Any member of the public who wishes to submit written communication can do so by emailing the City Clerk at least one hour prior to the meeting at mbataille@miamigardens-fl.gov. All written communication will be recorded in the minutes and forwarded to the Mayor and City Council. Article II, Section 2-60 of the City of Miami Gardens Code entitled "Public Participation" provides that any person making personal, irrelevant, impertinent, or slanderous remarks or who becomes boisterous while addressing the City Council shall not be considered orderly or observing decorum. If any person becomes too lengthy, abusive, obscene, and/or disruptive or otherwise fails to comply with decorum rules, the presiding officer may: •Issue a warning and provide an opportunity for the individual to conclude remarks in a decorous manner and within the designated time limit. •Interrupt and terminate the individual from concluding their remarks. •Bar the individual from further appearance before the City Council, unless or until permission to continue or again address the City Council is granted by a majority vote of the City Council. Order shall be maintained. If any person refuses to obey the orders of the presiding officer and is declared out of order, the individual may be subject to removal by the Sergeant-At-Arms. Article VII of the City of Miami Gardens Code entitled, "Lobbyist" requires all lobbyists before engaging in any lobbying activities to register with the City Clerk and submit an annual registration fee of $250.00. This applies to all persons, firms, entities, or corporations that are employed, designated, or retained by a principal, with or without compensation, or that contract with a third-party for economic consideration to perform lobbying activities on behalf of a Page 1 of 2 principal. It includes the principal that lobbies, as well as any employee that has been designated by the principal to perform lobbying activities on behalf of the principal. All not-for- profit organizations, local chamber and merchant groups, homeowner associations, or trade associations and unions must also register.
