Article VII of the Miami Gardens Code entitled, “Lobbyist” requires that all lobbyists before
engaging in any lobbying activities to register with the City Clerk and pay a one-time annual
fee of $250.00. This applies to all persons who are retained (whether paid or not) to represent
a business entity or organization to influence “City” action. “City” action is broadly described
to include the ranking and selection of professional consultants, and virtually all-legislative,
quasi-judicial and administrative action. All not-for-profit organizations, local chamber and
merchant groups, homeowner associations, or trade associations and unions must also
register however an annual fee is not required.

Staff Summary
On March 9, 2020, Governor Ron DeSantis declared a State of Emergency due to the
significant outbreak of Novel Coronavirus Disease 2019 (COVID-19).
The City of Miami Gardens faces dangerous conditions of sufficient severity and
magnitude to warrant coordinated local government action to prevent or alleviate the
damage, loss, hardship or suffering threatened or caused thereby. Therefore on
March 11, 2020 Mayor Oliver Gilbert III declared a Local Emergency for the City of
Miami Gardens due to the threat of COVID-19.

The City Council approve the Resolution ratifying the Declaration of Local Emergency
due to COVID-19.

A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, RATIFYING
THE "DECLARATION OF A LOCAL
EMERGENCY" IMPOSED BY THE
MAYOR ON MARCH 11, 2020 DUE TO
NOVEL CORONAVIRUS DISEASE
2019 (COVID-19); PROVIDING FOR
THE ADOPTION OF
REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens faces
dangerous conditions of sufficient
severity and magnitude to warrant coordinated local
government action to prevent or alleviate the damage, loss,
hardship or suffering threatened or caused thereby, and
WHEREAS, Governor Ron DeSantis declared a State
of Emergency for all of Florida due to the threat of Novel
Coronavirus Disease 2019 (COVID-19), and
WHEREAS, Miami-Dade County Mayor Carlos A.
Gimenez declared a State of Emergency for South Florida
due to the threat of COVID-19, and
WHEREAS, on March 11, 2020, Mayor Oliver G.
Gilbert, III, declared a Local Emergency for the City of Miami
Gardens due to the threat of COVID-19, and
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF MIAMI GARDENS,
FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS:
The foregoing Whereas paragraphs are hereby ratified and
confirmed as being true, and the same are hereby made a
specific part of this Resolution.
Section 2: CONFDORIANTION OF THE
DECLARATION OF A LOCAL EMERGENCY: The City
Council of the City of Miami Gardens hereby ratifies the
"Declaration of a Local Emergency" imposed by Mayor
Oliver Gilbert, III, on
March 11, 2020, attached hereto as Exhibit "A".
Section 4: AUTHORIZATION OF CITY
MANAGER: The City Manager in consultation with the Mayor
are hereby authorized to do all things necessary to effectuate the
terms of this Resolution.
Section 5: EFFECTIVE DATE: This Resolution shall
take effect immediately upon its final passage.

DECLARATION OF A LOCAL EMERGENCY
CITY OF MIAMI GARDENS, FLORIDA
WHEREAS, Mayor Oliver Gilbert hereby finds and declares the following:
1. Due to Novel Coronavirus Disease 2019 (COVID-19) and the Declaration of a State of
Emergency by Governor Ron DeSantis, the City of Miami Gardens is facing dangerous conditions of
sufficient severity and magnitude to warrant coordinated local government action to prevent or alleviate
the damage, loss, hardship or suffering threatened or caused thereby;
2. The World Health Organization previously declared COVID-19 a Public Health emergency
of International concern.
3. COVID-19 is a severe acute respiratory illness that can spread among humans through
respiratory transmission and presents with symptoms similar to those of influenza.
4. Due to COVID-19, a condition of extreme peril of life and property necessitates the
proclamation of existence of an emergency;
NOW, THEREFORE, IT IS HEREBY RESOLVED that an emergency now exists throughout
the City of Miami Gardens;
IT IS FURTHER RESOLVED that during the existence of said emergency the powers, functions
and duties of the Mayor/designee of the City of Miami Gardens be those prescribed by State law
and the ordinances, resolutions, and approved plans of the City of Miami Gardens in order to
mitigate the effects of said emergency.
