There are twenty-two public schools in the city, several private and two universities. The Hard Rock Stadium is a major landmark in Miami Gardens, Florida and it is surrounded in close proximity to a plethora of single family homes and some small businesses. Currently, the stadium is home or host to: 1. The Miami Dolphins of the National Football League 2. University of Miami Hurricanes football team 3. The Orange Bowl Classic (American college football bowl game) 4. Miami Open Tennis Tournament 5. Numerous concerts and events through-out the calendar year While these variety of events are great, they generate traffic congestions throughout the city and it is cumbersome to all stakeholders. What is Formula One (1) and its proposal to the City of Miami Gardens? Formula One (1) is a motor sport event which takes place over three days, with a series of practice and qualifying sessions prior to the race day... These cars can race up to 200 miles an hour. Among other things, Formula One (1) generates mega dollars, and tourism; it is foreseeable that there will be days of deafening engine noise; a disruption of the regular flow of traffic and the air quality will be compromised because of engine fumes. These burdensome effects, were a concern to Miami-Dade County and the City of Miami residents, as such they’ve rejected the proposal in their communities. While the race track may not be running through-out the neighborhoods as propositioned to Page 5 of 51 Agenda Item #11.1 the other two entities. The updated proposal is to utilize lanes on 199th Street will add more traffic disruptions to the quality of life and enjoyment for all residing and visiting the City of Miami Gardens. At the community meeting held on Wednesday, September 18, 2019 at 6:00 p.m. at Norland Senior High School at 1051 NW 195th Street, Miami Gardens, Florida, over two hundred residents clearly exhibited their disapproval of Formula One (1) in the neighborhood. They are not happy with the proposal because the short and long term effects on their health and property prices are in question. The residents have the fundamental right to disdain the idea of Formula (One) 1 in their residential area. This is their home, a place where they live, sleep, breathe fresh air and work. Formula One (1) is a misfit for any residential area. Too often corporate America focuses on profit over people’s lives. There is no showing of a positive impact that Formula One (1) races will benefit the residents and the environment. Therefore Councilwoman Odom is recommending that City Council support this resolution in opposition of Formula One (1) Racing in the City of Miami Gardens. Staff Summary Florida Memorial University will be celebrating its Annual Alumni Weekend activities October 25 through 27, 2019. One of the planned activities for this weekend is the basketball program’s preseason pep rally, better known as Midnight Madness. This event is currently scheduled for Saturday, October 26, 2019. Councilman Ighodaro is requesting to waive the fees associated with the use of the Miami Gardens Showmobile. Councilman Ighodaro recognizes the outstanding contributions made by this historical institution and congratulates the administration, faculty and student body on the occasion of their Annual Alumni Weekend and pep rally. Florida Memorial University is the only Historically Black College or University (HBCU) in the Greater Miami, Florida area. The University, which is located within the corporate boundaries of the City of Miami Gardens, Florida, is the product of two institutional merges in 1941 involving Florida Baptist Institute established by the Black Baptist of Florida in Live Oak in 1879, and the Florida Baptist Academy established in Jacksonville, Florida. In 1918, the institute relocated to St. Augustine, Florida where it remained until 1968. The institute changed its name to Florida Memorial College in 1963, relocated to Miami-Dade County (now Miami Gardens) in 1968 and became Florida Memorial University in March 2006. The institute offers 41 undergraduate degree programs and graduate programs in education and business administration. Florida Memorial University is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools, the Association of Collegiate Business Schools and Programs, the National Council for Accreditation of Teacher Education, the National Association of Schools of Music, and the Council on Social Work Page 11 of 51 Agenda Item #11.2 Education. Staff Summary BACKGROUND The City of Miami Gardens requested sealed proposals from qualified responsible vendors with exceptional knowledge, skills, and demonstrated expertise to furnish all labor, equipment and materials required to perform janitorial services for City municipal offices and various park facilities. CURRENT SITUATION On July 3, 2019, Request For Proposal (RFP) Number 18-19-013 for Annual Contract Janitorial Services Citywide was solicited via Bidsync. The RFP was publicly opened on August 8, 2019, three (3) proposals were received from Gum Hunters Carpet and Tile Cleaning Services Corp., Melgar Facility Maintenance, LLC, and United States Service Industries, Inc. An Evaluation Committee (EC) meeting was held on August 19, 2019. The Evaluation Committee evaluated the proposals in accordance with the criteria in the RFP. The Evaluation Committee reviewed and determined that, Gum Hunters Carpet and Tile Cleaning Services Corp., were non-responsive to the requirements of the RFP and that two firms, Melgar Facility Maintenance, LLC, and United States Service Industries, Inc. were responsive and responsible to the requirements of the RFP (Attachment 1). After evaluation and scoring, the Evaluation Committee deemed United States Service Industries, Inc. as the first-ranked firm and recommended them for award (Attachment 2). The Procurement Department applied the City of Miami Gardens Business and Page 17 of 51 Agenda Item #11.3 Resident Economic Growth Plan (CMG-BREP) preference to this project. Melgar Facility Maintenance, LLC and United States Service Industries, Inc., were all compliant to the City of Miami Gardens Business Resident Economic Growth Plan (Exhibit 3). A copy of the proposal document and submittals are available at the Assistant to the Mayor and Council’s Office for review. Fiscal Impact Funding is available in Fiscal Year 2020 General Fund operating budget totaling $157,563 under accounts 001-19-04-519-340-00, 001-72-02-572-461-00, 001-72-05- 572-340-00, 001-72-06-572-340-00. Recommended Action It is recommended that the City Council approve the Selection Committee’s recommendation for award for Request For Proposal Number 18-19-013 for annual Contract Janitorial Services Citywide, to United States Service Industries, Inc. and authorize the City Manager to negotiate and execute a contract with United States Service Industries, Inc. Since the State of Florida Public Employees Relations Commission in 2019 certified the Teamsters to represent these employees, the Teamsters and the City of Miami Gardens entered into negotiations with respect to a Collective Bargaining Agreement commencing on October 1, 2019 through September 30, 2022. Accordingly, the negotiations followed the provisions of the three-year Collective Bargaining Agreement for approximately 60 rank-and-file employees of the Parks and Recreation Department and Public Works Department that became effective on October 1, 2017; which was negotiated by the Federation of Public Employees. The items negotiated include the following; cost-of-living salary increases, merit- based bonuses, personal time off, and out-of-class pay. The Agreement is pending ratification by the Mayor and the City Council if it agrees with the terms. This tentative Agreement was taken for a vote by the union members on September 26, 2019. The Agreement successfully passed. Analysis: The Agreement provides for the following: Cost-of Living Salary Increases. The Agreement provides for a 3.5% wage salary increase for the first year, effective October 1, 2019; a 3.5% wage salary increase for the second year, effective October Page 25 of 51 Agenda Item #11.4 1, 2020; and a 2% cost-of-living increase, effective October 1, 2021. Elimination of Merit-Based Bonuses as a Percentage of Base Pay. The Agreement eliminates a bonus of 1% of base pay for a commendable rating on an annual evaluation and eliminated a bonus of 1% of base pay for an outstanding rating on an annual evaluation. Elimination of 5% Out-of-Class Pay. The Agreement eliminates 5% extra out-of-class base pay for all work done out-of- class where an employee is instructed to perform job duties of a higher graded position. Maximum accumulation of PTO hours at 1040 except if hours were cashed-out prior to October 1, 2019. The Agreement restates that maximum amount of PTO hours that can be accumulated is 1040 hours, which is the same as the maximum amount for general employees. The Agreement also provides that any employee who has received a cash pay-out of PTO time prior to October 1, 2019 will have the maximum PTO( accrual amount reduced by the hours prior cash-out. New employees and employees with less than 5 service years as of September 30, 2019 shall accrue PTO hours at a rate of 6.77 hours per pay period. The Agreement provides that new employees and employees having less than 5 years of service with the City shall accrue PTO hours at a rate of 6.77 hours per pay period.
