AGENDA TITLE: Resolution for Community Financial Support and Fee Waiver
for Neece Properties for the Phase I, Development of the
Dogwood Addition
BACKGROUND:
• Neece Properties are developing the Dogwood Addition that will consist of eight
(8) duplexes and one (1) single unit on the vacant property adjacent to 14th & B St
NW.
▪ Phase I – Owner responsibility
▪ Three (3) duplexes (6 units)
▪ Infrastructure
• Installation of the sewer and water mains
• Installation of the street
▪ City Support
▪ The waiver of the building permit and inspection fees for Phase I, shall
not exceed $5,000.00.
▪ The Waivers contained herein will be valid for a six (6) month period
from the issuance of the Building Permit. The waivers herein will
likewise be extended to match the permit, at the discretion of the City
Manager.
▪ Waiver of six (6) ¾” water tap fees for Phase I
▪ Waivers of fees associated with City of Miami 30-yard container
rental, including setup and delivery, rental fees, pull fees, and tipping
fees associated with the construction Phase I of the development
project. If a solid waste company other than the City of Miami is used,
tipping and associated fees will be waived. The total waiver incentive
herein shall not exceed $10,000.00 for the development location.
▪ Financial Support regarding DEQ Stormwater Design not to exceed
$10,000.
▪ Total financial support and fee waivers shall not exceed $28,000.
STAFFS RECOMMENDATION:
Staff recommends to Approve the Resolution for Community Financial Support and Fee Waiver
for Neece Properties for the Phase I, Development of the Dogwood Addition, not to exceed
$28,000.

A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF MIAMI,
OKLAHOMA, AND THE BOARD OF TRUSTEES OF THE MIAMI SPECIAL UTILITY
AUTHORITY, AUTHORIZING COMMUNITY FINANCIAL SUPPORT AND FEE
WAIVER TO NEECE PROPERTIES FOR THE DEVELOPMENT OF THREE (3)
DUPLEXES (SIX (6) UNITS), PHASE I OF THE DOGWOOD ADDITION LOCATED
AT 1401, 1403, 1405, 1407, 1409, 1411 DOGWOOD LANE IN THE CITY OF MIAMI
FOR RESIDENTIAL DEVELOPMENT.
WHEREAS, the City of Miami has adopted a comprehensive plan known as Miami's
Commitment to Excellence which supports the development of restaurants, retail, entertainment,
office and other business space in this part of the city; and
WHEREAS, the City of Miami finds it a necessary public purpose and for the public
good to offer financial incentives for the benefit of this project; and
WHEREAS, the City of Miami has reviewed the proposed development and the
Building Permit Application and found it complies with the goals of the Comprehensive Plan
adopted by the City of Miami; and
WHEREAS, the City Council previously enacted §24-82 which sets the rates for
MSUA’s roll-off container service and for tipping fees at the solid waste facility; and
WHEREAS, the development of these residential properties will promote the economic
development of the City of Miami and provide direct and quantifiable economic benefits to the
community in general; and
NOW THEREFORE BE IT RESOLVED that the City of Miami will offer the
following financial incentives and fee waivers for three (3) duplexes, six (6) units, Phase I,
located at 1401, 1403, 1405, 1407, 1409, 1411 Dogwood Lane;
The City will offer development incentives, inducements and contributions to these
development as follows:
a. Waiver of fees for building permits and inspections. THIS IS NOT A WAIVER OF
INSPECTIONS OR PERMITS and the development must comply with all city building
codes and will apply for and pull all applicable permits without fee.
b. The waiver of the building permit and inspection fees listed above, shall not exceed
$5,000.00.
c. The Waivers contained herein will be valid for a six (6) month period from the issuance
of the Building Permit for 1401, 1403, 1405, 1407, 1409, 1411 Dogwood Lane. If the
Building Permit is extended for up to an additional six month period, the waivers herein
will likewise be extended to match the permit, at the discretion of the City Manager.

BE lT FURTHER RESOLVED, it is noted that the proposed development is consistent
with the City of Miami's Comprehensive Plan.
