Galloway | Mesquite, Texas Present: Mayor Stan Pickett and Councilmembers Bruce Archer, Jeff Casper, Bill Porter, Dan Aleman and Dennis Tarpley, City Manager Cliff Keheley and City Secretary Sonja Land. Absent: Councilmember Greg Noschese. PRE-MEETING - TRAINING ROOMS A&B - 5:30 P.M. AGENDA REVIEW CITY COUNCIL/STAFF WORK SESSION - CITY COUNCIL CHAMBER - 6:05 P.M. 1 Receive quarterly report from Police Department. Police Chief Charles Cato gave an overview of the Police Department quarterly report. He stated that the Uniform Crime Statistics are down seven percent over the past five years with 90 percent of all reported crimes being property crimes. There are currently 16 police officer vacancies. However, two police officers were recently sworn in as lateral transfers and a police academy is currently in session. With assistance from the Human Resources Department, the Mesquite Police Department (MPD) will begin a recruiting campaign to attract police officers from the East Texas area. Chief Cato reviewed the current MPD staffing levels as well as the current MPD Projects, which includes two Canine Officers, a School Resource Officer, two Crime Analysts, two Public Service Professionals, Civilian Dispatch Manager, polygraph outsourcing, eight LIDAR radar units, implementation of Spillman software, Deploy software, online reporting software, ATACRAIDS software, five mobile monitoring systems, mobile License Plate Recognition system, 120 Watch Guard video camera systems and mobile data computer replacements. Councilmembers expressed appreciation to Chief Cato and the Mesquite Police Department for their hard work and dedication to our community. 2 Receive a briefing regarding the U.S. Highway 80 Project by the Texas Department of Transportation. Jerry Dittman, Deputy City Manager, introduced Jeremy McGahan, Consultant Project Manager with Halff & Associates, Inc., for the US 80 Project from IH-30 to FM 460. Mr. McGahan stated that the US 80 Project (Project) begins at IH-30 and proceeds 11 miles to the east and ends west of the City of Forney at FM 460. He reviewed the Project Development Process and stated that the focus is currently on the Preliminary Design Schematic and the Environmental Study and Documentation. City of Mesquite, Texas Page 1 City Council Minutes - Final March 20, 2017 Once the environmental clearance has been received, final detailed design will be completed concurrently with the right-of-way acquisition and then construction will begin. Mr. McGahan reviewed the daily traffic volumes and stated the current design has been slightly altered – the lanes inside/west of IH-635 will have a concrete barrier with no grassy median and the lanes outside/east of IH-635 are designed to include a grassy median to allow for future expansion. The Project is at a 60 percent level of design with the Public Meeting scheduled for Tuesday, March 28, 2017, from 6:00 p.m. – 8:00 p.m. in the North Mesquite High School cafeteria. Mr. McGahan reviewed the Project Schedule with a final environmental clearance in October 2018 and Project letting to be held in the Fall of 2022. Mayor Pickett expressed appreciation to Mr. McGahan for his presentation. The Work Session ended at 6:48 p.m. REGULAR CITY COUNCIL MEETING - CITY COUNCIL CHAMBER - 7:02 P.M. SPECIAL ANNOUNCEMENTS (1) Mr. Aleman stated that the first Spanish speaking crime watch meeting was recently held with plans to hold one each quarter. (2) Mr. Aleman announced that a Creek Crossing neighborhood crime watch meeting will take place on Thursday, April 6, 2017, at 7:00 p.m., at Calvary Temple Community Church, 1401 Clay Mathis and invited residents to attend. (3) Mr. Archer announced that a Town Hall meeting will be held on Tuesday, March 28, 2017, at City Hall, to discuss traffic safety and encouraged citizens to attend. Ordinance No. 4472, AN ORDINANCE OF THE CITY OF MESQUITE, TEXAS, AMENDING CHAPTER 2 OF THE CODE OF THE CITY OF MESQUITE, TEXAS, AS AMENDED, BY ADDING A NEW SECTION 2-5 THEREBY AUTHORIZING THE CITY MANAGER AND OTHER DESIGNATED CITY OFFICIALS TO EXECUTE CERTAIN CONTRACTS, CHANGE ORDERS, AND INTERLOCAL AGREEMENTS NOT TO EXCEED $50,000.00; FURTHER ADDING A NEW SECTION 2-6 THEREBY AUTHORIZING THE CITY ATTORNEY TO INSTITUTE LAWSUITS, RETAIN OUTSIDE LEGAL COUNSEL, SETTLE AND PAY CERTAIN LAWSUITS, CLAIMS, FINES, PENALTIES, SANCTIONS AND SEVERANCE; PROVIDING A REPEALER CLAUSE AND SPECIFICALLY REPEALING RESOLUTION NOS. 40-64, 22-87, 43-88, 29-95, 38-2000, 26-2005, 57-2006, 39-2008 AND 47-2016 AS WELL AS ORDINANCE NOS. 2218, 2898, 3441, 3884 AND 4412 IN THEIR ENTIRETY; AND PROVIDING A SEVERABILITY CLAUSE. (Staff recommends award to Lantana, Inc., through the Texas Department of Information Resources Contract No. DIR-TSO-2654 in the amount of $64,755.44.) Approved on the Consent Agenda. 13 Authorize the City Manager to finalize and execute a contract with Data Transfer Solutions, LLC, to prepare a pavement assessment in the amount of $129,592.00. Approved on the Consent Agenda. 14 Authorize the City Manager to execute a Child Care Local Match Contribution Agreement with the Texas Workforce Commission for Workforce Solutions of Greater Dallas to maximize federal funding. Approved on the Consent Agenda. 16 Approve Amendment No. 4 to the 2016-17 Police Seizure Budget in accordance with Title 28, Section 524 of the United States Code and Chapter 59 of the Texas Code of Criminal Procedure in the amount of $1,294,000.00. Approved on the Consent Agenda. PUBLIC HEARING 17 A. Conduct a public hearing regarding the Parks and Recreation Department Youth Programs Standards of Care. B. Consider an ordinance repealing Ordinance No. 4418 in its entirety and adopting revised Parks and Recreation Department Youth Programs Standards of Care. A public hearing was held to consider the Parks and Recreation Department Youth Programs Standards of Care. Nikki Sassenus, Manager of Recreation Services, stated that a Standards of Care policy is reviewed annualy and adopted by ordinance, after holding a public hearing. State law allows municipalities to adopt a Standards of Care policy providing for self-regulation of after school and summer youth programs and exempts the City from State child-care licensing requirements. No one appeared regarding the Parks and Recreation Department Youth Programs Standards of Care. Mr. Archer moved to approve Ordinance No. 4473, AN ORDINANCE OF THE CITY OF MESQUITE, TEXAS, ADOPTING YOUTH PROGRAMS STANDARDS OF CARE; PROVIDING A REPEALER CLAUSE; AND PROVIDING A SEVERABILITY CLAUSE. Motion was seconded by Mr. Porter and approved unanimously. (Ordinance No. 4473 recorded on page of Ordinance Book No. 108.) OTHER BUSINESS 18 Consider scheduling a special City Council meeting to canvass the returns for the May 6, 2017, General Election. Mr. Archer moved to schedule a special meeting to be held at 6:00 p.m., on Wednesday, May 17, 2017, to canvass the results of the May 6, 2017, General Election. Motion was seconded by Mr. Aleman. On call for a vote on the motion, the following votes were cast: Ayes: Archer, Aleman, Pickett, Casper, Porter Nayes: Tarpley Absent: Noschese Motion carried. The City Council met in Executive Session pursuant to Section 551.087 of the Texas Government Code to consider commercial or financial information regarding business prospects or projects (Discuss economic development incentives for a prospective business interested in locating in Downtown Mesquite); whereupon, the City Council proceeded to meet in the Executive Conference Room. After the closed meeting ended at 7:57 p.m., the City Council reconvened in Open Session. No executive action was necessary. ADJOURNMENT Mr. Aleman moved to adjourn the meeting. Motion was seconded by Mr. Casper and approved unanimously.
