Public comments are limited to matters within the scope of jurisdiction of the City Council. Each person, other than members of the city staff, who addresses the City Council shall give their name, address and whether the person is speaking on his or her own behalf, a group of persons, or a third party. When in the determination of the presiding officer, there are many persons wishing to speak on the same proposition, the Presiding Officer may direct that these persons designate a representative(s) to address the City Council rather than all members of such groups. All speakers shall be limited to two minutes, unless further time is given by the presiding officer. All remarks shall be addressed to the City Council as a body and not to any one member. No person, other than City Council members and the person having the floor, shall Page 1 of 22 be permitted to enter any discussion without the permission of the presiding officer. No question shall be asked of a City Council member except through the Presiding Officer. Order shall be maintained. If any person makes personal, irrelevant, impertinent, or slanderous remarks, becomes boisterous while addressing the City Council or becomes too lengthy, abusive, obscene, and/or disruptive or otherwise fails to comply with the orders of the Presiding Officer and is declared out of order, the individual may be subject to removal by the Sergeant-At-Arms. Article VII of the City of Miami Gardens Code entitled, "Lobbyist" requires all lobbyists before engaging in any lobbying activities to register with the City Clerk and submit an annual registration fee of $250.00. This applies to all persons, firms, entities, or corporations that are employed, designated, or retained by a principal, with or without compensation, or that contract with a third-party for economic consideration to perform lobbying activities on behalf of a principal. It includes the principal that lobbies, as well as any employee that has been designated by the principal to perform lobbying activities on behalf of the principal. All not- for-profit organizations, local chamber and merchant groups, homeowner associations, or trade associations and unions must also register. However, an annual registration fee is not required. This is $8.2 million or 7.23% above the budget for FY 2025. Half Cent Sales Taxes • The State’s estimates for Half Cent Sales Tax are estimated $11.88 million, which is $495,119 below the city’s current projections.
