 80 to Town East Boulevard in the amount of $1,034,000.00.

9 Authorize the City Manager to execute an amendment to the Interlocal Public
Transit Service Agreement with Dallas Area Rapid Transit Bus Service, LGC,
and STAR Transit.

10 Authorize the City Manager to execute a cooperative agreement with the North
Central Texas Council of Governments for implementation of an urbanized
formula funds project.

11 Accept offer of property donation located at 1750 Pioneer Road and authorize

12 Consider appointment of Karen Tracy to the Personnel/Trial Board for a term
to expire November 7, 2019, and confirmation of appointment by the City
Manager of Karen Tracy to serve as a member of the City of Mesquite Fire
Fighters’ and Police Officers’ Civil Service Commission for a term to expire
November 7, 2019.
Mr. Archer moved to appoint Karen Tracy to the Personnel/Trial Board for a term
to expire November 7, 2019, and confirm appointment by the City Manager of
Karen Tracy to serve as a member of the City of Mesquite Fire Fighters’ and
Police Officers’ Civil Service Commission for a term to expire November 7, 2019.
Motion was seconded by Mr. Tarpley and approved unanimously.
13 Consider appointment of three regular members to the Keep Mesquite
Beautiful, Inc., Board of Directors for terms to expire December 31, 2019.
Mr. Casper moved to appoint Jennifer Hammett, Jennifer Sloan and Michael
Gibson as members of the Keep Mesquite Beautiful, Inc., Board of Directors for

terms to expire December 31, 2019. Motion was seconded by Mr. Archer and
approved unanimously.
14 Consider appointment of two regular members to the Municipal Library
Advisory Board for terms to expire December 4, 2018.
Mr. Noschese moved to appoint Richard Larson and Karen Eberle as regular
members of the Municipal Library Advisory Board for terms to expire December
4, 2018. Motion was seconded by Mr. Aleman and approved unanimously.
15 Consider appointment of two regular members to the Mesquite Housing Board
for terms to expire December 3, 2018.
Mr. Casper moved to appoint Keshunia Johnson-Hood and Wynelle Ivey as
regular members of the Mesquite Housing Board for terms to expire December 3,
2018. Motion was seconded by Mr. Noschese and approved unanimously.
ADJOURNMENT
Mr. Noschese moved to adjourn the meeting. Motion was seconded by Mr.
Archer and approved unanimously. The meeting adjourned at 7:13 p.m.

Pursuant to Section 551.074 of the Texas Government Code, the City Council may consider the
appointment, evaluation, employment, reassignment, duties, discipline or dismissal of the City Manager,
City Attorney, Municipal Court Judge, City Secretary, members of the various City boards and commissions,
and City officers or other employees. A complete list of the members of the City boards and commissions is
on file in the City Secretary’s office.
Following discussions in executive session, the City Council will reconvene in open session where any final
action regarding executive session items will be taken.
The City Council reserves the right to adjourn into executive session at any time during the course of this
meeting to discuss any of the matters posted on this agenda, when such executive session is authorized by
Texas Government Code Section 551.071 (Consultation with Attorney), 551.072 (Deliberations regarding
