Methuen City Council – Public Hearing (Water & Sewer) Minutes
Monday, June 16th, 2025 @ 6:00 P.M.
Great Hall, Searles Building

1. Roll Call – Members present – Clr. Pesce, Clr. Saffie, Clr. Soto, Clr. Surillo, Clr.
Valley, Clr. Campagnone, Clr. Faretra and Chair Marsan – 1 absent (Clr. DiZoglio)
2. Acceptance of the Agenda – MOTION TO ACCEPT AGENDA by Clr. Surillo,
seconded by Clr. Campagnone – 8 yes, 1 absent (Clr. DiZoglio)
3. Discussion - Chair Marsan recognized CAFO Maggie Duprey, “We all know that
it's the Water and Sewer Enterprise Fund which is a self-supporting fund. We take in
as much as we have for expenditures so that's why we see our line item is whatever it
is --- the $18 million and change. Included in that number are indirect costs where
those funds go back to the General Fund to fund some things similar to what we
talked about with the School Department chargebacks. The Water and Sewer
Enterprise Fund needs to do that as well but that is actual cash that is moving from
one to the other. Yes, the total Enterprise Fund budget is $18,887,852 that is to be
funded not through tax but through the Water and Sewer rates that we have.

3. At this time, the Methuen City Council will hold a public hearing regarding the
FY2026 Water & Sewer Enterprise Fund. Members of the public are invited to
appear at the hearing and offer their input to the City Council regarding the budget.
Members of the public may also submit their input in writing to the Assistant Clerk
of the City Council, Lisa Yarid Ferry at lferry@ci.methuen.ma.us, and have input
read into the record of the meeting.

the City Council, the Mayor’s Office, and the Office of the Accounting Department.
