Agenda Approval 2. Regular Meeting Minutes of April 22, 2025 CITIZEN’S FORUM Public Comment (public comments limited to 2 minutes per speaker, please) None PUBLIC HEARINGS 3. Special Use Permit - Temporary Construction Office & Storage 103 SW Beville Ave, Micanopy, FL Jorge Fernandez-Pla Quasi-Judicial Hearing  Chair Warren called the hearing to order. 1. The board shall determine whether it has jurisdiction over the matter. Yes 2. Members of the board shall, if necessary, state whether they have a conflict of interest or must otherwise disqualify themselves from hearing the case. None 3. Members of the board shall disclose and place on the record any ex parte communications relating to the matter before the board. None The attorney swore in the witnesses. Jorge Fernandez and Cindy Bishop 4. Introduction of the petition by the Town. Chair Warren read the application as submitted. 5. Presentation of Applicant's case. Mr. Fernandez-Pla presented his desire to have a place to use as an office while he is building his house for approximately 6 months. 6. Presentation of Staff's case. Administrator Samario stated that we treat this the same way as if he were asking to live in the camper while building; he is going to use it as an office. 7. Presentation of the affected party's case. Cindy Bishop, neighbor, has no concerns with day use for this camper. A generator will be used to power the camper during the day and as little as possible. The owner states that no one will live in the camper. 8. Rebuttal by applicant. The power pole will be set and operational within two weeks. 9. Rebuttal by staff. None 10. Rebuttal by affected parties. None 11. Public Input.None 12. Deliberation and vote of the board. Discussion ensued. Motion made and seconded (Blakely/Tyson) to approve the special use permit as submitted; Amend above motion and seconded (Blakely/Tyson) to approve the special use permit with a time frame of 6 months; passed 4-0 13. Stephen Elder (Seat 5) Absent CHAIR FRO WARREN (SEAT 4) REPORT Chair Warren loves the new Micanopy Welcome sign. He questioned the Blue Star Memorial marker. Administrator Samario responded that it will be transported up north for restoration, and then we will place it.
