Zoom will be available as an additional means for public participation. Any member of the public who wishes to provide public comment can do so by pre-registering with the City Clerk at least one hour prior to the meeting by emailing mbataille@miamigardens- fl.gov. Article VII of the Miami Gardens Code entitled, “Lobbyist” requires that all lobbyists before engaging in any lobbying activities to register with the City Clerk and pay a one-time annual fee of $250.00. This applies to all persons who are retained (whether paid or not) to represent a business entity or organization to influence “City” action. “City” action is broadly described to include the ranking and selection of professional consultants, and virtually all-legislative, quasi- judicial and administrative action. All not-for-profit organizations, local chamber and merchant groups, homeowner associations, or trade associations and unions must also register however an annual fee is not required. Page 1. Staff Summary The following changes are reflected in the revised FY21 Miami Gardens Community Redevelopment Agency Budget: Per the interlocal agreement with Miami-Dade County, Section III C, the city and county will limit tax increment funds to seventy-five percent (75%). This adjusts the municipal tax increment revenue to $483,451. Also, per the interlocal agreement with Miami-Dade County, Section V, the MGCRA will contribute 25% to the Transportation Fund in support of the North Corridor Project of the Strategic Miami Area Rapid Transit Plan (SMART Plan). Fiscal Impact This FY21 budget revision (1) adjusts the Municipal tax increment revenue to $483,451 and (2) provides $81,319 to Miami-Dade County, which represents 25% of the county TIF towards the SMART Plan. Recommended Action That the Board adopt the revised Fiscal Year 2021 Miami Gardens Community Redevelopment Agency budget, as set forth in Exhibit A. Since all the monies used in financing Community Redevelopment Agency (CAR) activities are locally generated, CRAs are overseen by local government. Redevelopment plans must be consistent with local government comprehensive plans. To document that the required conditions exist, the local government must survey the proposed redevelopment area and prepare a Finding of Necessity. If the Finding of Necessity determines that the required conditioned (slum and blight) exist, the local government may create a Community Redevelopment Agency to provide the tools needed to foster and support positive redevelopment of the targeted area. This Annual Report and Financial Statement is prepared pursuant to Chapter 163 of the Florida Statutes that require each CRA to provide an annual report by March 31st of each year to the Governing Body. This report and financial statement are submitted to fulfill the requirement and provide information to the public for the Fiscal Year 2019 - 2020 (October 1, 2019 – September 30, 2020). This Annual Report and Financial Statement will also be forwarded to our increment partner, Miami-Dade County.
