Absent: Councilmember Greg Noschese. PRE-MEETING - TRAINING ROOMS A&B - 5:30 P.M. AGENDA REVIEW STAFF PRESENTATIONS 1 Receive briefing regarding proposed amendments to Article V, Chapter 5 of the City Code on fence construction, height and materials. EXECUTIVE SESSION - EXECUTIVE CONFERENCE ROOM - 6:30 P.M. Mayor Pickett announced that the City Council would meet in Executive Session pursuant to Section 551.071 of the Texas Government Code to consider pending and contemplated litigation subjects or settlement offers; whereupon, the City Council proceeded to meet in the Executive Conference Room . After the closed meeting ended at 6:59 p.m., the City Council reconvened in Open Session. No executive action was necessary. REGULAR CITY COUNCIL MEETING - CITY COUNCIL CHAMBER - 7:01 P.M. INVOCATION Reginald Jefferson, Senior Pastor, New Hope Baptist Church, Mesquite, Texas. PLEDGE OF ALLEGIANCE Finnegan Caplette, President's Volunteer Service Award Recipient, and members of Mesquite Elks Lodge No. 2404. SPECIAL ANNOUNCEMENTS (1) Mayor Pickett stated that he has a retail location in Canton. The store was not damaged by last Saturday’s storms and tornadoes but some of his employees, along with many others in the area, were affected. He asked everyone to keep the victims of these storms in their thoughts and prayers. City of Mesquite, Texas Page 1 City Council Minutes - Final May 1, 2017 (2) Mayor Pickett announced that the Mesquite Ministerial Alliance and the City of Mesquite will be hosting the 14th Annual Mayor’s Prayer Breakfast, in conjunction with the National Day of Prayer, on Thursday, May 4, from 7:00 a.m. to 8:00 a.m. at Family Cathedral, 790 Windbell Circle. This event is free but asked that attendees RSVP for the event at www.cityofmesquite.com/breakfast. An additional service will be held the same day at Noon in the City Council Chambers at City Hall. He invited everyone to attend one or both events. (3) Mr. Aleman encouraged everyone to support the City’s “Drive Like Your Family Lives Here” public education campaign to help improve traffic safety by targeting motorist, cyclist and pedestrian behaviors. The City will use a variety of bilingual communications including outdoor signage and social media to remind the community about the importance of traffic safety. Free vehicle decals are available in English and Spanish at various City buildings. (4) Mr. Aleman expressed condolences to the Mesquite High School family who lost a 15-year-old football player in a tragedy this past weekend. He requested prayers for the teachers, coaches, students and family that is struggling with this loss. (5) Mr. Porter stated that the Mesquite Independent School District and City of Mesquite is hosting a teacher job fair this Saturday, May 6, 2017, at the Mesquite Convention Center. He encouraged everyone to pass this information to anyone in need of a teaching position. (6) Mr. Archer encouraged residents to support the City’s “Drive Like Your Family Lives Here” campaign and Mesquite Independent School District’s "Read Play Talk" reading initiative. PRESENTATIONS 2 Recognize Small Business Week video participants. Wayne Larson, Director of Communications and Marketing, stated that two of the City Council’s goals are to share our story and small business retention. Staff produced a video in which four locally-owned businesses and their owners were featured, in recognition of National Small Business Week, which will be used in a variety of communications and marketing efforts including social media, printed publications and media relations. The video was shown highlighting Mayor Pickett’s visits to each of the four businesses. Kim Buttram, Assistant Manager of Economic Development, recognized Hannah’s Gluten Free Bakery, Rodeo City Popcorn, Oswalt’s Car Repair and Pieced Together Studio and each owner was presented a certificate by Mayor Pickett. APPOINTMENTS FOR PERSONAL APPEARANCE 3 Appointment - Representatives of First Southwest Company. (Representatives of First Southwest Company will review pricing for the issuance and sale of bonds.) Jason Hughes, Managing Director, First Southwest Company, reviewed pricing for the issuance and sale of three bond issues: (1) $8,285,000, Combination Tax and Limited Surplus Revenue Certificates of Obligation, Series 2017; (2) $7,600,000, General Obligation Refunding Bonds, Series 2017 and (3) $7,970,000, Waterworks and Sewer System Revenue Refunding and Improvement Bonds, Series 2017. 4 An ordinance authorizing the issuance of City of Mesquite, Texas, General Obligation Refunding Bonds, Series 2017, approving an official statement, authorizing the execution of a purchase agreement and an escrow agreement, making provisions for the security thereof, providing an effective date and City of Mesquite, Texas Page 2 City Council Minutes - Final May 1, 2017 ordaining other matters relating to the subject. Mr. Archer moved to approve Ordinance No. 4482, AN ORDINANCE OF THE CITY OF MESQUITE, TEXAS, AUTHORIZING THE ISSUANCE OF CITY OF MESQUITE, TEXAS GENERAL OBLIGATION REFUNDING AND IMPROVEMENT BONDS, SERIES 2017; APPROVING AN OFFICIAL STATEMENT; AUTHORIZING THE EXECUTION OF A PURCHASE AGREEMENT AND AN ESCROW AGREEMENT; MAKING PROVISIONS FOR THE SECURITY THEREOF; PROVIDING AN EFFECTIVE DATE; AND ORDAINING OTHER MATTERS RELATING TO THE SUBJECT. Mr. Aleman moved to Ordinance No. 4484, AN ORDINANCE OF THE CITY OF MESQUITE, TEXAS, AUTHORIZING THE ISSUANCE OF CITY OF MESQUITE, TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE REFUNDING AND IMPROVEMENT BONDS, SERIES 2017; APPROVING AN OFFICIAL STATEMENT; AUTHORIZING THE EXECUTION OF A PURCHASE AGREEMENT AND ESCROW AGREEMENT; MAKING PROVISIONS FOR THE SECURITY THEREOF; PROVIDING AN EFFECTIVE DATE; AND ORDAINING OTHER MATTERS RELATING TO THE SUBJECT. Mr. Casper moved to approve Resolution No. 20-2017, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MESQUITE, TEXAS, APPROVING AND AUTHORIZING THE EXECUTION AND DELIVERY OF A PROJECT AGREEMENT WITH MESQUITE QUALITY OF LIFE CORPORATION FOR THE PAYMENT OF City of Mesquite, Texas Page 3 City Council Minutes - Final May 1, 2017 COSTS RELATED TO RECONSTRUCTION OF TOWN EAST BOULEVARD FROM SKYLINE DRIVE TO MILITARY PARKWAY AND CONSTRUCTION OF AN ADJACENT PEDESTRIAN TRAIL; APPROVING EXPENDITURE OF FUNDS BY THE CORPORATION IN CONNECTION THEREWITH; AND CONTAINING OTHER PROVISIONS RELATED THERETO. Approved on the Consent Agenda. 15 Bid No. 2017-073 - Purchase of 2017 Ford F-350 6.7L Diesel Chassis Ambulance Remount. (Staff recommends award to low bidder Frazer, Ltd., in Houston, Texas, from Sterling McCall Ford through the Houston-Galveston Area Council of Governments Cooperative Purchasing Program, in the amount of $123,700.00.) Approved on the Consent Agenda. 16 Authorize the City Manager to execute a change order to Bid No. 2016-050 - 2016 Annual Pavement Milling and Rehabilitation (Section A), with Austin Bridge & Road, Inc., in the amount of $74,120.00. Approved on the Consent Agenda. 17 Authorize the City Manager to execute a change order to Bid No. 2016-051 - 2016 Annual Pavement Milling and Rehabilitation (Section B), with Austin Bridge & Road, Inc., in the amount of $74,120.00. Approved on the Consent Agenda. CONSENT AGENDA ITEM CONSIDERED SEPARATELY 10 An ordinance amending Chapter 6 of the City Code thereby adopting the 2015 Edition of the International Fire Code, effective June 1, 2017. Mark Kerby, Fire Chief, stated that the Fire Department is currently utilizing the 2009 Edition of the International Fire Code and is requesting adoption of the 2015 edition. The North Central Texas Council of Governments reviews the latest editions of the code and recommends uniform amendments for the North Central Texas region. Alfred Paster, Fire Marshall, stated that the most significant change is a $75 inspection fee for annual fire inspections when an inspector has to return to inspect a property three or more times. New construction of self storage facilities now requires sprinkler systems as the property is considered private property and the contents of each unit is unknown. Mr. Tarpley moved to approve Ordinance No. 4486, AN ORDINANCE OF THE CITY OF MESQUITE, TEXAS, AMENDING CHAPTER 6 OF THE CODE OF THE CITY OF MESQUITE BY DELETING SECTIONS 6-1 THROUGH 6-6 IN THEIR ENTIRETY AND ADDING NEW SECTIONS 6-1 THROUGH 6-6 THEREBY ADOPTING THE INTERNATIONAL FIRE CODE, 2015 EDITION, BY PROVIDING CERTAIN AMENDMENTS AND DELETIONS THERETO; PROVIDING FOR A PENALTY NOT TO EXCEED TWO THOUSAND ($2,000.00) DOLLARS FOR EACH OFFENSE; PROVIDING FOR A REPEALER CLAUSE; PROVIDING FOR A SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE THEREOF.
