Invocation of TR-20-14 to Provide for the Continuity of Government via Remote Meetings 4. EXECUTIVE SESSION: The Methuen City Council will vote to enter into executive session with the Mayor, the Chief Administrative and Financial Officer, and the City Solicitor under Exemption 3 of the Open Meeting Law (Massachusetts General Laws Chapter 30A, Section 21(a)(3)) to discuss (i) pending litigation (Blanchette v. City of Methuen, Civil Service Commission & Superior Court), where an open meeting may have a detrimental effect on the litigating position of the public body and the Chair so declares; (ii) pending litigation (Methuen Police Superior Officers’ Association Local 17 v. City of Methuen arbitration), where an open meeting may have a detrimental effect on the litigating position of the public body and the Chair so declares; and (iii) collective bargaining strategy with the Methuen Police Superior Officers’ Association Local 17, where an open meeting may have a detrimental effect on the bargaining position of the public body and the Chair so declares. If the City Council enters into executive session, the Council will not vote to reconvene into an open meeting following the conclusion of the executive session. David P.
