SPECIAL ANNOUNCEMENTS
1. Ms. Anderson invited citizens to attend the Mesquite Arts Council ’s concert series “Mesquite Rocks!”
on Thursday, July 21, 2022, from 7:00 p.m. to 9:00 p.m., at the Mesquite Arts Center, 1527 North
Galloway Avenue. Cover band “Who’s Best” will perform the best of The Who. On Saturday, July 23,
2022, the Off The Rails concert series will feature jazz musician Alaina Nelson Quintet from 6:00 p.m.
to 8:00 p.m. at Front Street Station.
2. Mr. Smith announced that in conjunction with Parks and Recreation Month, the Mesquite Parks and
Recreation Department will be hosting a “Pop-up at the Park” event on Saturday, July 23, 2022, from
9:00 a.m. to Noon, at KidsQuest Park, 1625 Gross Road. This family-friendly event will feature yard
games, the Read. Play. Talk. learning bus, arts and crafts booths and much more.

3. Mr. Smith announced that the Mesquite Tri-East NAACP will be partnering with New Light Church,
1300 Belt Line Road, to sponsor a Back-to-School Rally on Saturday, July 30, 2022, from 11:00 a.m. to
3:00 p.m. He encouraged citizens to stop by for free school supplies, backpacks, food and fun .
Immunizations will also be offered.
4. Mr. Boroughs invited citizens to attend a Budget Town Hall Meeting on Tuesday, July 19, 2022, at
City Hall in Training Rooms A and B at 7:00 p.m. Plans for next year’s budget will be discussed. The
meeting can be viewed on the City’s Facebook page or on the City’s website at
www.cityofmesquite.com/budget.
5. Mr. Boroughs encouraged citizens to visit the newly renovated McWhorter Park.
6. Ms. Vidler thanked residents who attended the recent District 3 Neighborhood Meeting and Iglesia
Cielos Abiertos Church, Macedonia Baptist Church and Church on the Hill for sponsoring the event.
7. Ms. Vidler invited citizens to attend the Annual City Council Budget Workshop on Saturday, July 23,
2022, at City Hall in Training Rooms A and B from 8:00 a.m. to 5:00 p.m. Citizens may view the
workshop on the City’s Facebook page or on the City’s website at www.cityofmesquite.com/budget.
8. Mr. Green stated that the new Trash Cart Program began on June 1, 2022, to provide an affordable,
uniform container that meets the intent of the Solid Waste Ordinance. The one -time cart fee may be
paid in full or over a three-month period which will be charged on the resident’s utility bill. Enrollment in
the program is optional for existing Mesquite residents and required with a new utility account.
9. Mr. Casper stated that applications for the 18th Annual Addressing Mesquite Day event will be
accepted through Friday, July 22, 2022. Volunteers will assist with exterior home repairs and yard work
for qualifying disabled and senior citizens. For more information, contact the Office of Neighborhood
Vitality.
10. Mayor Alemán encouraged citizens to donate peanut butter and jelly to the annual “Spread the Love”
campaign as well as financial contributions. These donations will be provided to Sharing Life
Community Outreach to distribute within the Mesquite community to help feed children in need in
Mesquite. One small jar of peanut butter can make up to 15 sandwiches for a family in need.
11. Mayor Alemán reminded citizens to stay hydrated, take care of their pets and look after their senior
neighbors during the extreme heat the community is experiencing.
12. Mr. Boroughs donated $100.00 for the City Council to the Spread the Love campaign.
CITIZENS FORUM
1. Steve Edwards, 4303 Via Barcelona, expressed concerns regarding street repairs in the 4700 block
of Palos Verdes Drive and Annie Thomas Way.
2. Mary Edwards, 4303 Via Barcelona, expressed concerns regarding the need to post Safe Haven
signs on City Fire Stations.

OF $20,000.00 FOR THE LEASE OR PURCHASE OF AN AUTOMATIC LICENSE
PLATE READER (ALPR) SYSTEM; APPROVING THE CONTRIBUTION OF CITY

contract with Priority Public Safety, LLC, in an amount not to exceed
$600,000.00, and to finalize and execute a contract with Pursuit Safety, Inc ., in
an amount not to exceed $600,000.00, through an Interlocal Cooperative
Purchasing Agreement with the City of Allen. The term of each contract is for
one-year, with two additional one-year renewal options. The City Manager is
authorized to exercise the renewal options subject to annual appropriation of
funds.)

10 Bid No. 2022-129 Cityworks License and Management Services.
(Staff recommends award to sole source provider Azteca Systems, LLC, for a
one-year renewal of sole source software, in an amount not to exceed
$68,250.00. The City Manager is authorized to execute any documents
necessary to authorize the one-year renewal.)

11 Authorize the City Manager to finalize and execute a Professional Engineering
Services Contract with Binkley & Barfield, Inc., for final design and construction

12 Call a public hearing for August 1, 2022, 7:00 p.m., at City Hall, Council
Chamber, 757 North Galloway Avenue, Mesquite, Texas 75149, and order the
required public notice for the public hearing be given of the date, time and
location of the hearing for the proposed 2022-23 budget.

PUBLIC HEARINGS
13 Conduct a public hearing to receive citizen input on the proposed Fiscal Year
2022-23 budget.
A public hearing was held regarding the proposed Fiscal Year 2022-23 budget.
Myra Rogers, Manager of Budget and Treasury, stated that this is the second of
City of Mesquite, Texas Page 4

three public hearings regarding the Fiscal Year 2022-23 Budget. The State of
Texas requires one public hearing. However, the City of Mesquite has typically
offered multiple public hearings to receive citizen input. A budget educational
video, along with the results of a Fiscal Year 2022-23 Budget Priority Citizen
Survey, is available on the City’s website. The survey was completed by 519
citizens between June 20, 2022, and July 10, 2022. Results of the survey was
reviewed and provided to the City Council for consideration and will be
presented at the July 19, 2022, Budget Town Hall Meeting. Ms. Rogers reminded
citizens that the City's Transparency Portal can be found on the main page of the
City's website along with detailed schedules for the proposed 2022-23 budget.
The final budget public hearing will be held at the August 1, 2022, City Council
meeting.
No one appeared regarding the proposed Fiscal Year 2022-23 budget.
14 Conduct a public hearing to receive citizen input regarding the proposed
2022-2023 Community Development Block Program (CDBG) budget and
Annual Action Plan.
A public hearing was held regarding the proposed 2022-23 Community
Development Block Program (CDBG) budget and Annual Action Plan.
Maria Martinez, Director of Neighborhood Services, stated that the United States
Department of Housing and Urban Development requires entitlement
communities to prepare an Annual Action Plan in order to receive federal
housing and community development funding. This year's grant is in the amount
of $1,093,795.00 and the total amount requested is $1,447,122.00.
Ms. Martinez stated that this is the first of two required public hearings to receive
citizen input regarding the 2022-23 CDBG budget. A final public hearing will be
held at the August 1, 2022, City Council meeting.
Henry Brown, 1617 Bluebird Lane, expressed concerns regarding the funding
requested by Helen's Project.
Ms. Martinez stated that Helen's Project provides outreach and services including
food, clothing, blankets, transportation, hygiene supplies, document retrieval
assistance and mental health and substance abuse counseling to homeless or
at-risk of homeless Mesquite residents. Funding of $25,000.00 would provide
services to a minimum 120 eligible Mesquite residents facing homelessness.
No others appeared regarding the proposed 2022-23 CDBG budget and Annual
Action Plan.

EXECUTIVE SESSION - CITY COUNCIL CONFERENCE ROOM - 8:07 P.M.
Mayor Alemán announced that the City Council would meet in Executive Session pursuant to Section
551.071 of the Texas Government Code to conduct a private consultation with its attorney related to
pending or contemplated litigation; a settlement offer; and issues in which there exists a duty of the City
Attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the
State Bar of Texas (Review pending and contemplated litigation list and Discuss regulation of
residential property swimming pool and spa rentals); whereupon, the City Council proceeded to meet in
the City Council Conference Room. After the closed meeting ended at 8:39 p.m., the City Council
reconvened in Open Session.
No executive action was necessary.
ADJOURNMENT
Mr. Green moved to adjourn the meeting. Motion was seconded by Mr. Boroughs and approved
unanimously. The meeting adjourned at 8:39 p.m.

Consultation with Attorney
Pursuant to Section 551.071 of the Texas Government Code, the City Council will meet in closed session to
seek the advice of its attorney on a matter in which the duty of the attorney to the governmental body
under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with
the Texas Open Meetings Act. The following subject may be discussed:

Personnel Matters
Pursuant to Section 551.074 of the Texas Government Code, the City Council may consider the
appointment, evaluation, employment, reassignment, duties, discipline or dismissal of the City Manager,
City Attorney, Municipal Court Judge, City Secretary, members of the various City boards and commissions,
and City officers or other employees. A complete list of the members of the City boards and commissions is
on file in the City Secretary’s office.
Following discussions in executive session, the City Council will reconvene in open session where any final
action regarding executive session items will be taken.
The City Council reserves the right to adjourn into executive session at any time during the course of this
meeting to discuss any of the matters posted on this agenda, when such executive session is authorized by
Texas Government Code Section 551.071 (Consultation with Attorney), 551.072 (Deliberations regarding
Real Property), 551.073 (Deliberations regarding Gifts or Donations), 551.074 (Personnel Matters),
551.076 (Deliberations regarding Security Devices or Security Audits) and 551.087 (Economic
