Present: Mayor Stan Pickett and Councilmembers Dan Aleman, Tandy Boroughs, Robert Miklos, Jeff
Casper and Bruce Archer, City Manager Cliff Keheley and City Secretary Sonja Land.
Absent: Councilmember Greg Noschese.
SPECIAL CITY COUNCIL MEETING - CITY COUNCIL CHAMBER - 6:01 P.M.
OTHER BUSINESS
1 Canvass results of the Special Election held May 4, 2019, for the purpose of
authorizing the Mesquite City Council to convey by sale up to approximately
171.393 acres of City park land, including adjacent parcels of approximately
87.727 acres of land located at 3811 South Belt Line Road and approximately
83.666 acres of land located at 4600 Mercury Road, the entirety of which is
located in the City of Balch Springs, Dallas County, Texas, and use the
proceeds of the conveyance for the funding and enhancement of the City of
Mesquite park and recreation system.
Sonja Land, City Secretary, read the results, according to the canvass reports
provided by the Dallas County Elections Department, of the Special Election held
May 4, 2019, for the purpose of authorizing the Mesquite City Council to convey
by sale up to approximately 171.393 acres of City park land, including adjacent
parcels of approximately 87.727 acres of land located at 3811 South Belt Line
Road and approximately 83.666 acres of land located at 4600 Mercury Road, the
entirety of which is located in the City of Balch Springs, Dallas County, Texas,
and use the proceeds of the conveyance for the funding and enhancement of the
City of Mesquite park and recreation system.
2 Consider a resolution canvassing the returns and declaring and adopting the
results of the May 4, 2019, Special Election for the purpose of authorizing the
Mesquite City Council to convey by sale up to approximately 171.393 acres of
City park land, including adjacent parcels of approximately 87.727 acres of land
located at 3811 South Belt Line Road and approximately 83.666 acres of land,
located at 4600 Mercury Road, the entirety of which is located in the City of
Balch Springs, Dallas County, Texas, and use the proceeds of the conveyance
for the funding and enhancement of the City of Mesquite park and recreation
system.
Mr. Archer moved to approve Resolution No. 37-2019, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF MESQUITE, TEXAS, CANVASSING THE RETURNS
AND DECLARING THE RESULTS OF THE MAY 4, 2019, SPECIAL ELECTION HELD IN
THE CITY OF MESQUITE, TEXAS, FOR THE PURPOSE OF DETERMINING WHETHER
TO AUTHORIZE THE MESQUITE CITY COUNCIL TO CONVEY BY SALE UP TO

APPROXIMATELY 171.393 ACRES OF CITY PARK LAND AND USE THE PROCEEDS
OF THE CONVEYANCE FOR THE FUNDING AND ENHANCEMENT OF THE CITY OF
MESQUITE PARK AND RECREATION SYSTEM; AND DECLARING AN EFFECTIVE
DATE THEREOF.
Number of votes cast regarding City of Mesquite Proposition A:
NUMBER OF VOTES PERCENTAGE
FOR: 1,226 74.44%
AGAINST: 421 25.56%
Motion was seconded by Mr. Casper and approved unanimously. (Resolution No.
37-2019 recorded in Resolution Book No. 57.)
ADJOURNMENT
Mr. Casper moved to adjourn the meeting. Motion was seconded by Mr. Aleman
and approved unanimously. The meeting adjourned at 6:05 p.m.

Pursuant to Section 30.06, Penal Code (trespass by license holder with a concealed handgun), a
person licensed under Subchapter H, Chapter 411, Government Code (handgun licensing law), may
not enter this property with a concealed handgun.
