Other Officers and Committee Reports 11. Unfinished Business Resolutions:  TR-22-44 – A Resolution Authorizing an Expenditure from the Edwin J. Castle Fund for the American Legion in the Amount of $3,200.00 for Bands for the Memorial Day Parade Ordinances:  None 12. Consideration of Appointments Methuen City Council – Regular Meeting Monday, May 16, 2022 – 7:00 pm Great Hall, Searles Building  The Methuen City Council will vote, in accordance with Section 3-7 of the Charter and Section 3-2A of the City’s Ordinances, to appoint an Acting Mayor designee in the event that an Acting Mayor is needed to serve in accordance with the cited provisions of the Charter and Ordinances. This vote will not elevate the appointed designee into the position of Acting Mayor upon such vote; instead, the designee will only serve if the conditions of Section 3-7 of the Charter and Section 3-2A of the Ordinances are met in the future during this City Council session. 13. New Business Resolutions:  TR-22-45 – A Resolution Authorizing the City of Methuen’s Participation in Municipal Power Supply Aggregation and the Adoption of the City’s Updated Community Choice Power Supply Program Aggregation Plan  TR-22-46 – A Resolution Authorizing the Acceptance of a Low-Income Household Water Assistance Program (LIHWAP) Grant, a Program to Be Operated Locally by the Greater Lawrence Community Action Council (GLCAC) and Funded by the U.S. Department of Health and Human Services (HHS) [EPA requested]  TR-22-47 – A Resolution Authorizing a Transfer from Free Cash of $631,562 for the Funding of Ineligible Expenditures Originally Charged to the CARES Act Coronavirus Relief Fund (CvRF)  TR-22-48 – A Resolution Authorizing a Transfer of $610,585 from Free Cash to Be Transferred to DPW Other Expenses to Fund Necessary Snow and Ice Expenditures  TR-22-49 – A Resolution Authorizing a Transfer of $1,000 from Administration and Finance Other Expenses to Be Transferred to Administration and Finance Personal Expenses to Fund Necessary Expenditures  TR-22-50 – A Resolution Authorizing a Transfer of $59,000 to the Technology Department Other Budget Line, of Which $39,000 Shall Be Transferred from the Technology Department Personal Service Budget Line and $20,000 Shall Be Transferred from the Debt Service Budget Line to Fund Necessary Year-End Expenditures  TR-22-51 – A Resolution Authorizing a Transfer of $80,000 from the Debt Service Budget Line of Which $45,000 Shall Be Transferred to the Accounting Other Expenses Budget Line and $35,000 Shall Be Transferred to the Employee Benefits Budget Line to Fund Necessary Year-End Expenditures  TR-22-52 – A Resolution Approving a Tax Increment Financing (TIF) Agreement by and Between the City of Methuen and Factorial, Inc.
