Staff Summary Clear Channel has indicated that they are unable to meet the financial commitment associated with their billboards located in the City of Miami Gardens because the Covid-19 global pandemic has substantially reduced advertiser’s ability to purchase billboard space. They are interested in entering into in abatement/agreement with the city that would relieve them of their obligation to pay the amount due in 2020. Additionally, the Covid- 19 Pandemic has created a perilous climate for many small businesses in the City, County, State, and Country. Mayor Oliver Gilbert is recommending the City of Miami Gardens forego the annual commitment (2020 payment) made to the city by Clear Channel to establish a short-term business billboard marketing program utilizing excess or unused billboard inventory to assist Businesses, Programs, Developments located and operating in the City of Miami Gardens as they open/reopen and regain their financial footing. Staff Summary Mayor Oliver Gilbert is recommending the City of Miami Gardens establish a COVID- 19 emergency rental assistance program to provide up to a maximum of $4500 per eligible household. The program would be funded through an allocation of Community Development Block Grant (CDBG) funds, which is an eligible Department of Housing and Urban Development activity in response to COVID-19, and augmented with state funding eligible for rental assistance. Background: The Coronavirus Aid, Relief and Economic Security Act (CARES Act) (Public Law 116-136) makes available $5 billion in supplemental Community Development Block Grant (CDBG-CV) funding for grants to prevent, prepare for, and respond to Coronavirus. Additionally, the CARES Act provides CDBG grantees with flexibilities that make it easier to use CDBG-CV grants for Coronavirus response and authorizes HUD to grant waivers and determine any alternative requirements. HUD has announced the allocations of the first $2 billion in CARES Act funding for CDBG grantees. The City of Miami Gardens has received an allocation of $645,962. Any spending must be in accordance with an approved Action Plan and must be an eligible CDBG activity.
