METHUEN CITY COUNCIL SPECIAL MEETING
MONDAY, JUNE 12, 2023 @6:30 P.M.

Chair Zeigler called the Special Meeting to order at 6:30 p.m. Members present: Councilor
Faretra, Councilor Finocchiaro, Clr. McCarty, Clr. Saba, Clr. Saffie, Clr. Simard, Clr. Beauregard, Clr.
DiZoglio, and Chair Zeigler.
Councilor Finocchiaro said Councilors were given information on Friday and Monday. That is not
adequate time to do what they to do. There were numerous articles of data requested.
MOTION BY: Councilor Finocchiaro, seconded by Councilor Saffie to reconvene as soon as
possible before June 30th. Council has a Special Meeting scheduled for Tuesday.
Chair Zeigler restated the time frame for postponement is two weeks.
Solicitor Rossetti said the motion would be to adjourn the meeting which is not debatable.

by $11,350.
Councilor Saba asked where the funds are coming from.
Councilor DiZoglio responded the bottom line.
Councilor Saba of personal services?
Councilor DiZoglio said Council has a position that has not been filled. Council has not done
anything more yet.
Councilor Finocchiaro stated she proposed a cut for a larger amount for the City Council to
reduce Councilors’ salary increase. That is something the Mayor is doing. If Council decides to do that
in the future or if the Council ends up not hiring someone in the Assistant Clerk position. She would be a
yes vote if she thought that would be where the cut comes from. She will not support this cut. Council
needs to have strategies in place. She is still in favor of cuts in Personal Services but does not want to
bring up every cut proposed in first read.
Councilor DiZoglio said the cut was seconded and rescinded. It is the Mayor’s decision where
funds come from. He could see a cut for $20,000.
Chair Zeigler explained this is the Council’s budget and the decision would be between the Chair
and the Mayor for this budget. For this department, Council has that authority. She would ask the
Council for their input.
Councilor Simard noted that would make a cut from the Councilors’ line item not the clerks.
Councilor Zeigler passed the gavel to the Vice-Chair and explained Council passed an ordinance
for the City Councilors’ salary. They would not be touching the Councilors salaries or the Council Clerk.
Councilor Saba said Council already voted “no” at first read and now trying again. Council voted
to increase the salaries for the Council. The Council Clerk not touched. Just because the assistant did
not work the last time does not mean it will not work. If the Council Clerk decides to leave or retire,
there is institutional knowledge. He does not think the funding in the budget is enough to get a quality
person.

Councilor DiZoglio said that is the point of second read. The funding is not being used at this
time. He is not trying to do the same thing. Councilors will continue to make changes in the budget.
We are doing it to ourselves, not just saying yes. He is trying to cut a lime items not being utilized.

Councilor Finocchiaro the Solicitor’s office has less control of professional services might be a
line utilized. She asked the Solicitor if he felt he could adequately do what he needs to do with the
$35,000 cut and what would he believe that to be.
Solicitor Rossetti said the Mayor’s submission is credible. $35,000 is a 25% cut which will be felt.
Request for a transfer for an issue could come down the road.
Councilor Finocchiaro asked if Councilor Faretra would be amenable to $5,000 cut.
Councilor Faretra asked the CAFO for the actual number for FY 23 for damages and incidentals.
CAFO Duprey responded under $20,000 expended.
Mayor Perry noted he appreciates where this is coming from. But to cut would be a dis-service
to the community. We have this structure where the Solicitor works for the Council. The assistant
solicitor works for the Mayor. The legal department works seamlessly. We could end up taking money
from Free Cash. Another $30,000 for damages and incidentals is trending down. But there is a point of
no return.

Services.
Councilor Saffie provided information to Council, also sent via email, regarding misuse of “out of
classification” funds. About two months a person stepped into the position of working foreman and
continued being paid. Everyone should have been given an opportunity and given a fair shot to the
position. the Mayor and the CAFO were not aware someone was being paid out of classification for a
position that does not exist.
Mayor Perry did not disagree. No employee should be able to alter the pay scale of an
employee. he found out today. No employee can alter an employee’s pay unless they come to Mayor
and Council. He should know about it. There is a process for that.
Councilor Saba asked if this extra position is being funded.
Mayor Perry explained that does not mean the employee is going to be promoted. He does not
know who is going to apply.
Councilor Saba asked if the Mayor considers this an essential position.
Mayor Perry responded, he did, but not anymore.
Councilor DiZoglio said he does not want to penalize the employee.
Solicitor Rossetti cautioned the Council not to let conversation go out of
boundaries/investigatory.
CAFO Duprey said this comes from the water department. There is a lot of “out of classification”
that goes through payroll every week and it was missed. The directive has been in place for years.
Councilor Finocchiaro said she appreciates Councilor Saffie’s candor. She asked the Mayor, after
investigation to resolve this, that he bring a decision to Council whether this position is needed later for
discussion.
Mayor Perry said he learned about this at 3:35 p.m. and is still processing it.
Chair Zeigler echoed what has been said. She did not get a change to look at the email. The
Mayor and CAFO confirmed by Councilor Saffie said. There is a willingness to address what the next step
is. If this is happening in one department, it is happening in other departments.
Mayor Perry said he will come back to Council, not react tonight. He will talk about steps
required to make sure this does not happen again.
Chair Zeigler suggested triggering several levels of approval.
CAFO Duprey said that is something that they already set up, something that happens now.

Chair Zeigler thanked Council for taking the time working on the budget.
The CAFO said a total of $632,000 was cut from this budget.
Chair Zeigler commented there was two months’ notice of the first and second read on this
budget. she reiterated her thanks to everyone for taking the time for this very intentional and
thoughtful process.
