AGENDA REVIEW
STAFF PRESENTATIONS
1 Receive briefing regarding Employee Group Health Fund.
2 Receive briefing regarding the IH-635 East Project.
Council indicated support for the project with emphasis on interchange
reconstruction.
3 Receive briefing regarding residential solid waste collection services.
4 Receive briefing regarding revised options for the Texas Department of
Transportation’s Noise Wall Program along IH-635 in Mesquite.
Council directed staff to submit Option 4, a simple end panel with the City name
and year of incorporation, to TxDOT.

5 Receive preliminary financial statements for fiscal year ending September 30,
2016.
Debbie Mol, Director of Finance, presented the preliminary financial statements
for fiscal year ending September 30, 2016.

SPECIAL ANNOUNCEMENTS
(1) Mr. Aleman announced that a new crime watch group for the Mesquite Park neighborhood will hold
a meeting on Monday, January 30, 2017, at the Seventh Day Adventist Church, 300 Paza Drive, at
7:00 p.m. and encouraged everyone in the neighborhood to attend.
(2) Mr. Aleman stated that the American Heart Association recently kicked -off their annual “Go Red for
Women” campaign. He encouraged citizens to wear red on Friday, February 3, 2017, to support
women and their fight against heart disease.
(3) Mr. Noschese stated that the 85th Texas Legislature is now in session and expressed his
disappointment in their attack on public schools. He encouraged citizens to support our public schools
and teachers by attending the annual Lone Star Legacy Gala, a fundraising event for the Mesquite
Independent School District Education Foundation, on Saturday, February 25, 2017, at the Mesquite
Arena with Grammy award-winning entertainer Rick Springfield performing.
(4) Mr. Archer announced that a Town Hall meeting will be held on Tuesday, January 31, 2017, at City
Hall to discuss solid waste services and encouraged citizens to take this opportunity to learn more
about our community.
CITIZENS FORUM
(1) Lauren Armstrong, 3410 Caracas Drive, expressed support for the revitalization of Heritage
Square.
PRESENTATION
6 Presentation to Special Olympics Team Mesquite.
Wayne Larson, Director of Communications and Marketing, stated that the
Special Olympics is a part of the Parks and Recreation Department’s Therapeutic
Recreation program that provides opportunities for qualified athletes to compete
in Special Olympics. The athletes are part of “Team Mesquite” and participate in
many local competitions. A brief video was shown.
Kevin Smiley, Mesquite Police Officer, stated that he supports the Mesquite
Special Olympics program and is a parent of a Special Olympics athlete. He
invited everyone to attend the Polar Plunge which is scheduled for Saturday,
January 21, 2017, at the City Lake Aquatic Center with registration at 8:00 a.m.
and the Plunge beginning at 10:00 a.m. All of the proceeds from this event
benefits Special Olympics of Texas.
The following members of “Team Mesquite” were recognized: Carlos Vertiz,
Lukas Lindsey, Vincent Ramirez, Johnathon Starks, Suraj Narottam, Jesus Deza,
Monica Perez, CJ Clardy, Warren Jacobs, Jr., and LaKeldrick Clark.

8 An ordinance revising Ordinance No. 4250 thereby amending the meeting
schedule for the Mesquite Housing Board.

Ordinance No. 4470, AN ORDINANCE OF THE CITY OF MESQUITE, TEXAS,
AMENDING ORDINANCE NO. 4250 THEREBY AMENDING THE ORGANIZATIONAL
STRUCTURE AND OPERATING RULES FOR THE MESQUITE HOUSING BOARD
BY ESTABLISHING MEETINGS ON THE THIRD THURSDAY OF THE MONTH;
PROVIDING A REPEALER CLAUSE; AND PROVIDING A SEVERABILITY CLAUSE.
(Ordinance No. 4470 recorded on page of Ordinance Book No. 108.)
9 Bid No. 2017-031 - Purchase of Light Duty Trucks.
(Staff recommends award to Caldwell Country Chevrolet, in Caldwell, Texas,
through BuyBoard Contract No. 526-16, sponsored by the Texas Association
of School Boards, in the amount of $456,225.00.)
Approved on the Consent Agenda.

Mr. Noschese moved to adjourn the meeting. Motion was seconded by Mr.
Casper and approved unanimously. The meeting adjourned at 7:24 p.m.

Pursuant to Section 551.074 of the Texas Government Code, the City Council may consider the
appointment, evaluation, employment, reassignment, duties, discipline or dismissal of the City Manager,
City Attorney, Municipal Court Judge, City Secretary, members of the various City boards and
commissions, and City officers or other employees. A complete list of the members of the City boards and
commissions is on file in the City Secretary’s office.
Following discussions in executive session, the City Council will reconvene in open session where any
final action regarding executive session items will be taken.
The City Council reserves the right to adjourn into executive session at any time during the course of this
meeting to discuss any of the matters posted on this agenda, when such executive session is authorized by
Texas Government Code Section 551.071 (Consultation with Attorney), 551.072 (Deliberations regarding
Real Property), 551.073 (Deliberations regarding Gifts or Donations), 551.074 (Personnel Matters),
551.076 (Deliberations regarding Security Devices or Security Audits) and 551.087 (Economic
